Bathroom remodeling in Chesapeake
Chesapeake has no Cost vs. Value page; for the Virginia Beach market the 2025 report lists $25,8251 for a midrange bathroom remodel, close to the $26,1382 national average. Chesapeake's housing is younger than its neighbors': 39%3 of its homes went up in the 1980s and 1990s and 29%3 since 2000, so most jobs here update a subdivision bathroom rather than rebuild an old one.

What the job costs in the region
These are Cost vs. Value's 2025 prices for the Virginia Beach market, the nearest one the report covers; Chesapeake isn't priced separately. National averages from the same year sit beside them.
| Measure | Virginia Beach market | U.S. average |
|---|---|---|
| Midrange bathroom remodel, job cost | $25,8251 | $26,1382 |
| Upscale bathroom remodel, job cost | $80,8991 | $81,6122 |
| Universal-design bathroom remodel, job cost | $43,0511 | $42,1832 |
In a Chesapeake house from the 1990s or 2000s, the plumbing is usually sound enough that finishes, fixture choices and the size of the room set the price more than hidden repairs do.
When Chesapeake's houses were built
Census counts by year built show most of Chesapeake arrived after 1980, much later than the metro as a whole.
| Measure | Chesapeake | Virginia Beach metro |
|---|---|---|
| Homes built 1980–1999 | 39%3 | – |
| Homes built 2000 or later | 29%3 | – |
| Homes built before 1980 | 32%3 | 44%3 |
A bathroom from these decades is more likely to need new finishes, a better fan and a larger shower than new pipes. The exceptions are the older houses in South Norfolk, Deep Creek and the rural south of the city, which deserve the same checks as any prewar home.
What Chesapeake homes are worth
The median owner-occupied home in Chesapeake is worth more than the metro median.
Houses and townhouses
Chesapeake is mostly detached houses, with a sizable share of townhouses and far fewer apartments than Norfolk.
| Measure | Chesapeake | Norfolk |
|---|---|---|
| Single-family detached houses | 67%5 | 49%5 |
| Townhouses and other one-unit attached homes | 14%5 | 8%5 |
| Homes in buildings with five or more units | 12%5 | 29%5 |
Many Chesapeake houses and townhouses sit inside a homeowners association. Chesapeake tells homeowners in a community or subdivision to check whether the project needs HOA approval, and if it does, that approval is submitted with the permit request.6
Three sources of tap water
Chesapeake's Public Utilities draws on its own plants and on water bought from Norfolk and Portsmouth. Its 2025 report gives the highest total hardness measured in each:
| Measure | Chesapeake public water |
|---|---|
| Total hardness, highest 2025 reading, Northwest River and Lake Gaston plants | 32 mg/L7 |
| Total hardness, highest 2025 reading, water bought from Norfolk | 74 mg/L7 |
| Total hardness, highest 2025 reading, water bought from Portsmouth (Western Branch) | 36 mg/L7 |
The USGS classes water at 0 to 60 mg/L of hardness as soft.8 The USGS classes water at 61 to 120 mg/L of hardness as moderately hard.8 So most Chesapeake taps get soft water and some get moderately hard water, depending on the source that serves the street.
Permits
Chesapeake's Department of Development and Permits at City Hall handles these permits; Virginia Beach's rules on our metro guide don't apply here. Most alterations need a building permit, and a new circuit, a new fixture or receptacle, or a plumbing fixture in a new spot always does. Remodeling a room skips zoning review if the house's use doesn't change, and small projects are usually reviewed on the spot. Homeowners may pull their own permits, while trade permits can be taken out at the city's Express Permit workstation or online through eBUILD.
- In Chesapeake, all additions and most alterations to a house need a building permit, and the building inspector normally reviews the plans and issues the permit when they are submitted.9
- Chesapeake always requires a permit to install a new electrical circuit, fixture or receptacle, or to relocate plumbing fixtures.6
- Chesapeake does not require zoning review for remodeling rooms, as long as the use of the house doesn't change.9
- A Chesapeake homeowner may obtain permits and do the work; if a state-licensed contractor does the job, the city strongly recommends the contractor pull the permits, and the contractor must show a valid Virginia contractor's license and a business license.9
- Chesapeake typically handles plan reviews under 500 square feet as walk-through reviews; larger projects are dropped off with the plan review fee and reviewed within five business days.9
- Chesapeake electrical, mechanical, gas and plumbing permits can be applied for at the Express Permit workstation at City Hall or online through eBUILD.9
- In Chesapeake the permit holder schedules each inspection, usually before work is covered up, and a permit expires unless at least one inspection is approved every six months.9

Before you hire
Ask for the company's Virginia DPOR contractor license number and check that its class covers your contract price and its specialty covers your remodel, since the state's Recovery Fund only reaches contractors who were licensed when they did the work.

Bathrooms in Chesapeake's subdivision houses
39%3 of Chesapeake's homes were built in the 1980s and 1990s and 29%3 since 2000, in places like Great Bridge, Greenbrier and Hickory. Only 32%3 predate 1980. The common bathroom here is a builder-grade room from those decades: a fiberglass tub-shower, a cultured-marble top and a fan that may never have been ducted outdoors.
Houses finished before the mid-1980s still bring a plumbing question. The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.10 Ask whether old copper joints will be replaced while the wall behind the tub is open.
Primary bathrooms in two-story houses from the 1990s and 2000s often have a large garden tub beside a separate shower. Many owners trade the tub for a bigger walk-in shower, and moving that drain is plumbing work that needs a permit.
Which water reaches your tap
Chesapeake's Northwest River plant treats river water plus brackish groundwater with reverse osmosis, its Lake Gaston plant treats raw water bought from Norfolk, and Western Branch customers get treated water bought from Portsmouth.7 Water bought from Norfolk was the hardest of the three in 2025, at up to 74 mg/L7, while the city's own plants topped out at 32 mg/L7.
If you're on the harder supply, a softener or a shower valve with easily cleaned parts may be worth the cost; on the softer ones, it usually isn't. A house on a private well in the rural south should have its own water tested before you choose fixtures.
Flood zones
Parts of Chesapeake lie along rivers, creeks and marsh, and a remodel there carries an extra document. A Chesapeake house in a flood zone needs a copy of its latest FEMA elevation certificate with the alteration plans.9 Ask the contractor to check your flood zone before plans are drawn.
Planning a bathroom for later years
In a two-story house the full baths are often upstairs, which makes a main-floor bathroom, or a powder room that can grow into one, worth considering. More than one in four adults 65 and older fall each year.11 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.12 The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.13
The 2025 Cost vs. Value report priced a universal-design bathroom in the Virginia Beach market at $43,0511. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.14 Ask whether the company has built curbless showers before and can describe one.

After you're connected
Look the company up before you sign. Virginia's Department of Professional and Occupational Regulation advises hiring only licensed contractors, and its License Lookup shows a license's status and any past disciplinary actions.15 Chesapeake asks a contractor who pulls your permit to show a valid Virginia license and a business license, so ask that the contractor, not you, be the one on the permit.
