Costs for the wider Baltimore market

Cost vs. Value doesn't survey Harford County; these are its 2024 Baltimore-market prices beside the national ones.

MeasureBaltimore marketU.S. average

Upscale bathroom remodel, job cost$79,8961$78,8403

How old Harford County's houses are

Census Bureau shares of homes by year built, county and metro.

MeasureHarford CountyBaltimore metro
Homes built before 198039%256%2
Homes built 1960–197928%2–
Homes built 2000 or later25%2–

The county's housing is newer than the metro's on the whole, but a large share dates from the 1960s and 1970s, and many hall baths from those years are now due for a remodel, some for the second time.

Kinds of houses

Most Harford homes stand alone, which gives a bathroom more options for a window, a vent run through an outside wall or an addition.

Home values

Median value of owner-occupied homes.

MeasureHarford CountyBaltimore metro
Median value, owner-occupied homes$386,4005$391,3005

Harford's median sits close to the metro's, so the midrange Baltimore-market bath at $25,7941 is a fair reference point for most houses here.

Who owns the homes

Occupied homes lived in by their owners80%6
Owner-occupied homes headed by someone 65 or older29%6

Most homes here are owner-occupied, and a large share of those owners are past retirement age, which makes safety features a practical part of many Harford bath remodels.

Even near the water, freezing nights are common enough that a supply line in an outside wall needs insulation on its warm side.

Permits

Start with your address. Outside the three incorporated towns, Harford County's Department of Inspections, Licenses and Permits issues the building permit, and plumbing and electrical permits go to master tradespeople registered or licensed with the county. Bel Air, Aberdeen and Havre de Grace take building permits at their own offices, and Harford County staff still review the plans or do inspections for all three. None of these offices posts a typical review time, so ask the company how long its last permit took.

  • Harford County generally requires a permit to build or alter a structure, to install or alter equipment the county code regulates, or to change a structure's use.8
  • In Harford County, electrical permits are applied for by a master electrician licensed in the county and plumbing permits by a master plumber registered in the county; a homeowner doing the work in their own home must first pass a test for a one-time homeowner's permit.8
  • Harford County strongly encourages applying for permits online through its ePermit Center; applications can also be left at the Permit Center in the county administration building in Bel Air.9
  • Harford County's electrical, mechanical and plumbing permits are valid for 12 months and are canceled if no inspection takes place in that time, and fees for those permits are not refunded.8
  • The Town of Bel Air requires all construction and renovation inside town limits to be permitted through the town, which sends building plans to Harford County's Department of Inspections, Licenses and Permits for code review.10
  • Havre de Grace says renovations and any change affecting a building's structure always need a city permit, and some inspections are done by Harford County's Department of Inspections, Licenses and Permits on the city's behalf.11
  • The City of Aberdeen's building permit application covers additions and renovations as well as plumbing, electrical and HVAC work, and inspections are requested from Harford County's Department of Inspections, Licenses and Permits 24 hours in advance.12

Bathrooms in Harford's 1960s and 1970s houses

28%2 of Harford County homes were built 1960–1979. A hall bath from those years is often small, and its tile may be set in a thick mortar bed that takes more demolition to remove than modern tile backer board.

The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.13 EPA's lead renovation rule requires anyone paid to disturb painted surfaces in a home built before 1978 to be lead-safe certified, and the EPA says about three-quarters of U.S. homes built before 1978 still contain some lead-based paint.14 Ask whether the old supply lines will be replaced while the wall is open, and whether the crew is lead-safe certified.

Harford County's water and sewer division serves more than 130,000 county residents, but it does not serve properties in the county's three incorporated municipalities, Bel Air, Aberdeen and Havre de Grace, and sends those owners to the town's own public works department.15 If your house is on a private well rather than public water, mention it on the call, since it changes who to ask about water quality and pressure.

Planning a Harford bath for later years

More than one in four adults 65 and older fall each year.16 The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.17 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.18

Harford homeowners can apply to a state program for help paying. Maryland's Accessible Homes for Seniors program serves owner-occupants with at least one resident 55 or older whose household income is no more than 80% of the statewide or Washington, DC metro median.19 The program makes zero-interest loans deferred for 30 years, or grants of up to $25,000 for applicants who don't qualify for a loan, for changes such as widening doorways, accessible showers, ramps, grab bars and lever handles; applications are available from local county housing offices and Maryland Access Point agencies.19

For a curbless shower or a widened door, ask whether the company has done aging-in-place work before. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.20
