Kitchen remodeling in Harford County

In the 2024 Cost vs. Value report, a minor midrange kitchen in the Baltimore market, the closest one it surveys to Harford County, cost $26,9901. Here the fuel question comes up early: only 39%2 of occupied homes heat with utility gas and 15%2 with fuel oil or propane, so a gas range may mean a propane line rather than a hookup to a gas main.

Costs for the wider Baltimore market

The report has no Harford County page, so these are its 2024 Baltimore-market kitchen prices.

MeasureBaltimore marketU.S. average
Minor kitchen remodel, midrange, job cost$26,9901$27,4923
Major kitchen remodel, midrange, job cost$78,7741$79,9823
Major kitchen remodel, upscale, job cost$157,6791$158,5303

Fuel, layout changes and cabinet grade will move a Harford quote more than the market average does.

What heats Harford's homes

Heating fuel for occupied homes, a clue to which houses have a gas main at the street.

MeasureHarford County
Homes heated with utility gas39%2
Homes heated with electricity42%2
Homes heated with fuel oil or propane15%2

A house heated by oil or propane may have no utility gas at all. A propane range is possible, but the tank, the line to the kitchen and the hood all need planning, so raise it at the first visit.

When the kitchens were built

Harford County homes by year built, with the metro's pre-1980 share for comparison.

Homes built 1960–197928%4–
Homes built 2000 or later25%4–

A 1960s or 1970s kitchen was built for fewer appliances than most families run today, so a remodel often means adding circuits.

Room to vent

In a detached house the range can usually go on an outside wall, which keeps a hood duct short and straight.

Home values and kitchen budgets

Next to a median Harford home at $386,4006, the Baltimore-market major midrange kitchen at $78,7741 is a big share of value, so price a minor remodel alongside a major one before deciding.

A sink under a window on an outside wall is the classic spot for a frozen pipe, so ask how the supply lines will be kept on the warm side of the insulation.

Permits

Which office you deal with depends on the address. Harford County's Department of Inspections, Licenses and Permits covers the unincorporated county and handles trade permits through registered master plumbers and licensed master electricians; Bel Air, Aberdeen and Havre de Grace run their own building permit desks and lean on county inspectors. New cabinets and counters are usually the simple part, while a moved sink, a new circuit or a gas line brings in a licensed trade. No office lists review times, so build permit time into the schedule.

  • Harford County generally requires a permit to build or alter a structure, to install or alter equipment the county code regulates, or to change a structure's use.8
  • In Harford County, electrical permits are applied for by a master electrician licensed in the county and plumbing permits by a master plumber registered in the county; a homeowner doing the work in their own home must first pass a test for a one-time homeowner's permit.8
  • Harford County strongly encourages applying for permits online through its ePermit Center; applications can also be left at the Permit Center in the county administration building in Bel Air.9
  • The Town of Bel Air requires all construction and renovation inside town limits to be permitted through the town, which sends building plans to Harford County's Department of Inspections, Licenses and Permits for code review.10
  • Havre de Grace says renovations and any change affecting a building's structure always need a city permit, and some inspections are done by Harford County's Department of Inspections, Licenses and Permits on the city's behalf.11
  • Havre de Grace lists cabinet installation, tile or carpet installation and painting among projects that usually don't need a permit.11
  • The City of Aberdeen's building permit application covers additions and renovations as well as plumbing, electrical and HVAC work, and inspections are requested from Harford County's Department of Inspections, Licenses and Permits 24 hours in advance.12

Kitchens in Harford County's older houses

Before 1980 the county built 39%4 of the homes standing today, many of them in the two decades when 28%4 went up. Kitchens from those years were often separate rooms; if you want to open one to the dining room, ask early whether that wall carries load.

The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.13 The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.14 For homes built before 1978, the EPA advises hiring contractors who use only lead-safe certified renovators.15

Harford County's water and sewer division serves more than 130,000 county residents, but it does not serve properties in the county's three incorporated municipalities, Bel Air, Aberdeen and Havre de Grace, and sends those owners to the town's own public works department.16 If the house runs on a private well, tell the company, since the well's equipment is part of the plumbing system it will be tying into.

Venting a range on propane or oil

The 2021 International Residential Code says a kitchen range exhaust must discharge outdoors through its own airtight duct with a backdraft damper, never into an attic, crawl space or other indoor area; listed ductless hoods are the exception.17 The EPA says a stove hood with a fan vented to the outdoors greatly reduces exposure to pollutants during cooking, and advises installing and using exhaust fans over gas stoves and ranges.18

Where a home has a fuel-burning appliance that is neither direct-vent nor mechanically vented, the 2021 International Residential Code requires makeup air for any exhaust system able to move more than 400 cubic feet per minute.19 In a Harford house with an oil furnace or a propane water heater, a large hood can trigger that rule, so ask about makeup air before choosing a high-powered fan.

Planning a kitchen for later years

The National Institute on Aging suggests keeping frequently used pots, pans and utensils where they are easy to reach, and preparing food while seated to prevent fatigue or loss of balance.20 More than one in four adults 65 and older fall each year.21

State help is available to Harford County owners. Maryland's Accessible Homes for Seniors program serves owner-occupants with at least one resident 55 or older whose household income is no more than 80% of the statewide or Washington, DC metro median.22 The program makes zero-interest loans deferred for 30 years, or grants of up to $25,000 for applicants who don't qualify for a loan, for changes such as widening doorways, accessible showers, ramps, grab bars and lever handles; applications are available from local county housing offices and Maryland Access Point agencies.22 NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.23
