Whole-home remodeling in Buffalo
Cost vs. Value surveys Buffalo directly: in 2025 a major midrange kitchen there cost $83,6801 and a midrange bath $27,1501, and a full renovation strings several such rooms together. The local factor is the house: 61%2 of the city's homes predate 1940, many of them two-flat doubles, and one in a local historic district needs the Preservation Board's certificate before the outside changes.

Buffalo room prices
Cost vs. Value prices standard jobs for Buffalo itself. These are the rooms a whole-house renovation usually includes, from its 2025 edition, beside the national cost.
| Measure | Buffalo | U.S. average |
|---|---|---|
| Major kitchen remodel, midrange, job cost | $83,6801 | $82,7933 |
| Midrange bathroom remodel, job cost | $27,1501 | $26,1383 |
| Upscale bathroom remodel, job cost | $83,8111 | $81,6123 |
Buffalo's job costs track just above the national figures. In a double, budget the upper and lower flats as separate kitchens and baths, since that's what they are.
Older than most of the state
Year-built shares for the city and Erie County. Most city homes went up before the Second World War, a far larger share than in the county.
Doubles and single houses
Units-per-building counts for the city and county. A large share of city homes sit in two-unit buildings, about twice the county's share.
What the house is worth
The Census Bureau's median value for owner-occupied homes is lower inside the city line than across the rest of Erie County.
| Measure | City of Buffalo | Erie County |
|---|---|---|
| Median value of owner-occupied homes | $164,2005 | $233,8005 |
A major midrange kitchen at $83,6801 is roughly half the value of the typical city home, so a whole-house budget can quickly pass what the house would sell for. Price the rooms against what buyers on your street pay.
Bedrooms to redo
Census bedroom counts include rented and owned homes. The city has a smaller share of four-bedroom-plus homes than the county, though a double's two flats together often add up to that many.
Gas heat nearly everywhere
Census heating fuel shows what a renovation inherits. Utility gas heats the great majority of homes in the city and county alike.
| Measure | City of Buffalo | Erie County |
|---|---|---|
| Occupied homes heated with utility gas | 86%7 | 87%7 |
| Occupied homes heated with electricity | 10%7 | 9%7 |
Cost vs. Value's Buffalo page doesn't price a heat pump conversion; its Middle Atlantic region figure is $23,4508. In a double where each flat has its own furnace or boiler, that line can double.
What the trades earn here
BLS medians for the Buffalo–Cheektowaga metro in May 2025, beside the national medians.
| Measure | Buffalo metro | United States |
|---|---|---|
| Carpenters, median hourly wage | $30.53/hr9 | $29.12/hr10 |
| Electricians, median hourly wage | $37.47/hr9 | $30.38/hr10 |
| Plumbers, pipefitters and steamfitters, median hourly wage | $34.73/hr9 | $30.67/hr10 |
Electricians earn the most of the three here. In a house still running partly on old circuits, the electrical line on a whole-house bid deserves the closest read.
Permits
In the City of Buffalo, the Department of Permit & Inspection Services issues permits under the state Uniform Code and the city code. Finish work such as flooring, wall finishes and cabinets is exempt in a one- or two-family house, but alterations are not, and permits go only to city-licensed contractors or to an owner doing the work alone. In a local historic district, exterior work also needs a Preservation Board certificate before the building permit, and occupying an altered building can require a new certificate of occupancy.
- In the City of Buffalo, renovating or altering a building needs a permit first, unless the work falls entirely within the list of work the city code exempts.11
- In a Buffalo one- or two-family house, new flooring (including ceramic, porcelain or stone tile), wall finishes such as tile, plaster or drywall, and cabinets, countertops, shelving and trim need no building permit, as long as fire separations are not affected and the floor can carry the load; the homeowner or an appropriately licensed contractor may do the work.11
- A Buffalo building permit can be issued only to an appropriately City-licensed contractor, or to the owner when the owner is doing the work alone.11
- Licensed plumbers, electricians and stationary engineers file plumbing, electrical and mechanical permit applications through Buffalo's online permit portal at any time; building permit applications need an appointment on Tuesdays and Thursdays and take walk-ins on Mondays, Wednesdays and Fridays.12
- In Buffalo, the permit holder must tell the building inspector when work is ready, and permitted work has to stay accessible and exposed until the inspector accepts it; a Certificate of Occupancy or Certificate of Compliance follows for approved work.13
- In Buffalo, work that affects the exterior of a local landmark or a building in a local historic district needs a certificate of appropriateness, no effect or exception first, and building permits for that work aren't issued until the certificate is.14
- In Buffalo, the nature of the occupancy or use of an existing building cannot be changed without a certificate of occupancy, and an altered building cannot be occupied until one is issued, except for one- and two-family enlargements that add no more than 25 percent of floor area.15

Before you hire
New York has no statewide contractor license, so check the city or county home improvement license where one is required, and make sure any job over $50029 comes with the written contract state law calls for.

Inside a prewar Buffalo house
Unless a lead-based paint inspection shows otherwise, the EPA says to treat paint in homes built before 1978 as if it contains lead.16 In a Buffalo double that means every window sash, porch rail and stair spindle, inside and out. For homes built before 1978, the EPA advises hiring contractors who use only lead-safe certified renovators.17
In a Buffalo one- or two-family house, tearing out finishes, trim, carpet, tile, cabinets and countertops as part of permitted or exempt repair work needs no demolition permit, but removing or containing asbestos needs an asbestos abatement permit.11 Beyond flooring, the EPA lists vermiculite attic and wall insulation, roofing and siding shingles, textured paint and patching compounds on walls and ceilings, and hot water and steam pipes wrapped in asbestos blanket or tape among the places asbestos may be found in a home.18 The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.19
Historic districts and landmarks
In Buffalo, work that affects the exterior of a local landmark or a building in a local historic district needs a certificate of appropriateness, no effect or exception first, and building permits for that work aren't issued until the certificate is.14 The review turns on the outside of the house, so new windows, siding, porches and roofing are what to plan around.
Ask the company early whether your address is in a local district, and allow time in the schedule for the review before ordering windows or siding.
When one flat is rented
Buffalo requires every one- and two-family property its owner does not live in to register as a rental, even when vacant, schedules those properties for proactive inspection, and a property that fails to qualify for a certificate of rental compliance may not operate as an income property.20 A whole-house renovation is a good time to fix whatever an inspection would flag in the rented flat.
New York's lead rental registry covers rental properties built before 1980 with two or more units in 25 communities of concern, including Buffalo and Cheektowaga in Erie County and Yonkers, Mount Vernon and New Rochelle in Westchester, and requires a lead hazard inspection at least every three years.21 Lead hazards found under the registry must be fixed with lead-safe work practices by an EPA-certified contractor, or by an owner trained in lead-safe renovation for repainting.21
The codes behind the permit
Both of the next rules are from the national model code, which New York adopts with its own changes for Buffalo and every other city. When alterations, repairs or additions that need a permit are made, the 2021 International Residential Code requires the home to have smoke alarms where a new house would, including in each bedroom, outside each sleeping area and on every story; exterior-only work and plumbing or mechanical work are exempt.22 When branch-circuit wiring is modified, replaced or extended in kitchens, family rooms, dining rooms, living rooms, bedrooms, hallways, laundry areas and similar rooms, the 2021 International Residential Code requires arc-fault (AFCI) protection for that circuit, unless the extension is no more than 6 feet long and adds no outlets or devices.23
In Buffalo, the nature of the occupancy or use of an existing building cannot be changed without a certificate of occupancy, and an altered building cannot be occupied until one is issued, except for one- and two-family enlargements that add no more than 25 percent of floor area.15
Staying in the house during the work
For very dusty work such as demolition, the EPA describes isolating the work area: sealing it off with no direct access to the occupied rooms, with workers using a separate entrance until cleanup is done.16 A double makes this easier than most houses: many owners move into the other flat while theirs is gutted.
A simple dust barrier, the EPA says, is 6-mil plastic sheeting taped over doors and other openings, with sheeting also taped over the room's heating, cooling or ventilation registers so dust doesn't spread or get into the ducts.16
Planning for later years
More than one in four adults 65 and older fall each year.24 34%25 of the city's owner-occupied homes are headed by someone sixty-five or older. In a double, the lower flat is the natural place for a step-free entry and a ground-floor bath. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.26

After you're connected
Do your own check before any contract or deposit. New York State does not license home improvement contractors, but some local governments do, including New York City, the City of Buffalo, and Nassau, Suffolk, Westchester, Putnam and Rockland counties; where a local license is required, the Department of State says to hire only a licensed contractor.27 Check a New York license
If a New York home improvement contract has progress payments, it must list each payment in dollars and cents and the stage of work it pays for, and each payment must bear a reasonable relationship to the work done, materials bought or expenses owed at that point.28 Tie each payment to a stage the city inspector has signed off.
Questions people ask
What does a whole-house renovation cost in Buffalo?
No survey prices a whole house. Cost vs. Value's 2025 Buffalo figures put a major midrange kitchen at $83,6801 and a midrange bath at $27,1501; your total is the rooms you choose plus the wiring, piping and heat that connect them.
Do I need Preservation Board approval?
Only for exterior work on a landmark or in a local historic district. In Buffalo, work that affects the exterior of a local landmark or a building in a local historic district needs a certificate of appropriateness, no effect or exception first, and building permits for that work aren't issued until the certificate is.14
Can I pull the permit myself?
Only if you're doing the work yourself. A Buffalo building permit can be issued only to an appropriately City-licensed contractor, or to the owner when the owner is doing the work alone.11
