Bathroom remodeling in Wilmington

Cost vs. Value has no Wilmington market; in nearby Philadelphia, a midrange bathroom remodel cost $27,7671 in the 2025 report, against $26,1382 nationally. The bigger local factor is where the house sits: 43%3 of homes inside the City of Wilmington were built before 1940, and the city and New Castle County each run their own permit office.

Bathroom costs from the nearest surveyed city

Cost vs. Value doesn't survey Wilmington. Philadelphia, up the Delaware River in the same metro area, is the closest city it covers, and 2025 is the newest edition.

MeasurePhiladelphia marketU.S. average
Midrange bathroom remodel, job cost$27,7671$26,1382
Upscale bathroom remodel, job cost$85,3341$81,6122
Universal-design bathroom remodel, job cost$45,7491$42,1832

Use these as a reference point for a typical job rather than a bid. In an old city rowhouse, the drain stack and the condition of the floor framing can move the price more than the finishes you pick.

City houses versus county houses

The Census Bureau's counts by year built show two different housing stocks: the city's rowhouse neighborhoods and the suburbs that filled in around them.

MeasureCity of WilmingtonNew Castle County
Homes built before 194043%311%3
Homes built before 198079%356%3
Homes built 1950–196918%327%3

In a pre-war city house, the bathroom may be a later addition squeezed into a rear room, with pipes rerouted more than once. In the county's postwar houses it's more likely to be where the builder put it, which makes a remodel that keeps the layout simpler.

Home values in the city and the county

Median value of owner-occupied homes from the same Census survey.

MeasureCity of WilmingtonNew Castle County
Median value, owner-occupied homes$231,4004$352,2004

The city's median sits well below the county's, which is a reason to size a city bathroom to the house itself rather than to suburban price levels.

Trade wages across the metro

BLS reports wages for the Philadelphia–Camden–Wilmington metro as a whole, without a separate Delaware figure. Median hourly pay for the trades a bathroom needs:

MeasurePhiladelphia metroUnited States
Plumbers, median hourly wage$35.99/hr5$30.67/hr5
Electricians, median hourly wage$35.86/hr5$30.38/hr5
Carpenters, median hourly wage$29.70/hr5$29.12/hr5
Tile and stone setters, median hourly wage$34.01/hr5$26.77/hr5

Pay here runs above the national medians, most of all for tile setters. Inside Wilmington the city also wants its own licensed tradespeople on the job, so ask whether the company's plumber holds a city license.

What the weather does to a Wilmington bath

New Castle County Airport sits just south of the city. Cold nights matter for pipes in outside walls, and humid summer air matters in a room that already makes its own steam.

Hardness in Wilmington city water

Wilmington Water treats water at two plants and reports each plant's average hardness in its annual report. If your water comes from another supplier, its own annual report has the figure.

MeasureWilmington city water
Water hardness, Brandywine Filter Plant, average136 mg/L8
Water hardness, Porter Filter Plant, average154 mg/L8

The USGS classes water at 61 to 120 mg/L of hardness as moderately hard.9 Both plants average somewhat above that band. Wilmington's water comes mainly from Brandywine Creek, and the city can draw on Hoopes Reservoir as a backup source.10 Expect mineral spots on shower glass and fixtures, so ask about finishes that clean up easily.

Permits

Which office you deal with depends on the address. Inside the City of Wilmington, the Department of Land Use and Planning issues building permits, and the job's value decides who may pull one. Elsewhere in New Castle County, the county's Department of Land Use requires a permit for interior alterations unless the work is on its exempt list, and plumbing goes on its own utility permit. Neither office lists review times on these pages, so build permit time into the schedule.

  • New Castle County requires a permit for all construction activity, including interior improvements, alterations and most repairs, unless the County Code specifically exempts the work; if a project isn't on the county's list of exempt work, assume it needs a permit.11
  • New Castle County doesn't require a permit for painting, papering, tiling, carpeting, cabinets, countertops and similar finish work, though the work must still meet the building and zoning codes.12
  • In New Castle County, clearing a stoppage, repairing a leak, or removing and reinstalling an existing fixture in the same spot needs no permit as long as no valves, pipes or fixtures are replaced or rearranged; replacing a defective concealed pipe counts as new work that needs a permit, and so does installing or replacing a water heater.12
  • New Castle County's residential addition and renovation permit covers renovations, and the county issues separate utility permits for plumbing and HVAC work.11
  • The City of Wilmington says to get a permit before starting any work; for a job valued at $10,000 or less the owner or an authorized agent can pull it, from $10,001 to $25,000 it takes a city-licensed general contractor, and above $25,000 a city-licensed general contractor with plans sealed by a licensed architect or engineer.13
  • Wilmington's building guidelines say to use only tradespeople licensed in the City of Wilmington; the city's Department of Land Use and Planning tests applicants for plumbing, heating, air conditioning and ventilation work.13
  • If a Wilmington property is in a city historic district, neighborhood conservation district or urban renewal area, the city may issue permits only for interior work or emergencies without the appropriate review board's approval or recommendation.13

Before you hire

Delaware has no general contractor license to ask for, so check that the company shows up on the state's Contractor Registry and that whoever does the electrical, plumbing or HVAC work holds a Delaware license.

Remodeling a bathroom in a Wilmington rowhouse

54%14 of homes in the City of Wilmington are one-unit attached houses, the Census category for rowhouses, and 43%3 were built before 1940. Between shared side walls, a new exhaust duct or drain line has fewer ways out than in a detached house, often only the back wall or the roof.

If a Wilmington property is in a city historic district, neighborhood conservation district or urban renewal area, the city may issue permits only for interior work or emergencies without the appropriate review board's approval or recommendation.13 The bathroom itself is interior work, but a new vent through the front wall or a changed window is not.

The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.15 The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.16 The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.17

Bathrooms for aging in place

More than one in four adults 65 and older fall each year.18 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.19 The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.20

A universal-design bath cost $45,7491 in the 2025 Philadelphia figures. Cost vs. Value's universal-design bath job removes the tub for a curbless, tiled walk-in shower with an adjustable showerhead, fold-out seat, thermostatic mixing valve and glass door, puts in a comfort-height toilet with a bidet-type seat, and rearranges storage so it can be reached from a seated position.21 In a narrow rowhouse that can mean borrowing space from a hall or closet, so ask early what the plan would take. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.22

Check the company on the state's own sites before you sign. Delaware's public Contractor Registry lookup lists contractors that properly registered and are considered compliant with Department of Labor laws, searchable by name, ZIP code, certification number, NAICS code or industry; a contractor that drops off the list may not have re-registered, may be under review, or may have been suspended or revoked.23 Contractors working in unincorporated New Castle County must get a New Castle County contractor license, a permit-endorsed license for work that needs a permit, while electrical contractors are licensed by the State; the county's Contractor License Search shows a contractor's license and authorized trades.24 Check a Delaware license

Questions people ask

How much does a bathroom remodel cost in Wilmington?

Cost vs. Value doesn't survey Wilmington, so Philadelphia is the nearest guide: in the 2025 report a midrange bathroom remodel there cost $27,7671 and an upscale one $85,3341. The room's size, whether fixtures move and the state of an old house's plumbing decide your own price.

Do I need a permit to remodel a bathroom in Wilmington?

Inside the city, plan on one. The City of Wilmington says to get a permit before starting any work; for a job valued at $10,000 or less the owner or an authorized agent can pull it, from $10,001 to $25,000 it takes a city-licensed general contractor, and above $25,000 a city-licensed general contractor with plans sealed by a licensed architect or engineer.13 Outside the city, the county's rules apply. New Castle County doesn't require a permit for painting, papering, tiling, carpeting, cabinets, countertops and similar finish work, though the work must still meet the building and zoning codes.12 In New Castle County, clearing a stoppage, repairing a leak, or removing and reinstalling an existing fixture in the same spot needs no permit as long as no valves, pipes or fixtures are replaced or rearranged; replacing a defective concealed pipe counts as new work that needs a permit, and so does installing or replacing a water heater.12

What should a Delaware remodeling contract include?

Delaware's Consumer Protection Unit home improvement regulations, effective November 1, 2023, require a written contract listing all material terms, bar asking homeowners to sign incomplete contracts or calling a binding contract an estimate, require a completion date unless clearly disclosed, and bar getting a certificate of completion before the work is done; contractors must give buyers a copy of the unit's summary of the rules before the contract is signed.25 Under Delaware's home improvement rules, every promise that acts as an express warranty must be in the contract, any warranty limit must be clear, conspicuous and initialed by the homeowner, and a contractor may not lead the homeowner to think a down payment is the full amount owed.26

How do I check a contractor in Delaware?

Delaware's public Contractor Registry lookup lists contractors that properly registered and are considered compliant with Department of Labor laws, searchable by name, ZIP code, certification number, NAICS code or industry; a contractor that drops off the list may not have re-registered, may be under review, or may have been suspended or revoked.23 Delaware's DELPROS License Look-Up searches licensed people by name, city, state, profession, license type or license number, shows each license's status, and lets you open disciplinary history when the Discipline column says Yes.27 Check a Delaware license
