Kitchen remodeling in Hagerstown

In York, Pennsylvania, the closest market Cost vs. Value prices, a minor midrange kitchen remodel cost $27,3151 in 2025, a little under the $28,4582 national figure. The local wrinkle is fuel: only 21%3 of Washington County homes heat with utility gas, so a gas range can mean a new line or a tank, and many city kitchens sit in rowhouses built before 1940.

What a kitchen costs nearby

There's no Hagerstown market in Cost vs. Value. York, Pennsylvania, is the nearest one in the 2025 edition, so its three standard kitchen jobs stand in here, next to the national figures from the same year.

MeasureYork, PAU.S. average
Minor kitchen remodel, midrange, job cost$27,3151$28,4582
Major kitchen remodel, midrange, job cost$80,4631$82,7932
Major kitchen remodel, upscale, job cost$158,6001$164,1042

Each York figure lands a few percent under the national one. Choosing between a refresh and a gut job moves the budget far more than the difference between York and the country does.

Rowhouse kitchens and detached ones

How many homes share a side wall with a neighbor, counted by the Census for the city and for the whole county:

MeasureCity of HagerstownWashington County
One-unit attached homes, such as rowhouses30%415%4
One-unit detached houses33%463%4

An attached city house often has its kitchen at the back, where the hood duct, a new window and the sink drain all compete for the one or two outside walls. A detached county house leaves more room to move things.

When the houses were built

Census year-built counts for the city and the county around it:

MeasureCity of HagerstownWashington County
Homes built before 198067%557%5
Homes built before 194032%519%5

In a kitchen that has been redone two or three times, expect layered flooring and wiring that was extended rather than replaced, and ask how surprises behind the old cabinets get priced.

How homes here are heated

Heating fuel is a fair sign of what's already piped to the house. Census shares of occupied homes in Washington County by main heating fuel:

MeasureWashington County
Homes heated with electricity54%3
Homes heated with utility gas21%3
Homes heated with fuel oil or kerosene16%3
Homes heated with bottled, tank or LP gas5%3

Most homes here heat with electricity or oil, not utility gas. If you want a gas range and the house has no gas service today, ask what bringing in a line or setting a propane tank would add to the job.

Home values next to kitchen costs

Set a kitchen budget against what homes are worth before deciding how far to go.

MeasureCity of HagerstownWashington County
Median home value (owner-occupied)$224,5006$296,1006

An upscale major kitchen cost $158,6001 in York in 2025, while the median Hagerstown city home was valued at $224,5006. For most city houses, a minor or midrange plan keeps the kitchen in proportion.

What kitchen trades earn here

Carpenters set the cabinets, electricians add the circuits and plumbers move the sink. Median hourly wages in the Hagerstown-Martinsburg metro and nationally:

MeasureHagerstown metroUnited States
Carpenters, median hourly wage$27.21/hr7$29.12/hr7
Electricians, median hourly wage$29.96/hr7$30.38/hr7
Plumbers, median hourly wage$26.50/hr7$30.67/hr7
Cabinetmakers and bench carpenters, median hourly wageNo published estimate7$22.44/hr7

Carpenters and plumbers here earn under the national median while electricians sit near it. No cabinetmaker wage is published for this metro, which is why that row shows no local figure.

Weather a Hagerstown kitchen sees

Summers bring a few weeks of ninety-degree days, and winter brings long cold spells, both of which a kitchen on an outside wall has to handle.

MeasureHagerstown airportBWI Airport
Days a year with a high of 90°F or more24 days834 days8
Days a year when the high stays at or below freezing19 days811 days8

A sink under a window on an outside wall is the usual freeze risk; keep its supply lines inside the insulation. In summer, a hood that vents outdoors keeps cooking heat and moisture out of the rest of the house.

What the city water report says

The City of Hagerstown treats Potomac River water for the city and several towns around it. The City of Hagerstown, with the towns of Smithsburg, Funkstown and Williamsport, switched its water disinfectant from chlorine to chloramines, a combination of chlorine and ammonia, beginning in August 2015.9

MeasureCity of Hagerstown water
Customers served by the City of Hagerstown Water Division (more than)90,00010
Water hardness, City of Hagerstown water systemNo published estimate10

With no hardness number in the city's report, a test is the way to know whether a dishwasher, an ice maker line or a pot filler needs a filter. If you add one, ask whether it is rated for water treated with chloramines.

Permits

Two permit offices split the area, and the city line decides which one you use. Cabinets and counters are finish work on either side; once walls move or circuits and pipes change, the city's office or the county's Division of Permits and Inspections gets involved, with electrical and plumbing permits pulled by registered or master tradespeople. In one of the city's historic districts, a new hood vent or window on the outside of the house also needs the Historic District Commission first.

  • Washington County's Division of Permits and Inspections does not process permits for properties inside Hagerstown city limits.11
  • Hagerstown's building permit list includes renovations involving structural changes, fire-rated construction or changes in floor plans.12
  • A Hagerstown homeowner who lives in the house may apply for mechanical permits, but electrical and plumbing permits must be applied for by a City-registered electrician or plumber.13
  • Hagerstown permit applications are made at the Permits Division on the third floor of City Hall at One East Franklin Street, and online applications are available for many permits.13
  • In a Hagerstown historic district, all exterior improvements to a building, including fences, must be approved by the Historic District Commission before a permit can be released; applications for its review are free.14
  • Washington County's permit office lists painting, papering, tiling, carpeting, cabinets, countertops and similar finish work among residential work that does not need a building permit.15
  • In Washington County, master electricians and master plumbers file the trade permits, which are not issued until the building permit is; a homeowner may apply for mechanical work in a primary residence, but not for gas piping or electrical connections.16

Kitchens in Hagerstown's rowhouses and older homes

30%4 of homes in the city are one-unit attached houses, the Census group that takes in rowhouses, and 32%5 were built before 1940. In those houses the kitchen often sits in a narrow rear wing, so cabinets run along one long wall and the range hood has to vent through the side or the roof.

Hagerstown has four local historic districts: City Center, Oak Hill, Potomac-Broadway and South Prospect Street.17 If your house is in one of them, a hood duct through a visible wall or a larger window over the sink is an exterior change. In a Hagerstown historic district, all exterior improvements to a building, including fences, must be approved by the Historic District Commission before a permit can be released; applications for its review are free.14

For homes built before 1978, the EPA advises hiring contractors who use only lead-safe certified renovators.18 The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.19 In a kitchen floored over more than once, ask before anyone pulls up the bottom layer.

Gas, electric or propane

Only 21%3 of Washington County homes heat with utility gas, while 54%3 heat with electricity and 16%3 with fuel oil. A house that has never had gas service may need a new line from the street or a propane tank before a gas range can go in, and switching an electric kitchen to induction may instead mean a bigger circuit.

Whatever the fuel, plan the hood early. The EPA says a stove hood with a fan vented to the outdoors greatly reduces exposure to pollutants during cooking, and advises installing and using exhaust fans over gas stoves and ranges.20 The 2021 International Residential Code says a kitchen range exhaust must discharge outdoors through its own airtight duct with a backdraft damper, never into an attic, crawl space or other indoor area; listed ductless hoods are the exception.21

Which code edition applies

The City of Hagerstown has adopted the 2021 International Building and Residential Codes and the 2021 International Plumbing Code, each with local amendments.22 Washington County adopted the 2021 International Building, Residential, Energy and Existing Building codes with local amendments on February 27, 2024, effective July 1, 2024.23 Maryland requires every jurisdiction in the state to use the same edition of the same building codes, and each local jurisdiction may modify them to suit local conditions.24 Ask the company which office's amendments apply to your address before the electrical plan is drawn.

A kitchen for the long haul

More than one in four adults 65 and older fall each year.25 The National Institute on Aging suggests keeping frequently used pots, pans and utensils where they are easy to reach, and preparing food while seated to prevent fatigue or loss of balance.26 Drawers instead of deep base cabinets and a stretch of counter at sitting height both help.

The Maryland Department of Aging lists the Washington County Commission on Aging, at 535 E. Franklin Street in Hagerstown, as the county's Area Agency on Aging.27 The Commission on Aging's SOAR program may include safety-related minor home repairs and modifications, depending on state grant funding available each year.28 Maryland's Accessible Homes for Seniors program serves owner-occupants with at least one resident 55 or older whose household income is no more than 80% of the statewide or Washington, DC metro median.29

Questions people ask

How much does a kitchen remodel cost in Hagerstown?

Cost vs. Value has no Hagerstown page. In York, Pennsylvania, the nearest market it prices, a minor midrange kitchen remodel cost $27,3151 in 2025, a major midrange one $80,4631 and a major upscale one $158,6001. Cabinets, appliances and whether the sink or range moves decide where yours lands.

Do I need a permit for a kitchen remodel inside Hagerstown city limits?

For cabinets and countertops alone, generally no. The City of Hagerstown exempts painting, papering, tiling, carpeting, countertops and similar finish work from building permits.31 New circuits, plumbing or a changed floor plan are another matter. Hagerstown's building permit list includes renovations involving structural changes, fire-rated construction or changes in floor plans.12 A Hagerstown homeowner who lives in the house may apply for mechanical permits, but electrical and plumbing permits must be applied for by a City-registered electrician or plumber.13

Can I switch to a gas range?

Often, but check what's at the house first. Only 21%3 of Washington County homes heat with utility gas, so many have no gas line to tap, and a new line or propane tank adds work. In Washington County, master electricians and master plumbers file the trade permits, which are not issued until the building permit is; a homeowner may apply for mechanical work in a primary residence, but not for gas piping or electrical connections.16
