Bathroom remodeling in Westchester

Cost vs. Value doesn't survey Westchester, so its 2025 New York market is the nearest price guide: $30,3761 for a midrange bathroom, against $26,1382 across the country. The local factor that trips people up is the paperwork, because each municipality writes its own permit rules and only a Westchester County licensed plumber can file the plumbing side.

Bathroom prices from the New York market

Westchester sits inside the New York metro, and Cost vs. Value's New York page is the one it prices for this part of the state. Every bathroom row there runs above the national figure for the same job.

MeasureNew York marketU.S. average
Midrange bathroom remodel, job cost$30,3761$26,1382
Upscale bathroom remodel, job cost$90,6861$81,6122
Universal design bathroom remodel, job cost$47,0521$42,1832

A priced model job isn't a bid. In a Westchester house the spread comes from what sits under the old tile: a thick mortar bed, a cast-iron stack or a joist cut long ago for a drain can each change the quote more than the choice of vanity.

How old Westchester houses are

Census year-built counts for the county, set beside New York State as a whole. Westchester has a slightly smaller prewar share than the state, but more of its homes date from before 1980.

MeasureWestchester CountyNew York State
Homes built before 198076%374%3
Homes built before 196052%352%3
Homes built before 194028%330%3

Half the county's homes went up before 1960, the years of stucco Tudors, center-hall colonials and the first postwar subdivisions. Their bathrooms were usually tiled wall to floor over mortar, so plan on heavy demolition and a look at the pipe behind it before anyone prices the finish work.

Houses, two-families and apartment buildings

Census counts of units per building. Fewer than half of Westchester's homes are detached houses, and the county has a slightly smaller share of two- to four-unit buildings than the state.

MeasureWestchester CountyNew York State
Homes that are single-family detached houses43%441%4
Homes in buildings with two to four units15%416%4

If you own a two-family and rent the other unit, the bathroom over the tenant's ceiling is part of their home too. Line up water shut-offs and noisy days with them, and see the lead rules below if the building predates 1980.

What Westchester homes are worth

The Census Bureau's median for owner-occupied homes puts Westchester far above the statewide figure.

MeasureWestchester CountyNew York State
Median value of owner-occupied homes$663,2005$423,8005

Measured against a county median of $663,2005, even the New York market's upscale bath at $90,6861 is a small fraction of the house. What a buyer on your street expects to find upstairs is a better guide to how far to go.

What the bathroom trades earn here

BLS publishes no separate wage table for the White Plains division in May 2025, so these medians cover the whole New York–Newark–Jersey City metro.

MeasureNew York metroUnited States
Plumbers, median hourly wage$37.79/hr6$30.67/hr6
Electricians, median hourly wage$37.99/hr6$30.38/hr6
Carpenters, median hourly wage$35.72/hr6$29.12/hr6
Tile and stone setters, median hourly wage$29.52/hr6$26.77/hr6

Plumbers and electricians are the costliest hours on a bathroom job here, and in Westchester they also need a county license to work. Keeping the toilet, tub and sink where they are now trims the most of those hours.

Weather at Westchester County Airport

The airport in White Plains is the county's long-term normals station. NOAA's humidity table has no Westchester row, so July humidity comes from LaGuardia, the nearest station it lists.

MeasureStation normals
Days a year with a low at or below freezing105 days7
Days a year when the high stays at or below freezing23 days7
July afternoon relative humidity52%8

Nights below freezing are common enough that a supply line on an outside wall, or over an unheated porch or garage, should be moved or insulated while the wall is open. Summer air is damp, so an exhaust fan ducted all the way outdoors matters.

Soft water from the city reservoirs

Much of southern Westchester buys its water from New York City. New York City's water supply system also serves more than a million people in Westchester, Putnam, Orange and Ulster counties.9 The Town of Greenburgh's Consolidated Water District #1 buys its water from New York City's Department of Environmental Protection, delivered through the Catskill and Delaware aqueducts.10 The city's 2025 report gives this average hardness for its supply.

MeasureNew York City supply
Average hardness (as CaCO3) of New York City water supply32 mg/L9

The USGS classes water at 61 to 120 mg/L of hardness as moderately hard.11 The city supply falls well below that range, so scale on shower glass is a minor worry here. Towns on their own wells or other sources differ, so check your supplier's annual report.

Permits

Westchester has no county building department; permits come from your city, town or village, all working under the state's Uniform Code, and their lists of exempt work differ. Unincorporated Greenburgh lets new tile go without a permit, while the Village of Irvington wants one even for replacing tile or fixtures. Everywhere, plumbing and electrical permits are filed by tradespeople holding a Westchester County license, and inspectors want work left open until they've seen it.

  • In unincorporated Greenburgh, a building permit from the Building Inspector is required before any work that must meet the state Uniform Code or Energy Code, including alterations and improvements.12
  • Greenburgh exempts painting, wallpapering, tiling, carpeting and similar finish work from its building permit requirement, though exempt work must still meet the Uniform Code.12
  • In the Village of Irvington, remodeling a bathroom, including replacing tile or fixtures, needs a building permit and a to-scale sketch of the layout, and the plumbing and electrical work must be filed by a Westchester County licensed contractor.13
  • In Greenburgh, new plumbing work and repairs of old plumbing need a permit, and the permit can be issued only to a plumber licensed by Westchester County.14
  • Greenburgh's plumbing chapter needs no permit or license for repairing plumbing fixtures.14
  • Yonkers' Plumbing Division reviews plans, issues permits and inspects plumbing work, and since countywide plumber licensing began in 1996 it relies on Westchester County's list of licensed plumbers rather than licensing them itself.15
  • In Greenburgh, permitted work must stay accessible and exposed until the Building Inspector has inspected and accepted it, and inspections include rough-in of building systems and a final.12

Inside a prewar Westchester bathroom

28%3 of the county's homes were built before 1940. In a Tudor or colonial from those years the bathroom is often original in layout, with tile set in a thick mortar bed, a recessed tub and a cast-iron drain stack running up through the wall. Supply pipe may be brass, copper or galvanized steel, and sometimes all three. The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.16

Floors laid over the following decades can hide older layers that shouldn't be broken up blind. The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.17 The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.18

Owners of older multi-unit rentals in the county's cities have a state rule to plan around. New York's lead rental registry covers rental properties built before 1980 with two or more units in 25 communities of concern, including Buffalo and Cheektowaga in Erie County and Yonkers, Mount Vernon and New Rochelle in Westchester, and requires a lead hazard inspection at least every three years.19 Lead hazards found under the registry must be fixed with lead-safe work practices by an EPA-certified contractor, or by an owner trained in lead-safe renovation for repainting.19

One county, many building departments

Two neighbors can face different answers to the same question. Greenburgh exempts painting, wallpapering, tiling, carpeting and similar finish work from its building permit requirement, though exempt work must still meet the Uniform Code.12 In the Village of Irvington, remodeling a bathroom, including replacing tile or fixtures, needs a building permit and a to-scale sketch of the layout, and the plumbing and electrical work must be filed by a Westchester County licensed contractor.13 Call your own building department, or ask the company to, before demolition is scheduled.

Moving a wall or a window is a step up again. Irvington requires drawings by a licensed professional when a bathroom or kitchen remodel removes or builds walls, windows or doors.13 Plumbing is the steady part across the county: the permit goes to a county-licensed plumber, not to the homeowner. In Greenburgh, new plumbing work and repairs of old plumbing need a permit, and the permit can be issued only to a plumber licensed by Westchester County.14

A bathroom you can keep using

More than one in four adults 65 and older fall each year.20 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.21 In a colonial with every full bath upstairs, ask whether a powder room off the front hall could become a small full bath before spending on the second floor.

The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.22 The 2025 New York market priced a universal-design bathroom at $47,0521. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.23

What happens when you call

Calling the number on this page puts you through, on a recorded line, to one independent company that handles bathroom remodels in the Westchester area. You talk over the room, the timing and the cost with them directly.

That company pays us for the call. You pay us nothing, and we won't call or text you afterward. How we make money

After you're connected

Check the company yourself before you sign or hand over a deposit. Westchester County's Department of Consumer Protection licenses home improvement contractors and requires plumbers and electricians to hold a county trade license to work in the county.24 Westchester County tells consumers to ask plumbers and electricians to show their county license card, which shows when the license expires, or to search the county's online list of licensed tradespeople.25 Check a New York license

Every New York home improvement contract, and every amendment, must be in writing and signed by all parties, and must give the contractor's name, address, phone number and license number if one applies, the approximate start and substantial completion dates, and a description of the work and materials, including make and model, with the agreed price.26

Questions people ask

How much does a bathroom remodel cost in Westchester?

Cost vs. Value has no Westchester page. Its 2025 New York market, the nearest one, listed $30,3761 for a midrange bathroom and $90,6861 for an upscale one. An older house can land above either once the mortar bed and old pipe come out.

Do I need a permit just to retile my bathroom?

It depends on where you live. Greenburgh exempts painting, wallpapering, tiling, carpeting and similar finish work from its building permit requirement, though exempt work must still meet the Uniform Code.12 Other places are stricter. In the Village of Irvington, remodeling a bathroom, including replacing tile or fixtures, needs a building permit and a to-scale sketch of the layout, and the plumbing and electrical work must be filed by a Westchester County licensed contractor.13

Can I pull the plumbing permit myself?

Not in Greenburgh, and county licensing makes that the usual answer elsewhere too. In Greenburgh, new plumbing work and repairs of old plumbing need a permit, and the permit can be issued only to a plumber licensed by Westchester County.14 Yonkers' Plumbing Division reviews plans, issues permits and inspects plumbing work, and since countywide plumber licensing began in 1996 it relies on Westchester County's list of licensed plumbers rather than licensing them itself.15

Who will I talk to when I call?
