Bathroom remodeling in Buffalo

Cost vs. Value's 2025 Buffalo market priced a midrange bathroom remodel at $27,1501, a little above the $26,1382 national figure. The local factor is the double: 35%3 of the city's homes are in two-unit buildings, so the bath you're redoing often sits right over another household's ceiling.

What a Buffalo bathroom costs

Buffalo is one of the markets Cost vs. Value surveys itself. Its 2025 edition is the newest; no 2026 Buffalo page has been posted, so the national column is from 2025 as well.

MeasureBuffaloU.S. average
Midrange bathroom remodel, job cost$27,1501$26,1382
Upscale bathroom remodel, job cost$83,8111$81,6122
Universal-design bathroom remodel, job cost$45,2081$42,1832
Midrange bathroom remodel, cost recouped at resale61%180%4

Job costs here run slightly over the national ones, but a midrange bath earns back a smaller share at resale. Spend for the years you'll use it, not for the listing photos.

How old the houses are

Census year-built counts for the City of Buffalo and for Erie County as a whole. The city's housing is far older than the county's.

MeasureCity of BuffaloErie County
Homes built before 194061%529%5
Homes built before 196080%555%5
Homes built before 198090%577%5

In the city most bathrooms were added to or rebuilt inside houses that predate them, so the drain under the tub may run through joists notched decades ago. A contractor worth hearing out will want to look from the basement or the flat below before naming a plumbing price.

Doubles and single houses

Units per building, as the Census counts them. An upper-and-lower double is a two-unit building in these figures.

MeasureCity of BuffaloErie County
Homes in two-unit buildings35%317%3
Homes that are single-family detached houses36%359%3

The upper flat's bathroom usually stacks over the lower flat's, on a shared drain. Shut-offs, leaks and noisy demolition reach both units, so if you rent the other flat, plan the schedule with your tenant.

What homes are worth

Census medians for owner-occupied homes. City values sit well below the county's.

MeasureCity of BuffaloErie County
Median value of owner-occupied homes$164,2006$233,8006

An upscale bath at $83,8111 is a big share of a $164,2006 city home. Across the metro, where the median is $226,1006, the same plan sits more easily.

What the trades earn in Buffalo

May 2025 median hourly wages for the Buffalo–Cheektowaga metro, beside the national medians.

MeasureBuffalo metroUnited States
Plumbers, pipefitters and steamfitters, median hourly wage$34.73/hr7$30.67/hr8
Electricians, median hourly wage$37.47/hr7$30.38/hr8
Carpenters, median hourly wage$30.53/hr7$29.12/hr8
Tile and stone setters, median hourly wage$28.00/hr7$26.77/hr8

All four trades earn more here than nationally, electricians and plumbers most of all. The metro counts few tile setters, so treat that row as approximate.

An upper-flat bath under a gable often has a supply line in an outside wall or a knee wall next to cold attic space. Ask how it will be kept warm before the drywall goes up.

What's in Buffalo's water

Buffalo Water draws from Lake Erie. Its report for 2025 lists calcium hardness, one part of total hardness, for water sampled in the city's pipes.

MeasureBuffalo Water
Average calcium hardness (as CaCO3) in the distribution system89 mg/L11

The USGS classes water at 61 to 120 mg/L of hardness as moderately hard.12 Total hardness runs somewhat higher than the calcium figure, so expect a little scale on shower glass and aerators over the years.

Permits

Inside city limits, the Department of Permit & Inspection Services issues permits under the state's Uniform Code and the city's own building code. New tile, drywall, flooring and a vanity cabinet are exempt in a one- or two-family house; plumbing and electrical work are not, and licensed tradespeople file those permits online. A building permit goes only to a City-licensed contractor or an owner doing the work alone. In the suburbs, each town's building department applies the same state code.

  • In the City of Buffalo, renovating or altering a building needs a permit first, unless the work falls entirely within the list of work the city code exempts.13
  • In a Buffalo one- or two-family house, new flooring (including ceramic, porcelain or stone tile), wall finishes such as tile, plaster or drywall, and cabinets, countertops, shelving and trim need no building permit, as long as fire separations are not affected and the floor can carry the load; the homeowner or an appropriately licensed contractor may do the work.13
  • In a Buffalo one- or two-family house, tearing out finishes, trim, carpet, tile, cabinets and countertops as part of permitted or exempt repair work needs no demolition permit, but removing or containing asbestos needs an asbestos abatement permit.13
  • A Buffalo building permit can be issued only to an appropriately City-licensed contractor, or to the owner when the owner is doing the work alone.13
  • Licensed plumbers, electricians and stationary engineers file plumbing, electrical and mechanical permit applications through Buffalo's online permit portal at any time; building permit applications need an appointment on Tuesdays and Thursdays and take walk-ins on Mondays, Wednesdays and Fridays.14
  • In Buffalo, the permit holder must tell the building inspector when work is ready, and permitted work has to stay accessible and exposed until the inspector accepts it; a Certificate of Occupancy or Certificate of Compliance follows for approved work.15
  • In the Town of Amherst, a plumbing permit is applied for by a licensed master or employing plumber, a licensed sewer contractor, or the homeowner if the Commissioner of Building approves.16

Opening up a bathroom in a Buffalo double

Inside city limits 61%5 of homes are prewar, compared with 29%5 for Erie County overall. In a double from those years, each flat's bathroom was often fitted into a space meant for something else, and the pipe behind it may be galvanized steel or older. The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.17

Buffalo Water adds a poly/orthophosphate blend to its water to reduce lead and copper, and says the phosphate forms a protective layer inside service connections and household plumbing.11 That protects water on its way to you; old pipe inside your walls is still yours to replace, and an open bathroom wall is the cheapest time. Buffalo Water has prepared an inventory of lead service lines, the pipes that connect the water main to a building, and makes it available on buffalowater.org.11

Landlords of older doubles have a state rule to follow. New York's lead rental registry covers rental properties built before 1980 with two or more units in 25 communities of concern, including Buffalo and Cheektowaga in Erie County and Yonkers, Mount Vernon and New Rochelle in Westchester, and requires a lead hazard inspection at least every three years.18 Under the lead rental registry, a unit the owner or the owner’s immediate family lives in can be exempt from the inspection, but the other rental units in the building still have to comply.18 EPA's lead renovation rule generally doesn't cover homeowners working on their own pre-1978 homes, but it does apply if you rent out all or part of your home.19

What Buffalo exempts and what it doesn’t

The city's exemption list is generous for finish work. In a Buffalo one- or two-family house, new flooring (including ceramic, porcelain or stone tile), wall finishes such as tile, plaster or drywall, and cabinets, countertops, shelving and trim need no building permit, as long as fire separations are not affected and the floor can carry the load; the homeowner or an appropriately licensed contractor may do the work.13 Tear-out is covered too, with one exception worth taking seriously in an old house. In a Buffalo one- or two-family house, tearing out finishes, trim, carpet, tile, cabinets and countertops as part of permitted or exempt repair work needs no demolition permit, but removing or containing asbestos needs an asbestos abatement permit.13

Plumbing and wiring are a different matter: they aren't on that list, and licensed trades file them separately. Licensed plumbers, electricians and stationary engineers file plumbing, electrical and mechanical permit applications through Buffalo's online permit portal at any time; building permit applications need an appointment on Tuesdays and Thursdays and take walk-ins on Mondays, Wednesdays and Fridays.14

Planning for later years

More than one in four adults 65 and older fall each year.20 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.21 The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.22

Buffalo's 2025 price for a universal-design bathroom was $45,2081. If you live in the upper flat of a double, a long stair stands between you and the street, so think about whether the lower flat's bath is the one to rebuild for aging in place. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.23

After you're connected

Look the company up on your own before signing. New York State does not license home improvement contractors, but some local governments do, including New York City, the City of Buffalo, and Nassau, Suffolk, Westchester, Putnam and Rockland counties; where a local license is required, the Department of State says to hire only a licensed contractor.24 Check a New York license

Every New York home improvement contract, and every amendment, must be in writing and signed by all parties, and must give the contractor's name, address, phone number and license number if one applies, the approximate start and substantial completion dates, and a description of the work and materials, including make and model, with the agreed price.25 The Department of State advises getting at least three written estimates, avoiding large upfront deposits in favor of payments tied to finished work, paying by check or credit card rather than cash or wire, and holding the final payment until the work is complete.24

Questions people ask

How much does a bathroom remodel cost in Buffalo?

The 2025 Cost vs. Value report priced a midrange Buffalo bathroom at $27,1501 and an upscale one at $83,8111. Whether fixtures move and what the old walls hold decide where a real bid lands.

Do I need a permit to retile a bathroom in Buffalo?

Not in a one- or two-family house, if that's all you're doing. In a Buffalo one- or two-family house, new flooring (including ceramic, porcelain or stone tile), wall finishes such as tile, plaster or drywall, and cabinets, countertops, shelving and trim need no building permit, as long as fire separations are not affected and the floor can carry the load; the homeowner or an appropriately licensed contractor may do the work.13 Moving a drain or adding a circuit is plumbing or electrical work and needs its own permit.

Can I do the work on my own double myself?

For building work, yes, if you do it alone. A Buffalo building permit can be issued only to an appropriately City-licensed contractor, or to the owner when the owner is doing the work alone.13 If someone else does it, ask who will hold each permit and keep copies.
