Basement finishing in Wilmington
Cost vs. Value's 2025 Philadelphia market, the nearest to Wilmington, priced its standard basement remodel at $52,1991, close to the $52,0122 national figure, but a radon test should come before any framing. EPA's Map of Radon Zones places New Castle County in Zone 2, moderate potential, while Kent and Sussex counties to the south are in Zone 3.3

Philadelphia's basement figures
The survey's basement project is a finished entertaining room with a wet bar and a compact full bathroom. In the Philadelphia market the build cost lands within a few hundred dollars of the national number, while the expected payback at sale is lower.
| Measure | Philadelphia market | U.S. average |
|---|---|---|
| Basement remodel, job cost | $52,1991 | $52,0122 |
| Basement remodel, resale value | $33,9371 | $36,9052 |
| Basement remodel, cost recouped at resale | 65%1 | 71%2 |
Radon mitigation, waterproofing, a backwater valve and an escape window sit outside that scope. Have each priced as its own line so you can see what a dry, safe shell costs before choosing flooring.
Frost and heavy rain at the airport
New Castle County Airport, just south of the city, is the nearest station with published normals. They show how often the ground freezes and how often a single day brings an inch of rain or more, the kind of storm that tests a foundation.
| Measure | Wilmington New Castle County Airport |
|---|---|
| Days a year with a low at or below freezing | 92 days4 |
| Days a year with at least an inch of precipitation | 12 days4 |
The EPA advises cleaning and repairing gutters regularly and making sure the ground slopes away from the foundation so water does not enter or collect around it.5 Behind a rowhouse, the downspouts and the paved yard are usually the first places to check.
Foundations of different ages
City houses run much older than county ones. A pre-1940 rowhouse typically stands on brick or stone, while the county's postwar houses mostly sit on poured concrete or block.
Rowhouse cellars and detached basements
The Census Bureau doesn't count basements. The split between attached and detached houses is the nearest stand-in, and it shows a city of rowhouses beside a county of detached homes.
When the sewer line itself fails
New Castle County's Emergency Repair Loan, for owner-occupants outside Wilmington and Newark, covers a broken sewer line among other critical repairs. This is the largest loan it makes.
| Measure | New Castle County program |
|---|---|
| Emergency Repair Loan Program, largest loan | $20,0008 |
New Castle County's Emergency Repair Loan Program fixes critical needs such as a dead heater, severe plumbing leaks, unsafe wiring, a badly leaking roof, or a broken sewer or water line, and work done before the loan is approved isn't eligible.8 The Emergency Repair Loan is a zero-interest loan for owner-occupants with household income below 80 percent of the HUD area median who have lived in the home at least six months, deferred for incomes below 50 percent; homes in Wilmington, Newark or a flood zone are not eligible.8
Permits
In unincorporated New Castle County, a finished basement goes on the county's residential renovation permit, the plumbing for a new bath goes on a separate utility permit, and the wiring is inspected through the state's licensed agencies. Swapping a basement window for one the same size is exempt, but cutting a larger opening for an escape window is not. Inside Wilmington, the city's Department of Land Use and Planning issues the permit, the value of the job decides who may pull it, and the trades should hold city licenses.
- New Castle County's residential addition and renovation permit covers finished basements, decks, porches, sunrooms and attached accessory dwelling units, while a detached accessory unit is permitted as a single-family dwelling.9
- New Castle County requires a permit for all construction activity, including interior improvements, alterations and most repairs, unless the County Code specifically exempts the work; if a project isn't on the county's list of exempt work, assume it needs a permit.9
- New Castle County's residential addition and renovation permit covers renovations, and the county issues separate utility permits for plumbing and HVAC work.9
- New Castle County needs no permit to replace windows and doors with ones of the same size in the same place, as long as the structural frame of the opening is not altered.10
- New Castle County doesn't permit or inspect electrical work: Delaware-licensed electricians must have their work inspected by a licensed inspection agency, and an owner-occupant doing their own electrical work gets the permit from the State of Delaware.9
- The City of Wilmington says to get a permit before starting any work; for a job valued at $10,000 or less the owner or an authorized agent can pull it, from $10,001 to $25,000 it takes a city-licensed general contractor, and above $25,000 a city-licensed general contractor with plans sealed by a licensed architect or engineer.11
- Wilmington's building guidelines say to use only tradespeople licensed in the City of Wilmington; the city's Department of Land Use and Planning tests applicants for plumbing, heating, air conditioning and ventilation work.11

Before you hire
Delaware has no general contractor license to ask for, so check that the company shows up on the state's Contractor Registry and that whoever does the electrical, plumbing or HVAC work holds a Delaware license.

Radon before drywall
The EPA recommends testing for radon on the lowest lived-in level, so a basement that hasn't been tested should be tested before it is remodeled; fixing a radon problem is usually easier and cheaper before the basement is finished.12 EPA's Map of Radon Zones places New Castle County in Zone 2, moderate potential, while Kent and Sussex counties to the south are in Zone 3.3 The EPA's guidance is to fix your home if radon tests at 4 picocuries per liter or higher, and to consider fixing it between 2 and 4.13
Delaware's Division of Public Health offers Delaware residents a free radon test kit through its Radon Office, and notes that radon levels can differ between neighboring homes, so each home has to be tested.14 The Division of Public Health warns against relying on a basement fan or an open window to lower radon and recommends a radon contractor who installs sub-floor suction and venting.14
If a system is needed, route the vent pipe and choose the fan spot while the ceiling is still open, then test again once the room is finished.
Combined sewers and backups
Wilmington's sewer system is a combined system that carries both stormwater and household wastewater, and heavy storms can push that mix into nearby waterways.15 When a downpour fills those pipes, a floor drain or a basement toilet is the lowest opening in the house.
For a sewer backup in a house or neighborhood, Wilmington tells residents to dial 311 inside the city, or 302-576-2620 from outside it, or to file a 311 request online.15 Before finishing a city basement, ask a plumber whether the house drain has a backwater valve and whether one suits your connection.
Headroom and escape windows
The 2021 IRC requires habitable space and hallways, including the parts of a basement that contain them, to have a ceiling at least 7 feet high, and bathrooms and laundry rooms at least 6 feet 8 inches.16 In a basement with habitable space, beams, girders, ducts and other obstructions may hang down to within 6 feet 4 inches of the finished floor.16 In a low rowhouse cellar, the floor joists and the main drain usually set the finished height, and digging the floor down is structural work.
When an existing basement is altered, the 2021 IRC requires escape openings for any new bedrooms created there, but not for the rest of the remodeled space.16 Under that code, an escape opening needs a net clear opening of at least 5.7 square feet, at least 24 inches high and 20 inches wide, with its bottom no more than 44 inches above the floor.16 An escape window whose bottom sits below the ground outside needs an area well of at least 9 square feet, at least 36 inches out from the wall and 36 inches wide, big enough for the window to open fully.16 Those are model-code figures; Wilmington building permit plans go to the Department of Land Use and Planning by email, and work must follow the 2018 International Building and Residential Codes along with the city's own codes.11 Ask your own permit office which edition it enforces.
Keeping it dry
Before turning basement space into living space, the EPA advises checking it for leaks and other signs of moisture and fixing any moisture problem first, because damp basements promote mold and other biological growth.12 The EPA warns that carpet on a basement slab can stay damp from water or vapor coming up through the concrete, or from room moisture condensing on a slab that is colder than the air, and either can lead to mold.12
Building America advises keeping fiberglass batts and cellulose out of contact with foundation walls, and not putting polyethylene sheeting, vinyl or foil wallpaper, or epoxy, oil or alkyd paint on the inside of basement walls, because they trap moisture.17 ENERGY STAR's guidance for existing homes, based on the 2021 IECC, is R5 insulating sheathing or R13 batts on basement walls in climate zone 3, R10 sheathing or R13 batts in zones 4A and 4B, and R15 sheathing or R19 batts in zones 4C and 5 through 8.18 Get the insulation values in writing and confirm the permit drawings show the same wall assembly.
The cellar stair
More than one in four adults 65 and older fall each year.19 Rowhouse cellar stairs tend to be steep and narrow. While the walls are open, add a rail on the second side, light the stair from switches at the top and bottom, and mark each tread nose so it stands out. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.20

After you're connected
Check the company's state registration before you pay anything. Delaware's public Contractor Registry lookup lists contractors that properly registered and are considered compliant with Department of Labor laws, searchable by name, ZIP code, certification number, NAICS code or industry; a contractor that drops off the list may not have re-registered, may be under review, or may have been suspended or revoked.21 Contractors working in unincorporated New Castle County must get a New Castle County contractor license, a permit-endorsed license for work that needs a permit, while electrical contractors are licensed by the State; the county's Contractor License Search shows a contractor's license and authorized trades.22 Check a Delaware license
Ask who will pull the building, plumbing and electrical permits, and get the radon work written into the contract. Delaware's Consumer Protection Unit home improvement regulations, effective November 1, 2023, require a written contract listing all material terms, bar asking homeowners to sign incomplete contracts or calling a binding contract an estimate, require a completion date unless clearly disclosed, and bar getting a certificate of completion before the work is done; contractors must give buyers a copy of the unit's summary of the rules before the contract is signed.23
