Basement prices in the nearest surveyed market
Cost vs. Value's basement job finishes a lower level into a family room with a wet bar and a full bathroom. York, Pennsylvania, is the nearest market in the 2025 edition:
| Measure | York, PA | U.S. average |
|---|---|---|
| Basement remodel, job cost | $46,4221 | $52,0122 |
| Basement remodel, resale value | $28,4411 | $36,9052 |
| Basement remodel, cost recouped at resale | 61%1 | 71%2 |
York's job cost is lower than the national one, and so is the share recovered at sale. Neither figure includes waterproofing, a radon system or an escape window, any of which a Washington County basement may need first.
Rain a basement here sits through
Groundwater and storm runoff reach the basement first. NOAA's normals count the days with real rain or melted snow at Hagerstown's airport:
| Measure | Hagerstown airport | BWI Airport |
|---|---|---|
| Days a year with at least a tenth of an inch of precipitation | 71 days4 | 75 days4 |
| Days a year with an inch or more of precipitation | 6 days4 | – |
The valley gets slightly fewer wet days than BWI, but the heavy ones still come every year. Fix gutters and grading and watch the walls through a wet season before anyone frames against them.
How old the foundations are
Census counts of homes by decade built, for the city and the county:
| Measure | City of Hagerstown | Washington County |
|---|---|---|
| Homes built before 1940 | 32%5 | 19%5 |
| Homes built before 1980 | 67%5 | 57%5 |
| Homes built 1990 to 2009 | 19%5 | 26%5 |
A prewar city cellar of stone or brick was rarely meant to be lived in, and headroom under the joists is often short. A county house from the nineties or two-thousands more often has poured walls, more height and a basement planned to be finished someday.
Wages for the basement trades
Finishing a basement is mostly carpentry, with an electrician for circuits and a plumber if a bath or bar goes in. Metro and national medians:
| Measure | Hagerstown metro | United States |
|---|---|---|
| Carpenters, median hourly wage | $27.21/hr6 | $29.12/hr6 |
| Electricians, median hourly wage | $29.96/hr6 | $30.38/hr6 |
| Plumbers, median hourly wage | $26.50/hr6 | $30.67/hr6 |
Carpentry and plumbing wages here are below the national medians, which helps explain York's lower basement price. The wider swings come from water, radon and headroom.

Permits
Finishing a basement almost always needs a permit, because new walls bring new circuits and a bath or bar brings plumbing. Outside the city, the county's permit checklist has a section of its own for finished basements, with scaled plans showing rooms, egress, ceiling height, insulation and smoke detectors. Inside city limits, the city's permit office takes the application, and a changed floor plan puts the job on its building permit list.
- Washington County's Division of Permits and Inspections does not process permits for properties inside Hagerstown city limits.8
- To finish a basement, Washington County asks for two complete sets of scaled construction plans showing every room labeled with its proposed use, finished and unfinished square footage, window and door sizes, the means of egress and the finished ceiling height.9
- The county's finished-basement plans must also show the bottom wall plate material, the wall framing and spacing, exterior wall insulation of at least R-10 from ceiling to floor, the wall and ceiling finishes, and smoke detectors in each bedroom and near bedrooms.9
- In Washington County, master electricians and master plumbers file the trade permits, which are not issued until the building permit is; a homeowner may apply for mechanical work in a primary residence, but not for gas piping or electrical connections.10
- Hagerstown's building permit list includes renovations involving structural changes, fire-rated construction or changes in floor plans.11
- The City of Hagerstown requires permits for new buildings, additions, decks, porch enclosures, retaining walls, signs and renovations, and for all electrical, plumbing and mechanical work.12
- A Hagerstown building permit application should include a plot plan and two paper and two electronic copies of construction drawings, drawn to at least quarter-inch-to-the-foot scale on sheets at least 24 by 36 inches.11

Radon in the Great Valley
EPA's Map of Radon Zones places Washington County, Maryland, in Zone 1, the zone with the highest potential for elevated indoor radon.3 On EPA's radon zone map, Zone 1 counties have a predicted average indoor radon screening level above 4 pCi/L and Zone 2 counties between 2 and 4 pCi/L, and the EPA says all homes should be tested regardless of zone.13
A zone is a prediction for the whole county, not a reading for your house. The EPA recommends testing for radon on the lowest lived-in level, so a basement that hasn't been tested should be tested before it is remodeled; fixing a radon problem is usually easier and cheaper before the basement is finished.14 The Maryland Department of Health says Maryland residents may be eligible for a free radon test kit, through the Maryland Department of the Environment.15
The EPA's guidance is to fix your home if radon tests at 4 picocuries per liter or higher, and to consider fixing it between 2 and 4.16 A mitigation system usually means a pipe and fan drawing air from under the slab, and it is far easier to route before the new walls and ceiling go in. Hand the test result to every company that quotes the job.
Keeping the walls dry
Before turning basement space into living space, the EPA advises checking it for leaks and other signs of moisture and fixing any moisture problem first, because damp basements promote mold and other biological growth.14 The EPA advises cleaning and repairing gutters regularly and making sure the ground slopes away from the foundation so water does not enter or collect around it.17
What goes against the foundation matters as much as what keeps water out. Building America advises keeping fiberglass batts and cellulose out of contact with foundation walls, and not putting polyethylene sheeting, vinyl or foil wallpaper, or epoxy, oil or alkyd paint on the inside of basement walls, because they trap moisture.18 For the inside of basement walls, Building America calls for rigid foam fully adhered to the foundation with sealed seams, or spray foam, and rates closed-cell spray foam as the best moisture control of the interior options.18
The county's basement checklist asks for exterior wall insulation on the plans, so settle the wall assembly before the drawings go in, not after the inspector asks.
Headroom in city cellars
The 2021 IRC requires habitable space and hallways, including the parts of a basement that contain them, to have a ceiling at least 7 feet high, and bathrooms and laundry rooms at least 6 feet 8 inches.19 Many prewar Hagerstown cellars fall short of that under the joists and the old ductwork.
Inside the city, the same height question applies to existing homes. Hagerstown's property maintenance code requires habitable basement areas to have a clear ceiling height of at least 7 feet; in one- and two-family homes, basement rooms used only for laundry, study or recreation may be 6 feet 8 inches, with 6 feet 4 inches under beams and ducts.20 A low cellar can still become a laundry or workshop; turning it into a bedroom usually means lowering the floor, which is a structural job.
The 2021 International Residential Code requires at least one operable emergency escape and rescue opening in a basement, plus one in each sleeping room, including every bedroom in a basement.19 An escape window whose bottom sits below the ground outside needs an area well of at least 9 square feet, at least 36 inches out from the wall and 36 inches wide, big enough for the window to open fully.19 On a narrow city lot, that escape window often has to go at the front or back of the house.
If the basement will be an apartment
Washington County now allows accessory dwelling units, and a finished basement counts as one. In Washington County an ADU may be no larger than 75 percent of the main house's gross floor area or 1,200 square feet, whichever is less, but that limit does not apply to a finished basement or converted attic.21 Washington County requires a sprinkler system in an attached or detached ADU, except that a basement or attic converted into an ADU is exempt when the existing house is not sprinklered.21
Inside city limits the rules are different and were still changing when we checked. Read the Hagerstown rental conversion guide before you plan a kitchen down there.
Basement stairs for every age
More than one in four adults 65 and older fall each year.22 Older basement stairs are often steep, narrow and dimly lit, which makes them the riskiest part of a finished lower level for a grandparent or a toddler.
Ask for a solid rail on at least one side, a switch at the top and the bottom, and a landing with no loose rugs. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.23

Questions people ask
How much does it cost to finish a basement near Hagerstown?
Cost vs. Value has no Hagerstown page. In York, Pennsylvania, the nearest market it covers, its basement job cost $46,4221 in 2025. That figure leaves out waterproofing, radon mitigation and escape windows, so a basement that needs them will cost more.
Do Washington County basements have a radon problem?
EPA rates the whole county in its highest-potential group, yet two neighboring houses can test very differently. EPA's Map of Radon Zones places Washington County, Maryland, in Zone 1, the zone with the highest potential for elevated indoor radon.3 The EPA's guidance is to fix your home if radon tests at 4 picocuries per liter or higher, and to consider fixing it between 2 and 4.16
What does the county need to see before I finish my basement?
Drawings with the details spelled out. To finish a basement, Washington County asks for two complete sets of scaled construction plans showing every room labeled with its proposed use, finished and unfinished square footage, window and door sizes, the means of egress and the finished ceiling height.9 The county's finished-basement plans must also show the bottom wall plate material, the wall framing and spacing, exterior wall insulation of at least R-10 from ceiling to floor, the wall and ceiling finishes, and smoke detectors in each bedroom and near bedrooms.9
Can I put an apartment in my basement?
Outside the city, yes, under the county's ADU rules. Washington County's commissioners approved an ordinance allowing accessory dwelling units on October 14, 2025; an ADU may be attached, which the county says includes interior renovations, additions and finished basements or attic space, or detached.21 Inside Hagerstown, ask the city's planning office first; its accessory dwelling rule was still a proposal when we checked. Hagerstown planning staff proposed in 2026 to permit one accessory dwelling unit, no larger than 75 percent of the main house, on a property with one single-family detached house, to meet a state law that expects local rules by October 1, 2026; the proposal does not apply to semi-detached houses, two-family dwellings, townhouses or apartment buildings.25
