Kitchen remodeling in Buffalo
In the 2025 Cost vs. Value report, a minor midrange kitchen remodel in Buffalo cost $29,4931, against $28,4582 nationally. The local factor is value: an upscale major kitchen at $174,6541 costs more than the $164,2003 median home in the city, so most Buffalo kitchens are planned around a smaller number.

Buffalo kitchen prices
Cost vs. Value prices three standard kitchen jobs for Buffalo. Its 2025 edition is the latest with a Buffalo page, so the national column is from the same year.
| Measure | Buffalo | U.S. average |
|---|---|---|
| Minor kitchen remodel, midrange, job cost | $29,4931 | $28,4582 |
| Major kitchen remodel, midrange, job cost | $83,6801 | $82,7932 |
| Major kitchen remodel, upscale, job cost | $174,6541 | $164,1042 |
| Minor midrange kitchen remodel, cost recouped at resale | 88%1 | 113%4 |
Buffalo's job costs track just above the national ones. The refresh earns back the most of its cost at resale here too, though less than it does nationally.
Kitchen budgets and what homes are worth
Census medians for owner-occupied homes in the city and in Erie County as a whole.
| Measure | City of Buffalo | Erie County |
|---|---|---|
| Median value of owner-occupied homes | $164,2003 | $233,8003 |
A major midrange kitchen at $83,6801 is about half the value of the typical city home. Across the metro, where the median is $226,1003, a fuller remodel has more room; in much of the city a refresh or a careful midrange plan fits better.
Gas in the house
Heating fuel from the Census is the clearest public sign of which homes already have gas piping. In Buffalo and across Erie County the answer is overwhelmingly yes.
| Measure | City of Buffalo | Erie County |
|---|---|---|
| Occupied homes heated with utility gas | 86%5 | 87%5 |
| Occupied homes heated with electricity | 10%5 | 9%5 |
With gas at the meter, a gas range in the same spot is usually a simple hookup. Buffalo's permit office lists replacing equipment as work that needs no building permit, as long as the replacement doesn't change the equipment's listing or make it inconsistent with its original specifications.6 A new or moved gas line is plumbing work, filed by a licensed plumber.
When Buffalo kitchens were built
Year-built shares for the city and the county. Most city kitchens sit in houses built before the Second World War.
| Measure | City of Buffalo | Erie County |
|---|---|---|
| Homes built before 1940 | 61%7 | 29%7 |
| Homes built before 1980 | 90%7 | 77%7 |
A lower-flat kitchen in an old double may keep a built-in pantry cupboard, a back hall to the side door and a chimney chase in one corner. Deciding what stays shapes the layout more than any cabinet catalog.
What a Buffalo kitchen crew earns
Carpenters set the boxes cabinetmakers build, and an electrician and a plumber finish the job. Median hourly wages for the Buffalo metro and the nation, May 2025:
| Measure | Buffalo metro | United States |
|---|---|---|
| Carpenters, median hourly wage | $30.53/hr8 | $29.12/hr9 |
| Cabinetmakers and bench carpenters, median hourly wage | $25.81/hr8 | $22.44/hr9 |
| Electricians, median hourly wage | $37.47/hr8 | $30.38/hr9 |
| Plumbers, pipefitters and steamfitters, median hourly wage | $34.73/hr8 | $30.67/hr9 |
Electricians post the widest gap over the national median. In a kitchen that still runs on a few old circuits, the electrical line on a bid deserves the closest read.
Weather a Buffalo kitchen has to handle
Airport normals for Buffalo Niagara. Long, snowy winters test pipes on outside walls and the dampers on range hood ducts.
| Measure | Buffalo Niagara Airport |
|---|---|
| Days a year with a low at or below freezing | 124 days10 |
| Days a year with an inch or more of snowfall | 26 days10 |
| Days a year with a high of 90°F or more | 3 days10 |
Hot summer days are few here, so a hood that seals tight against winter wind matters more than extra cooling. Keep sink supply lines out of the outside wall where the layout allows.
Hardness at the kitchen tap
Buffalo Water's report for 2025 gives an average calcium hardness for water sampled in its pipes, a partial measure of total hardness.
Permits
In the City of Buffalo, the Department of Permit & Inspection Services handles kitchen permits under the state Uniform Code and the city code. Cabinets, countertops, flooring and wall finishes are exempt in a one- or two-family house. Plumbing, gas and electrical changes are not, and licensed tradespeople file them through the city's portal. Permitted work stays open until it's inspected. Suburban towns run their own building departments under the same state code.
- In the City of Buffalo, renovating or altering a building needs a permit first, unless the work falls entirely within the list of work the city code exempts.13
- In a Buffalo one- or two-family house, new flooring (including ceramic, porcelain or stone tile), wall finishes such as tile, plaster or drywall, and cabinets, countertops, shelving and trim need no building permit, as long as fire separations are not affected and the floor can carry the load; the homeowner or an appropriately licensed contractor may do the work.13
- Buffalo's permit office lists replacing equipment as work that needs no building permit, as long as the replacement doesn't change the equipment's listing or make it inconsistent with its original specifications.6
- A Buffalo building permit can be issued only to an appropriately City-licensed contractor, or to the owner when the owner is doing the work alone.13
- Licensed plumbers, electricians and stationary engineers file plumbing, electrical and mechanical permit applications through Buffalo's online permit portal at any time; building permit applications need an appointment on Tuesdays and Thursdays and take walk-ins on Mondays, Wednesdays and Fridays.14
- In Buffalo, the permit holder must tell the building inspector when work is ready, and permitted work has to stay accessible and exposed until the inspector accepts it; a Certificate of Occupancy or Certificate of Compliance follows for approved work.6

Before you hire
New York has no statewide contractor license, so check the city or county home improvement license where one is required, and make sure any job over $50026 comes with the written contract state law calls for.

Kitchens in Buffalo doubles and older houses
80%7 of city homes were built before 1960. A double's two kitchens often stack one over the other at the back of the house, sharing a drain and a chimney, so moving the upper sink means working in the lower flat's ceiling.
Old paint is a given in houses this age. For homes built before 1978, the EPA advises hiring contractors who use only lead-safe certified renovators.15 The EPA notes that painted window sashes and frames in homes built before 1978 may contain lead-based paint, which opening and closing the window can release as dust, and that a kitchen remodel may be a good time to replace old windows.15 Floors can hold older layers too. The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.16 In a Buffalo one- or two-family house, tearing out finishes, trim, carpet, tile, cabinets and countertops as part of permitted or exempt repair work needs no demolition permit, but removing or containing asbestos needs an asbestos abatement permit.13
If you rent out the other flat, New York's registry applies to it. New York's lead rental registry covers rental properties built before 1980 with two or more units in 25 communities of concern, including Buffalo and Cheektowaga in Erie County and Yonkers, Mount Vernon and New Rochelle in Westchester, and requires a lead hazard inspection at least every three years.17 Lead hazards found under the registry must be fixed with lead-safe work practices by an EPA-certified contractor, or by an owner trained in lead-safe renovation for repainting.17
Venting and circuits in a Buffalo kitchen
These are the national model code's provisions; the city applies New York's edition. The 2021 International Residential Code says a kitchen range exhaust must discharge outdoors through its own airtight duct with a backdraft damper, never into an attic, crawl space or other indoor area; listed ductless hoods are the exception.18 In an upper flat, ask whether the hood will duct through a side wall or up into the attic and out, and where the damper sits.
The 2021 International Residential Code calls for at least two 20-ampere branch circuits for kitchen and dining-area receptacle outlets, and allows an outlet for a specific appliance to have its own circuit.19 The same code requires ground-fault (GFCI) protection on receptacles that serve kitchen countertop surfaces.20 In a double, ask whether your own flat's panel has room before ordering appliances.
A kitchen that works at any age
More than one in four adults 65 and older fall each year.21 The National Institute on Aging suggests keeping frequently used pots, pans and utensils where they are easy to reach, and preparing food while seated to prevent fatigue or loss of balance.22 If the kitchen opens onto a side door with steps down to the drive, a railing and good light there are worth adding to the plan.
Lever handles, pull-out shelves and blocking for future grab bars cost little while the walls are open. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.23

After you're connected
Do your own check before any contract or deposit. New York State does not license home improvement contractors, but some local governments do, including New York City, the City of Buffalo, and Nassau, Suffolk, Westchester, Putnam and Rockland counties; where a local license is required, the Department of State says to hire only a licensed contractor.24 Check a New York license
A New York home improvement contractor must deposit payments received before the job is finished as the Lien Law requires, or instead give the owner a bond, contract of indemnity or irrevocable letter of credit, and the contract must tell the owner so.25 A New York homeowner may cancel a home improvement contract until midnight of the third business day after signing, by written notice that shows they don't intend to be bound; the right doesn't apply when the owner called the contractor for a bona fide emergency and signed a handwritten waiver.25
Questions people ask
How much does a kitchen remodel cost in Buffalo?
Cost vs. Value surveys Buffalo directly. In 2025 a refresh-style minor midrange kitchen ran $29,4931, a major midrange remodel $83,6801, and a major upscale remodel $174,6541. Moving the sink or range, and old wiring, push a real job up.
Will a kitchen remodel pay off when I sell?
Partly. A minor midrange kitchen recouped 88%1 of its cost at resale in Buffalo, and with a city median value of $164,2003, a bigger remodel rarely earns back its price.
Do new cabinets and counters need a permit in Buffalo?
Not in a one- or two-family house. In a Buffalo one- or two-family house, new flooring (including ceramic, porcelain or stone tile), wall finishes such as tile, plaster or drywall, and cabinets, countertops, shelving and trim need no building permit, as long as fire separations are not affected and the floor can carry the load; the homeowner or an appropriately licensed contractor may do the work.13 Gas, plumbing and wiring changes do need permits, filed by licensed trades.
