Bathroom remodeling in Salisbury

A midrange bathroom remodel in Salisbury cost $23,8461 in the 2024 Cost vs. Value report, a little below the $25,2512 national figure. The bigger local factor is the address: inside city limits the City of Salisbury issues the building and plumbing permits, outside them Wicomico County does, and the county issues electrical permits on both sides of the line.

What a bathroom costs in Salisbury

Salisbury is one of the smaller markets that Cost vs. Value has priced on its own. The 2024 edition is the latest with a Salisbury page, because the 2025 report dropped the city, so the national figures beside it are from 2024 as well.

MeasureSalisburyU.S. average
Midrange bathroom remodel, job cost$23,8461$25,2512
Upscale bathroom remodel, job cost$75,2821$78,8402
Universal-design bathroom remodel, job cost$38,9111$40,7502

Each Salisbury figure lands a few percent under the national one. Whether the toilet, tub or shower drain has to move will change your price far more than that gap.

When Wicomico's houses went up

Shares of homes by when they were built, from the Census Bureau, for Wicomico County as a whole and for the City of Salisbury inside it.

Homes built 1980–200945%340%3
Homes built before 198044%346%3
Homes built before 19409%312%3

The county's biggest building wave came late in the century, so plenty of bathrooms here may still be the room the builder put in. The city holds more of the area's prewar houses, where the drain and supply pipes may be original or patched more than once.

Houses, apartments and who owns them

Most of the county is single-family houses. The city is a different picture: most of its homes are rented, and a large share are in apartment buildings.

MeasureWicomico CountyCity of Salisbury
Single-family detached houses70%438%4
Homes in buildings with five or more units15%435%4
Homes occupied by renters38%573%5

Renters need the owner's approval for any remodel. Owners of a house inside the city should check whether it stands in one of Salisbury's historic districts before planning anything that shows from the street, such as a new bathroom window.

Home values next to bathroom costs

The Census survey's median value for owner-occupied homes, the county set against the two-county metro.

MeasureWicomico CountySalisbury metro
Median home value (owner-occupied)$254,7006$241,2006

Inside the city the median was $227,3006. An upscale Salisbury bathroom at $75,2821 would be a large slice of a house at that value, so weigh how much bathroom the house can carry before choosing finishes.

What bathroom trades earn here

Bathroom jobs here usually call on a plumber, an electrician, a carpenter and someone who sets tile. Median hourly wages in the Salisbury metro, next to the national medians:

MeasureSalisbury metroUnited States
Plumbers, median hourly wage$29.78/hr7$30.67/hr7
Electricians, median hourly wage$28.34/hr7$30.38/hr7
Carpenters, median hourly wage$24.23/hr7$29.12/hr7
Tile and stone setters, median hourly wageNo published estimate7$26.77/hr7

Carpenters here earn well under the national median, while plumbers and electricians come closer to it. The federal survey publishes no wage for tile setters in this metro. For its wage estimates, the Bureau of Labor Statistics defines the Salisbury, Maryland metro area as Somerset and Wicomico counties.8

Freezing nights and hot afternoons

Salisbury's airport logs about as many freezing nights as BWI even though it sits well to the south, so a supply line in an outside wall still needs protecting. The hot summer days are the other half of the year a bath fan has to handle.

What the city water report says

Salisbury pumps its water from wells and removes iron at the plant. Its yearly report gives no hardness figure, but it does count the service lines that carry water from the street into each house.

MeasureCity of Salisbury water
Water hardnessNo published estimate10
Service lines of unknown material7,52810
Galvanized service lines found1510
Lead service lines found110
Service lines found to be non-lead4,04410

The City of Salisbury plans to identify and replace any lead or galvanized service lines over the next ten years, and it notified residents with lead, galvanized or unknown lines by mail in November 2024.10 The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.11 If your bathroom walls will be open anyway, ask the plumber to look at the pipe where it enters the house.

Permits

Start with the address. Inside Salisbury city limits, the city's Department of Infrastructure and Development issues building, plumbing, gas and mechanical permits. In unincorporated Wicomico County, the county's Department of Planning, Zoning and Community Development handles building and plumbing permits. Electrical permits come from the county on both sides of the city line. Neither office posts a list of interior bathroom work that's exempt, so ask the company which permits your job needs and who will pull each one.

  • Salisbury requires a building permit for construction that physically changes a structure, including alterations beyond cosmetic work and repairs to structural parts such as walls, girders and floor joists; ordinary repairs that are not structural are excluded.12
  • For a renovation or addition in Salisbury, the permit application needs a copy of the contractor's active Maryland Home Improvement license, or the owner can elect to do the work as owner.12
  • On a Salisbury plumbing permit, a master plumber licensed by the city and the State of Maryland signs the application, lists fixtures such as toilets, tubs, showers, sinks and water heaters, and stands for the required inspections.13
  • Wicomico County issues electrical permits for all electrical work in the county and its towns, to licensed electricians and to homeowners doing their own work in the house they live in.14
  • Wicomico County's residential permit application lists alteration and renovation among its project types and asks for two complete sets of drawings, including floor plans that show fixture locations.15
  • Wicomico County's plumbing application counts each toilet, tub, shower, sink, dishwasher and water heater, has a category for alterations and renovations, and asks for the plumbing contractor's Maryland license number.16
  • Wicomico County takes residential building permit applications by email or at its Permits and Inspections office in the Government Office Building in Salisbury.14

Bathrooms in Salisbury's old streets and newer subdivisions

12%3 of homes in the City of Salisbury were built before 1940. Salisbury has three historic districts, Newtown, Camden and Downtown, and proposed changes to the exterior of a building in one of them must first be reviewed by the Historic District Commission; replacing an item with the exact same item does not need approval.17 The commission looks at the outside of the building, so a new bathroom window or a fan vent through a front or side wall in Newtown, Camden or Downtown should go to it before work starts.

In a prewar house, ask what might be under the old tile and behind the plaster before anyone starts tearing out. The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.18 The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.19

Across the county, 45%3 of homes were built from 1980 through 2009. A bathroom from those decades may still have its original tub-shower unit and vanity, and years of water working past a worn seal can leave the subfloor soft around the toilet or tub. Ask how the company prices floor repair it can't see until the old fixtures are out.

Near the rivers and tidal creeks

Outside the city, a house in a mapped flood zone falls under the county's floodplain code. Wicomico County's floodplain code treats any reconstruction, rehabilitation or other improvement costing 50 percent or more of a building's market value before the work as a substantial improvement.20 A substantially improved home in a special flood hazard area must have its electrical, heating, air conditioning and plumbing equipment and fixtures at or above the required lowest-floor elevation, including equipment replaced as part of the work.20

A single bathroom is unlikely to reach that line on its own, but a bathroom done as part of a larger renovation can. If the house is in a flood zone, raise it with the county before the plans are drawn.

Planning a bathroom for later years

More than one in four adults 65 and older fall each year.21 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.22 The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.23

A universal-design bathroom cost $38,9111 in Salisbury in the 2024 Cost vs. Value report, and the report expected it to recoup 50%1 of that at resale, so it's a job to do for the people who live in the house. Maryland's Accessible Homes for Seniors program serves owner-occupants with at least one resident 55 or older whose household income is no more than 80% of the statewide or Washington, DC metro median.24 The program makes zero-interest loans deferred for 30 years, or grants of up to $25,000 for applicants who don't qualify for a loan, for changes such as widening doorways, accessible showers, ramps, grab bars and lever handles; applications are available from local county housing offices and Maryland Access Point agencies.24

The Maryland Department of Aging lists MAC, Inc. in Salisbury as the Area Agency on Aging for Wicomico County, one of the local agencies that offer programs supporting community living for older adults.25 NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.26 Bring up grab bars, a curbless shower or wider doors when you call, and ask whether the company has built them before.

Questions people ask

How much does a bathroom remodel cost in Salisbury?

Cost vs. Value's 2024 Salisbury page put a midrange bathroom remodel at $23,8461 and an upscale one at $75,2821. The room's size, moving fixtures and what's under the floor change the price most.

Will I get the money back when I sell?

Only part of it. The 2024 report expected a midrange bathroom in Salisbury to recoup 73%1 of its cost at resale, against 74%1 nationally, so plan the room around how you'll use it.

Does the city or the county issue my permit?

That turns on the address. Inside city limits: Salisbury requires a building permit for construction that physically changes a structure, including alterations beyond cosmetic work and repairs to structural parts such as walls, girders and floor joists; ordinary repairs that are not structural are excluded.12 Outside them, the county reviews the job. Wicomico County's residential permit application lists alteration and renovation among its project types and asks for two complete sets of drawings, including floor plans that show fixture locations.15 Electrical work is the same on both sides of the line. Wicomico County issues electrical permits for all electrical work in the county and its towns, to licensed electricians and to homeowners doing their own work in the house they live in.14
