Kitchen remodeling in Howard County

Howard County has no Cost vs. Value page of its own; in the 2024 report's Baltimore market, a minor midrange kitchen remodel cost $26,9901 and a major midrange one $78,7741. The local question to settle first is fuel: 50%2 of the county's occupied homes heat with electricity and 42%2 with utility gas, so don't assume there's a gas line behind the range.

Major kitchen remodel, midrange, job cost$78,7741$79,9823

Scope moves a kitchen budget far more than location does.

A kitchen from the county's big building decades may still have its first cabinet boxes and fewer counter circuits than today's appliances call for, so expect new wiring to be part of the plan.

A townhouse kitchen often has only the front or back wall to vent through, which decides where a ducted hood can go before anyone picks cabinets.

The EPA says a stove hood with a fan vented to the outdoors greatly reduces exposure to pollutants during cooking, and advises installing and using exhaust fans over gas stoves and ranges.6 Moving from an electric range to gas means running a new gas line, and the reverse needs a heavy new circuit, so decide on the fuel before you order appliances.

Home values next to kitchen costs

A major upscale kitchen ran $157,6791 in the Baltimore market in 2024. Against a county median of $597,9007, that is a smaller share of the typical Howard County home's value than of the metro's median home.

Hardness at the kitchen tap

Which supply reaches your street depends on where in the county you live.

Howard County buys its public water wholesale: most residents get Baltimore City water from the Ashburton and Montebello plants, while homes east of Interstate 95 and south of Patuxent Range Road get WSSC Water from its Patuxent plant in Laurel.8 Both readings sit in the moderately hard range, enough to leave spots on a dishwasher's glassware and scale in an ice maker's valve over the years.

Permits

Howard County's Department of Inspections, Licenses and Permits issues kitchen permits for the whole county, and residential building permits go in online. Swapping an appliance in place can be the simple part, as the county's dishwasher policy shows; taking out a wall or reworking the layout is an interior alteration with plans, and moving the sink brings in a plumbing permit. Fee schedules are posted for each fiscal year, but no review times are, so ask the company to build permit time into the schedule.

  • Howard County requires electronic submission for all residential building permits, and homeowners apply through the county's online Citizen Access portal.10
  • Howard County's residential permit handout files interior alterations, such as a first-floor kitchen remodel that removes a load-bearing wall, as building permits that need existing and proposed floor plans, plus engineer calculations when a load-bearing wall comes out.11
  • Howard County needs no plumbing permit to replace an existing dishwasher when the water, drain and vent lines are already there; relocating or re-plumbing any of those lines needs a plumbing permit and inspections.12
  • Howard County's homeowner plumbing permit is for an owner who lives in the house and does the work personally, and it does not cover gas work, exterior work or any connection to a public or private water or sewage system.13
  • Howard County's residential building permit applications ask whether the house uses public water or a private well, and public sewer or a private septic system.11

Kitchens in Howard County's townhouses and 1970s–1980s houses

22%5 of Howard County homes are townhouses or other one-unit attached houses. The Census Bureau counts a rowhouse as a one-unit attached home when a wall running from ground to roof separates it from the house next door.14 In those kitchens, side walls are shared, so a new window, duct or gas line usually has to go out the front or back.

Kitchens from the 1970s and 1980s may have sheet vinyl or vinyl tile, sometimes still hidden under a newer floor. The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.15 The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.16

For homes built before 1978, the EPA advises hiring contractors who use only lead-safe certified renovators.17 In Howard County, 29%4 of homes were built before 1980, so it's a fair question to ask before cabinets come off a painted wall.

Hoods, ducts and the state code

Maryland's Building Performance Standards, in COMAR 09.12.51, incorporate the 2021 International Residential Code by reference.18 Howard County enforces that code through its own permit office, so the company should know what the county's inspectors look for.

The 2021 International Residential Code says a kitchen range exhaust must discharge outdoors through its own airtight duct with a backdraft damper, never into an attic, crawl space or other indoor area; listed ductless hoods are the exception.19 In a townhouse with a range on an inside wall, ask how far the duct has to run and whether a ductless hood would pass instead.

A kitchen that works at any age

The National Institute on Aging suggests keeping frequently used pots, pans and utensils where they are easy to reach, and preparing food while seated to prevent fatigue or loss of balance.20 Lower wall cabinets, drawers in place of base cabinet doors and a counter section you can sit at all help.

Howard County's property tax credit for accessibility features reaches into the kitchen too. Qualifying features include reinforced walls with grab bars around a toilet, tub or shower, an accessibility-enhanced bathroom such as a walk-in or roll-in shower or built-in seat, a clear space of at least 30 by 48 inches in a bathroom or kitchen, anti-scald devices, slip-resistant flooring, and lever handles on sinks, showers and doors.21 Howard County's Livable Homes Tax Credit takes the lesser of 100% of eligible costs or $2,500 off county property tax for accessibility features added to an existing home that is the owner's principal residence, and any excess carries forward to later years.21
