Bathroom remodeling in Houston
A midrange bathroom remodel in Houston cost $23,5031 in the 2025 Cost vs. Value report, under the $26,1382 national figure. The local factor to plan around is moisture: July mornings at Bush Intercontinental average 93%3 relative humidity, so the fan, the waterproofing behind the tile and the drain under the slab deserve more of the budget than the fixtures.

What a bathroom costs in Houston
Houston has its own market page in Cost vs. Value, and the 2025 edition is the newest one published.
| Measure | Houston | U.S. average |
|---|---|---|
| Midrange bathroom remodel, job cost | $23,5031 | $26,1382 |
| Upscale bathroom remodel, job cost | $75,0051 | $81,6122 |
| Universal-design bathroom remodel, job cost | $36,9841 | $42,1832 |
Every Houston bath job prices below the national average. What usually moves a Houston quote is under the floor: a shower drain set in the slab has to be cut out and re-trenched if it moves.
What comes back when you sell
Cost vs. Value also tracks how much of a midrange Houston bath's price a buyer is expected to pay back.
How old Houston houses are

What bathroom trades earn in Houston
A bathroom remodel brings in a plumber, an electrician and a carpenter, and usually a tile setter. BLS medians for the Houston metro:
| Measure | Houston metro | United States |
|---|---|---|
| Plumbers, median hourly wage | $29.47/hr7 | $30.67/hr7 |
| Electricians, median hourly wage | $28.45/hr7 | $30.38/hr7 |
| Carpenters, median hourly wage | $23.88/hr7 | $29.12/hr7 |
| Tile and stone setters, median hourly wage | No published estimate7 | $26.77/hr7 |
All three published trades earn less here than nationally, carpenters most of all. BLS publishes no Houston median for tile setters.
Heat and humidity at Bush Intercontinental
NOAA's normals for the airport north of the city, with its humidity tables:
| Measure | Bush Intercontinental |
|---|---|
| Days a year with a high of 90°F or more | 111 days8 |
| July morning relative humidity | 93%3 |
| July afternoon relative humidity | 57%3 |
| Days a year with a low at or below freezing | 10 days8 |
Muggy mornings most of the year mean a bath fan should be vented outdoors, not into the attic, and sized to clear steam fast. Freezing nights are rare, but a supply line in an outside wall still needs insulation.
How hard Houston water is
Houston Public Works reports hardness for its Main System in the 2025 water quality report.
| Measure | Houston Main System |
|---|---|
| Water hardness, yearly average | 136 mg/L9 |
| Water hardness, lowest result | 44 mg/L9 |
| Water hardness, highest result | 229 mg/L9 |
The USGS classes water at 121 to 180 mg/L of hardness as hard.10 Houston's yearly average lands in that band, and the readings swing widely as the plants blend lake water with well water, so expect spotting on glass doors and dark fixtures.
Permits
Inside the city, the Houston Permitting Center reviews bathroom remodels. A remodel that changes walls or layout needs a building permit with plan review, and plumbing, electrical and mechanical work each get a trade permit, generally from a licensed contractor registered with the city. Tile, paint and new cabinets alone need no permit. If the house sits in a floodplain, the project's cost against the home's value decides whether the whole house must be brought up to the flood rules, so ask about that before you settle on scope. In unincorporated Harris County, the county's own floodplain rules apply.
- Houston's residential remodel permit covers the remodel or conversion of an existing house or an addition, requires plan review, and stays valid for six months.11
- The Houston Permitting Center lists painting, wallpapering, tiling, carpeting, and repairing or replacing cabinets and countertops among residential work that needs no permit.12
- In Houston, all electrical, mechanical and plumbing work on a home needs a permit.12
- Houston issues trade permits only after the building permit, to a master electrician licensed by TDLR, an air conditioning contractor with a TDLR Class A or B license, or a master plumber licensed by the Texas State Board of Plumbing Examiners, each registered with the city.12
- On a City of Houston residential remodel permit, trade inspections must be scheduled by the appropriate registered licensed contractor.13
- In a Houston floodplain, a project's cost estimate must stay under half the structure's market value for the work to count as a non-substantial improvement.12
- In unincorporated Harris County, a home in the mapped flood hazard area needs a residential permit application and a floodplain development permit for any work, and owners planning substantial improvements may have to bring the house up to current standards.14

Before you hire
Texas doesn't license general contractors, so ask for the license numbers of the plumber, electrician and HVAC contractor on your job and check them with TDLR or the State Board of Plumbing Examiners.

Bathrooms in Houston slab ranches
21%5 of homes in the city were built between 1950 and 1969, many of them one-story brick ranches with a hall bath and a small bath off the main bedroom. Slab-on-ground foundations became common in the early 1950s, and light houses on slabs over expansive soil are more exposed to damage when the soil's moisture changes.15
Expansive clay soils swell when they take on water and shrink as they dry, and those cycles can crack foundations and walls, jam doors and tilt floors.15 When a floor has shifted, tile cracks along the same line and a shower pan can lose its slope. Houston treats repairing fractures in a slab or stabilizing a house that has moved as foundation repair, and for a slab-on-grade foundation the repair plans must come from a Texas-licensed engineer and show where the supports go.16 Ask whether the company checks the slab before it sets new tile.
The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.17 The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.18 The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.19
If your house is in a floodplain
Houston's floodplain ordinance, Chapter 19 of the city code, requires elevation to two feet above the 500-year floodplain, and homes that are substantially rehabilitated in the floodplain must have their lowest floor and utilities raised.20 In a Houston floodplain, a project's cost estimate must stay under half the structure's market value for the work to count as a non-substantial improvement.12 Because the test weighs the project's cost against the structure's value, a bath bundled with a kitchen and new floors is more likely to reach it than a bath alone, so have the company price the whole plan together.
In unincorporated Harris County, a home in the mapped flood hazard area needs a residential permit application and a floodplain development permit for any work, and owners planning substantial improvements may have to bring the house up to current standards.14
A bath you can stay in
More than one in four adults 65 and older fall each year.21 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.22 The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.23
A universal-design bath cost $36,9841 in Houston in the 2025 report. On a slab, a curbless shower means recessing the floor, which is concrete work, so ask for it early. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.24

After you're connected
Texas has no state license for remodelers. In Texas, anyone can be a general contractor, including a homeowner, and no state license is required for that role.25 The trades do need one, so look up the plumber and electrician on the job yourself. TDLR's License Data Search lists active licenses only and can be searched by license type, license number, name or business name, city, county or ZIP code.26 The Texas State Board of Plumbing Examiners' public license search looks up plumbers by name, by name and license type, by license number, or by city or county.27 Check a Texas license
Questions people ask
How much does a bathroom remodel cost in Houston?
In the 2025 Cost vs. Value report, a midrange Houston bathroom cost $23,5031, an upscale one $75,0051 and a universal-design bath $36,9841. Moving drains in a slab and repairing what's behind old tile push a job above those figures.
Do I need a permit to remodel a bathroom in Houston?
For anything past new tile and paint, yes. The Houston Permitting Center lists painting, wallpapering, tiling, carpeting, and repairing or replacing cabinets and countertops among residential work that needs no permit.12 In Houston, all electrical, mechanical and plumbing work on a home needs a permit.12 Houston issues trade permits only after the building permit, to a master electrician licensed by TDLR, an air conditioning contractor with a TDLR Class A or B license, or a master plumber licensed by the Texas State Board of Plumbing Examiners, each registered with the city.12
Is Houston water hard?
Yes, on average. The Main System's 2025 hardness averaged 136 mg/L9, ranging from 44 mg/L9 to 229 mg/L9. Houston's water comes mostly from surface water, the Trinity River through Lake Livingston and the San Jacinto River through Lake Conroe and Lake Houston, with groundwater from the Chicot and Evangeline aquifers making up the rest.9
Who will I be talking to?
Staff from one independent company that handles bathroom remodels in the Houston area pick up. We aren't a contractor and don't review licenses, so use the state lookups once you know who the plumber is. In Texas, every written proposal, invoice or contract for plumbing must show the name and license number of the responsible master plumber.28
