Kitchen remodeling in Westchester

For the New York market, the closest one Cost vs. Value prices to Westchester, its 2025 report put a major midrange kitchen remodel at $90,2521, compared with $82,7932 nationally. What sets the county apart is fuel: 28%3 of occupied homes heat with oil, so a gas line to the kitchen can't be taken for granted, and adding one or going electric shapes the plan from the start.

Kitchen prices from the New York market

Cost vs. Value's three standard kitchen jobs, as priced for New York in 2025, the newest edition. Each costs more than the same job nationally.

MeasureNew York marketU.S. average
Minor midrange kitchen remodel, job cost$31,4191$28,4582
Major midrange kitchen remodel, job cost$90,2521$82,7932
Major upscale kitchen remodel, job cost$183,1721$164,1042

Cost vs. Value's minor midrange kitchen job keeps the cabinet boxes in a dated 200-square-foot kitchen and replaces the cabinet fronts and hardware, the range and refrigerator, the laminate counters, the sink and faucet, and the flooring, then repaints.4 In a prewar colonial whose kitchen is boxed in by a pantry, a back stair and the dining room, that lighter job is often where planning begins.

Oil, gas or electric

The Census Bureau asks what fuel heats each occupied home. Westchester leans on heating oil far more than New York State does, and that tells you which houses may have no gas service at all.

MeasureWestchester CountyNew York State
Occupied homes heated with utility gas52%359%3
Occupied homes heated with fuel oil or kerosene28%316%3
Occupied homes heated with electricity14%315%3

In an oil-heated house, a gas range may mean bringing in gas service and running a new line, which is plumbing work for a county-licensed plumber and a permit. An electric or induction range needs its own circuit instead, so ask whether the panel has room.

Kitchens in older houses

Year-built counts for the county and the state. A large share of Westchester's houses predate the modern kitchen with its dishwasher and run of countertop outlets.

MeasureWestchester CountyNew York State
Homes built before 196052%552%5
Homes built before 198076%574%5

Kitchens from these decades were planned around a range, a sink and an icebox, often on a single circuit. New appliances usually mean new wiring, and that is where a cabinet swap turns into an electrical permit.

Kitchen budgets and home values

Census medians for owner-occupied homes. Westchester's is well above New York State's.

MeasureWestchester CountyNew York State
Median value of owner-occupied homes$663,2006$423,8006

An upscale major kitchen at $183,1721 is a modest slice of a $663,2006 median home. The street, not the county figure, should set the ceiling for yours.

Wages for the kitchen trades

BLS posted no May 2025 wage table for the White Plains division on its own, so these medians for a kitchen crew are metro-wide.

MeasureNew York metroUnited States
Carpenters, median hourly wage$35.72/hr7$29.12/hr7
Cabinetmakers and bench carpenters, median hourly wage$28.96/hr7$22.44/hr7
Electricians, median hourly wage$37.99/hr7$30.38/hr7
Plumbers, median hourly wage$37.79/hr7$30.67/hr7

Every trade on a kitchen crew earns more here than nationally. Stock or semi-custom boxes set by a carpenter keep more of the budget for the parts you touch every day.

Weather a Westchester kitchen sees

Normals for Westchester County Airport in White Plains. A sink on an outside wall needs its pipes kept warm through a real winter, and a hood ducted outdoors needs a damper that seals.

Days a year with a high of 90°F or more10 days8

If the new layout puts the sink under a window on a north or west wall, ask how the supply lines will be insulated or rerouted through the floor.

Hardness at the kitchen tap

Towns that buy New York City water get the same reservoir supply the city drinks. Its 2025 report lists this average hardness.

MeasureNew York City supply
Average hardness (as CaCO3) of New York City water supply32 mg/L9

That is soft water, easy on dishwashers, kettles and faucet aerators. If your house is on a private well or a different supplier, its report or a test will tell you more.

Permits

Kitchen permits come from your city, town or village building department under the state's Uniform Code. Some places treat new cabinets and counters as permit work and want a to-scale layout, while others exempt only paint, flooring and similar finishes. A moved sink, a new gas line or added circuits needs plumbing or electrical permits filed by a Westchester County licensed contractor, and the work stays open until it's inspected.

  • In the Village of Irvington, remodeling a kitchen, including replacing cabinets, needs a building permit and a to-scale sketch showing appliances and fixtures, and plumbing and electrical permits must be filed by a Westchester County licensed contractor.10
  • In unincorporated Greenburgh, a building permit from the Building Inspector is required before any work that must meet the state Uniform Code or Energy Code, including alterations and improvements.11
  • Greenburgh exempts painting, wallpapering, tiling, carpeting and similar finish work from its building permit requirement, though exempt work must still meet the Uniform Code.11
  • In Greenburgh, new plumbing work and repairs of old plumbing need a permit, and the permit can be issued only to a plumber licensed by Westchester County.12
  • Irvington requires drawings by a licensed professional when a bathroom or kitchen remodel removes or builds walls, windows or doors.10
  • In Greenburgh, permitted work must stay accessible and exposed until the Building Inspector has inspected and accepted it, and inspections include rough-in of building systems and a final.11

Kitchens in Westchester Tudors and colonials

Prewar kitchens here tend to be small and closed, with a butler's pantry, a back door and sometimes a servants' stair taking up the walls. Opening into the dining room usually means a beam, and a beam means drawings. Irvington requires drawings by a licensed professional when a bathroom or kitchen remodel removes or builds walls, windows or doors.10

With 76%5 of county homes built before 1980, old paint is likely somewhere in the room. For homes built before 1978, the EPA advises hiring contractors who use only lead-safe certified renovators.13 The EPA notes that painted window sashes and frames in homes built before 1978 may contain lead-based paint, which opening and closing the window can release as dust, and that a kitchen remodel may be a good time to replace old windows.13

If the house is a two-family in one of the county's older cities and you rent the other unit, the state's registry may reach it. New York's lead rental registry covers rental properties built before 1980 with two or more units in 25 communities of concern, including Buffalo and Cheektowaga in Erie County and Yonkers, Mount Vernon and New Rochelle in Westchester, and requires a lead hazard inspection at least every three years.14 Under the lead rental registry, a unit the owner or the owner’s immediate family lives in can be exempt from the inspection, but the other rental units in the building still have to comply.14

Hoods, gas lines and circuits

These are the national model code's rules; your building department applies New York's edition. The 2021 International Residential Code says a kitchen range exhaust must discharge outdoors through its own airtight duct with a backdraft damper, never into an attic, crawl space or other indoor area; listed ductless hoods are the exception.15 Where a home has a fuel-burning appliance that is neither direct-vent nor mechanically vented, the 2021 International Residential Code requires makeup air for any exhaust system able to move more than 400 cubic feet per minute.16

The 2021 International Residential Code calls for at least two 20-ampere branch circuits for kitchen and dining-area receptacle outlets, and allows an outlet for a specific appliance to have its own circuit.17 The same code requires ground-fault (GFCI) protection on receptacles that serve kitchen countertop surfaces.18 In a house wired before the war, ask early whether the service and panel can carry an induction range, a dishwasher and the new counter circuits together.

A kitchen for the years ahead

More than one in four adults 65 and older fall each year.19 The National Institute on Aging suggests keeping frequently used pots, pans and utensils where they are easy to reach, and preparing food while seated to prevent fatigue or loss of balance.20 Drawers in place of deep base cabinets and a wall oven at counter height fit inside most existing layouts.

Mention at the first meeting if you expect to grow old in this house. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.21

After you're connected

Before signing, confirm the company's county license, and the plumber's and electrician's. Westchester County's Department of Consumer Protection licenses home improvement contractors and requires plumbers and electricians to hold a county trade license to work in the county.22 Westchester County tells consumers to ask plumbers and electricians to show their county license card, which shows when the license expires, or to search the county's online list of licensed tradespeople.23 Check a New York license

A New York homeowner may cancel a home improvement contract until midnight of the third business day after signing, by written notice that shows they don't intend to be bound; the right doesn't apply when the owner called the contractor for a bona fide emergency and signed a handwritten waiver.24

Questions people ask

What does a kitchen remodel cost in Westchester?

Cost vs. Value's 2025 figures for New York, the nearest market it covers, were $31,4191 for a minor midrange kitchen, $90,2521 for a major midrange one and $183,1721 for a major upscale one. A new gas line or a panel upgrade comes on top.

Do new cabinets need a permit?

In some villages, yes. In the Village of Irvington, remodeling a kitchen, including replacing cabinets, needs a building permit and a to-scale sketch showing appliances and fixtures, and plumbing and electrical permits must be filed by a Westchester County licensed contractor.10 Elsewhere only finish work is exempt, so ask your building department. Greenburgh exempts painting, wallpapering, tiling, carpeting and similar finish work from its building permit requirement, though exempt work must still meet the Uniform Code.11

My house heats with oil. Can I still get a gas range?

Only if gas service reaches your street and a line is run to the kitchen, which is plumbing work under a county-licensed plumber's permit. In Greenburgh, new plumbing work and repairs of old plumbing need a permit, and the permit can be issued only to a plumber licensed by Westchester County.12 An induction range on its own new circuit is the other route.
