What the job costs here
Cost vs. Value prices a typical job in each market it covers. The 2024 edition is the latest with a Baltimore page.
| Measure | Baltimore | U.S. average |
|---|---|---|
| Midrange bathroom remodel, job cost | $25,7941 | $25,2512 |
| Upscale bathroom remodel, job cost | $79,8961 | $78,8402 |
| Universal-design bathroom remodel, job cost | $41,2961 | $40,7502 |
Read these as a reference for a typical job, not a quote. Moving fixtures and what turns up behind the walls move the price most.
How old the houses are
The Census Bureau groups homes by the decade they were built. Baltimore city's housing is much older than the metro around it.
What homes are worth
Home value is a rough guide to how much remodel a house can carry before it outprices its street.
What the trades earn
A bathroom remodel usually needs a plumber, often an electrician, a carpenter and a tile setter. Median wages here and nationally:
| Measure | Baltimore metro | United States |
|---|---|---|
| Plumbers, median hourly wage | $30.38/hr5 | $30.67/hr5 |
| Electricians, median hourly wage | $31.54/hr5 | $30.38/hr5 |
| Carpenters, median hourly wage | $29.99/hr5 | $29.12/hr5 |
| Tile and stone setters, median hourly wage | No published estimate5 | $26.77/hr5 |
Local trade wages sit close to national medians, which is why Baltimore's job costs track the national figures.
Climate the room has to handle
Freezing nights and humid summers both reach the bathroom: supply lines in exterior walls need protection, and moisture needs a fan that vents outdoors.
What's in the water
Baltimore City's two treatment plants post hardness averages in their mineral analyses; the latest posted sheets are from 2021.
| Measure | Baltimore City water |
|---|---|
| Water hardness, Montebello plant, 2021 average | 110 mg/L8 |
| Water hardness, Ashburton plant, 2021 average | 78 mg/L9 |
The USGS classes water at 61 to 120 mg/L of hardness as moderately hard.10 Moderately hard water leaves some scale on fixtures over time, so finishes that are easy to wipe down are worth asking about.
Permits
The rules depend on whether the house is in Baltimore City or Baltimore County. In both, new finishes alone are usually the simple part; anything that moves or replaces plumbing or wiring needs a permit pulled by a licensed trade. Neither office lists fee amounts or a typical review time on its permit pages, so ask the contractor to build permit timing into the schedule.
- Baltimore City requires a permit to replace or significantly alter anything on a property, and renovations always need one; minor repairs usually don't.11
- The city's building code exempts interior painting, papering, tiling, carpeting, cabinets, countertops and similar finish work from a building permit.12
- Changing, installing or replacing plumbing, electrical, gas or mechanical systems needs a permit and a licensed contractor; for one- and two-family homes the contractor also needs a Maryland Home Improvement Commission license.11
- City permits are applied for online through E-Permits; some projects need a plan review, and properties in historic districts need a special referral.11
- Baltimore County requires a permit for any addition, alteration or structural modification to an existing home, including creating a new bedroom or kitchen.13
- In Baltimore County all electrical and plumbing work requires a permit, pulled by a licensed electrician or plumber, and a private contractor doing residential work must give its Maryland Home Improvement License number.13
- County permits are applied for through an online portal, and fees are calculated once the application is complete.13

Remodeling an older Baltimore bathroom
41%3 of homes in Baltimore city were built before 1940. In houses that old, the plumbing and the floor under the tile may have been replaced once, several times, or never.
Two things deserve a question before demolition. The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.14 The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.15
The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.16
Planning for aging in place
More than one in four adults 65 and older fall each year.17 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.18 The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.19
A universal-design bathroom, built so it works at any age, cost $41,2961 in Baltimore in the 2024 Cost vs. Value report. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.20 If accessibility is the goal, ask whether the company has done this kind of work before.
