Accessible bathrooms on Long Island
Cost vs. Value's 2025 New York market, the nearest it prices to Long Island, put a universal-design bathroom at $47,0521, against $42,1832 nationally. The local reason to plan one is who owns the houses: 34%34 of Nassau's owner-occupied homes are headed by someone sixty-five or older, often in a Cape or high ranch whose only full bath is up a flight of stairs.

Universal design in the New York market
Cost vs. Value's universal-design job takes out the tub for a curbless shower, widens the door and lowers the controls. No Long Island market appears in the 2025 report, so its New York figures stand in.
| Measure | New York market | U.S. average |
|---|---|---|
| Universal design bathroom remodel, job cost | $47,0521 | $42,1832 |
| Universal-design bathroom remodel, resale value | $30,4431 | $25,8122 |
| Universal-design bathroom remodel, cost recouped at resale | 65%1 | 61%2 |
The job costs more here than nationally, but local agents also credit it with more at sale. For an owner who plans to stay, the return that matters is not having to leave the house.
Owners past sixty-five
The Census Bureau records the age of whoever heads each owner-occupied household. The two counties are close, and in both a large share of owners are past retirement age.
| Measure | Nassau County | Suffolk County |
|---|---|---|
| Owner-occupied homes headed by someone 65 or older | 34%34 | 33%34 |
| Owner-occupied homes headed by someone 75 or older | 15%34 | 14%34 |
Many of these owners bought decades ago and still use the bathroom the builder put in, which is why the bathroom is so often the first room to change.
Trouble with walking and stairs
The American Community Survey asks about serious difficulty walking or climbing stairs. Below are the Long Island residents past sixty-five who report it, as a rate and as a head count.
| Measure | Nassau County | Suffolk County |
|---|---|---|
| Residents 65 and older with serious difficulty walking or climbing stairs, share | 17%5 | 18%5 |
| Residents 65 and older with serious difficulty walking or climbing stairs | 42,7295 | 47,6605 |
Stairs are exactly what the survey asks about. In a Cape with the full bath upstairs, a shower on the entry level can matter more than any upgrade to the upstairs room.
The bathroom you're starting with
Nassau's houses went up mostly in the late 1940s and 1950s; Suffolk built over a longer stretch. Bathrooms from those years are small, with a tub across the end wall and tile set in mortar.
| Measure | Nassau County | Suffolk County |
|---|---|---|
| Homes built 1950–1959 | 34%6 | 17%6 |
| Homes built before 1960 | 66%6 | 31%6 |
The ADA standards set a circular wheelchair turning space at 60 inches in diameter, and a clear floor space at 30 by 48 inches.7 Few postwar baths come close, so most plans either give up the tub or take space from a hall closet next door.
Detached houses and two-families
Nearly every home in both counties is a detached house. Nassau has about twice Suffolk's share of two-unit buildings.
Permits
Bathroom permits on Long Island come from your town or incorporated village, and the rules differ. Hempstead's code requires a plumbing permit even to replace a fixture, filed by a licensed master plumber, so swapping a tub for a shower is permit work there. Islip requires one for new fixtures and for a replacement that needs new piping. Ask the building department whether grab bars or wall blocking alone need a permit before the wall is opened.
- In the Town of Hempstead, installing new plumbing or extending or altering existing plumbing requires a permit from the Department of Buildings.9
- Hempstead's code lets repairs to existing plumbing be made without a permit, but that exemption does not cover new soil, waste or vent pipes, added fixtures, or replacing existing fixtures with others.9
- Plumbing permit applications in the Town of Hempstead must be made by licensed master plumbers.9
- The Town of Islip requires a plumbing permit for gas piping and new fixtures, and for a direct fixture replacement if new piping is involved; a Town of Islip licensed plumber must file the permit and do the work.10
- In the Village of Rockville Centre, the village's own Building Department issues residential construction permits and electrician and plumber licenses, and inspects licensed work.11
- Nassau County's Office of Consumer Affairs does not license electricians or plumbers and sends residents to their local building department for those trades.12

Before you hire
New York has no statewide contractor license, so check the city or county home improvement license where one is required, and make sure any job over $50026 comes with the written contract state law calls for.

County and state help
New York State's Access to Home program pays for accessibility modifications, such as ramps, lifts, handrails, doorway widening and roll-in showers, in the primary homes of low- and moderate-income people with disabilities, generally with household income at or below 80 percent of area median income.13 Homeowners can't apply to the state directly for Access to Home; the money flows through municipalities and nonprofits selected as local program administrators.13 Ask the county aging office which Long Island groups currently hold that money.
The state Office for the Aging lists the Nassau County Department of Human Services Office for the Aging, in Uniondale, as the agency serving older residents of Nassau County.14 The Suffolk County Office for the Aging is the county's designated Area Agency on Aging and runs federal, state and county programs for residents 60 and older.15 Either office is the place to start if you're not sure what you qualify for.
Suffolk's town senior citizen divisions run a residential repair program in which senior craftsmen do small maintenance and repair jobs for frail older residents, who pay only for materials; bigger rehabilitation needs go to the town's community development office.15 That covers small jobs such as a grab bar or railing; a new shower is a remodel. For a veteran, the VA's grant can add to these. The VA's Home Improvements and Structural Alterations (HISA) benefit pays for medically necessary changes to a veteran's or servicemember's primary residence, including use of essential bathroom facilities such as roll-in showers and lowering sinks and counters.16
Fitting the room into a Cape or ranch
More than one in four adults 65 and older fall each year.17 Under the ADA standards a doorway needs a clear width of at least 32 inches, measured between the face of the door and the stop with the door open 90 degrees.7 Hall-bath doors in postwar houses are often narrower, and widening one means reframing the opening, which is a building permit job.
In a Cape, the first-floor half bath often sits beside a closet or a small bedroom. Adding a shower there may serve better than rebuilding the upstairs bath and adding a stair lift. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.18
In residential units covered by the ADA standards, a transfer shower may go without a seat as long as the walls are reinforced so one can be installed later.7 Ask for blocking behind every wall where a bar could go later, since adding it after the tile is up means cutting tile. If you have fallen, the NIA notes, your doctor might suggest that an occupational therapist, physical therapist or nurse visit your home to assess its safety and advise you about changes.19
Under the old tile
A curbless shower means lowering the floor to the drain, and in a postwar bath that floor is often a thick mortar bed. Taking it out exposes the supply and drain pipes. The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.20
The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.21 Have older floor tile tested before it is broken up. The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.22

After you're connected
Check the company's county license before you sign. Nassau County's Office of Consumer Affairs licenses home improvement contractors, and its daily-updated lookup shows each license's status and what work the contractor's insurance does and doesn't cover.12 Suffolk County's License and Complaint Violation Look Up searches county license records, including home improvement, master plumbing and master electrical licenses, by license number, name, business name, phone or address, along with complaint and violation information.23 Check a New York license
Every New York home improvement contract, and every amendment, must be in writing and signed by all parties, and must give the contractor's name, address, phone number and license number if one applies, the approximate start and substantial completion dates, and a description of the work and materials, including make and model, with the agreed price.24 If a grant program is paying part of the bill, make sure its list of work and the contract match line for line.
Questions people ask
How much does an accessible bathroom cost on Long Island?
Cost vs. Value's 2025 New York market priced a universal-design bath at $47,0521. Cost vs. Value's universal-design bath job removes the tub for a curbless, tiled walk-in shower with an adjustable showerhead, fold-out seat, thermostatic mixing valve and glass door, puts in a comfort-height toilet with a bidet-type seat, and rearranges storage so it can be reached from a seated position.25 A few grab bars and a hand shower are a much smaller job.
Is there help paying for it?
For some owners, yes. New York State's Access to Home program pays for accessibility modifications, such as ramps, lifts, handrails, doorway widening and roll-in showers, in the primary homes of low- and moderate-income people with disabilities, generally with household income at or below 80 percent of area median income.13 Start with the Nassau or Suffolk office for the aging, which can point you to the program that fits.
Do I need a permit to swap my tub for a shower in Hempstead?
Yes. Hempstead's code lets repairs to existing plumbing be made without a permit, but that exemption does not cover new soil, waste or vent pipes, added fixtures, or replacing existing fixtures with others.9 Plumbing permit applications in the Town of Hempstead must be made by licensed master plumbers.9
