Whole-home remodeling in San Antonio
Cost vs. Value's 2025 San Antonio page doesn't price a whole house, but it lists $75,7371 for a major midrange kitchen, $20,9851 for a midrange bath and $149,8381 for a midrange primary suite addition, each under the national figure. The local factor is age: 43%2 of the city's homes predate 1980, and in a historic district any change to the outside of the house needs a Certificate of Appropriateness before work starts.

What the big pieces cost in San Antonio
Cost vs. Value prices one project at a time. These five from its 2025 San Antonio page are the usual building blocks of a whole-house plan:
| Measure | San Antonio | U.S. average |
|---|---|---|
| Major kitchen remodel, midrange, job cost | $75,7371 | $82,7933 |
| Midrange bathroom remodel, job cost | $20,9851 | $26,1383 |
| Bathroom addition, midrange, job cost | $50,8041 | $60,6454 |
| Primary suite addition, midrange, job cost | $149,8381 | $170,5175 |
| HVAC conversion (electrification), job cost | $17,2631 | $19,4846 |
Every San Antonio line comes in under its national counterpart. Stacked together, though, the kitchen, bath, bathroom addition and primary suite cost more than a typical owner-occupied house in the city is worth, which is the comparison that should shape the scope.
How much of a big kitchen comes back
The kitchen tends to be the largest single line in a whole-house budget. Cost vs. Value's estimate of the share a buyer repays:
How old San Antonio houses are
Census year-built counts, inside the city limits and across Bexar County:
| Measure | City of San Antonio | Bexar County |
|---|---|---|
| Homes built before 1940 | 5%2 | 4%2 |
| Homes built 1940–1959 | 14%2 | 11%2 |
| Homes built before 1980 | 43%2 | 36%2 |
| Homes built 2000 or later | 31%2 | 39%2 |
Harvard's Joint Center for Housing Studies found that in 2023, average per-owner improvement spending on homes built before 1980 was 24 percent higher than on homes built since 2010.8 The city holds a bigger share of older houses than the county around it, so a whole-house job inside the limits is more likely to meet original wiring, old supply pipe and paint from before the lead ban.
The house value beside the budget
Census medians for owner-occupied homes, before any work begins:
Room counts in San Antonio homes
The Census Bureau counts homes by number of bedrooms:
| Measure | City of San Antonio | Bexar County |
|---|---|---|
| Homes with two bedrooms or fewer | 46%10 | 39%10 |
| Homes with four or more bedrooms | 18%10 | 22%10 |
Inside the city, a larger share of homes have two bedrooms or fewer than across the county. In a small older house, the whole-house plan often turns on whether to add a bedroom or a primary suite, which is where the addition prices above come in.
What heats San Antonio homes
Census heating-fuel counts for occupied homes:
| Measure | City of San Antonio | Bexar County |
|---|---|---|
| Occupied homes heated with electricity | 70%11 | 70%11 |
| Occupied homes heated with utility gas | 28%11 | 28%11 |
Most homes here already heat with electricity. With ceilings and walls open, it is the time to resize ducts for a changed layout, replace an old furnace with a heat pump, or add panel capacity for the new kitchen.
What the trades on a long job earn here
Carpenters are on site for most of a gut renovation, and the wiring, piping and tile trades return at each stage. San Antonio metro medians from BLS:
| Measure | San Antonio metro | United States |
|---|---|---|
| Carpenters, median hourly wage | $23.51/hr12 | $29.12/hr12 |
| Electricians, median hourly wage | $27.41/hr12 | $30.38/hr12 |
| Plumbers, median hourly wage | $27.97/hr12 | $30.67/hr12 |
| Tile and stone setters, median hourly wage | $21.48/hr12 | $26.77/hr12 |
All four trades earn less here than nationally, carpenters by the widest margin, which helps explain the local Cost vs. Value prices. On a job that runs for months, scheduling those crews well matters more than any hourly rate.
Permits
Inside city limits, a whole-house renovation is permitted by the Development Services Department, usually as a set of permits: building, plus electrical, mechanical and plumbing as the scope requires. Homeowners can pull permits for much of the non-structural work on their own home, but new wiring, piping and HVAC go to licensed trade contractors registered with the city, and a remodeler needs a city registration that matches the work, structural or not. In a historic district, changes to the outside need a Certificate of Appropriateness from the Office of Historic Preservation first; interior-only work doesn't.
- San Antonio's Development Services Department says a building permit is typically required to build, remodel, repair or demolish a structure, with exceptions for some general repairs on its No Permit Required List.13
- A San Antonio project may need several permits, such as building, electrical, mechanical and plumbing, depending on its scope.13
- San Antonio homeowners can pull permits for many kinds of non-structural work on their own home, but must use licensed trade contractors for new electrical, plumbing or HVAC components, and can get a plumbing permit only for an existing homestead where they do the work themselves.13
- In San Antonio, trade contractors licensed by the city or state and registered with the city can pull electrical, mechanical and plumbing permits on a homeowner's behalf.13
- In San Antonio, a contractor must be registered as a home improvement contractor to get permits for non-structural remodeling, and as a residential building contractor for structural alterations or remodels, additions and foundation repairs.14
- In San Antonio, exterior changes and repairs to a property with a historic zoning overlay need a Certificate of Appropriateness, including work in side and rear yards not readily visible from the street.15
- San Antonio's Office of Historic Preservation doesn't need to approve work that is interior only, with no work on exterior windows or doors, though a Development Services permit may still be required.15

Before you hire
Texas doesn't license general contractors, so ask for the license numbers of the plumber, electrician and HVAC contractor on your job and check them with TDLR or the State Board of Plumbing Examiners.

What an old San Antonio house hides
5%2 of the city's homes were built before 1940, and another 14%2 in the two decades after. Open the walls of a house that old and expect to replace wiring and supply lines near the end of their life, so put them in the budget before the tile and cabinets.
SAWS offers a free water service line inspection through Project Lead, and homes built before 1989 that haven't had a service line inspection are eligible.16 If the house qualifies, have the line checked before the plumber reroutes the supply inside. Unless a lead-based paint inspection shows otherwise, the EPA says to treat paint in homes built before 1978 as if it contains lead.17 For homes built before 1978, the EPA advises hiring contractors who use only lead-safe certified renovators.18
Expansive clay soils swell when they take on water and shrink as they dry, and those cycles can crack foundations and walls, jam doors and tilt floors.19 Sticking interior doors or a crack running straight across a tile floor are worth a foundation assessment before new flooring hides them.
San Antonio's historic districts
San Antonio's local historic districts include King William, Monte Vista, Tobin Hill, Dignowity Hill, Lavaca and Government Hill, among others.15 In San Antonio, exterior changes and repairs to a property with a historic zoning overlay need a Certificate of Appropriateness, including work in side and rear yards not readily visible from the street.15
Minor projects in San Antonio's historic districts can usually be approved by Office of Historic Preservation staff without a public hearing.15 San Antonio's Office of Historic Preservation doesn't need to approve work that is interior only, with no work on exterior windows or doors, though a Development Services permit may still be required.15 A renovation that stays inside the walls skips that review. Replacing windows, rebuilding a porch or adding a room at the back brings it back in, so talk to the office before the drawings are final.
San Antonio adds that even work on that list may face design and material restrictions in a Historic, Neighborhood Conservation or Corridor District.20
How Bexar County will value the work
Texas limits how much a homestead's appraised value can rise in a year to 10 percent over the prior year's value, but the market value of new improvements is added on top of that limit; repairs and ordinary maintenance don't count as new improvements.21 A new bedroom, an added bath or a second story is the sort of improvement the Bexar Appraisal District can value above that limit, while repairing what is already there doesn't count. If the tax bill is part of your budget, ask the district about your plan early.
Living through a long job in the heat
For very dusty work such as demolition, the EPA describes isolating the work area: sealing it off with no direct access to the occupied rooms, with workers using a separate entrance until cleanup is done.17 The EPA advises keeping occupants, especially children, away from the work area during a remodel and cleaning up the site before they return.17
San Antonio's airport averages 122 days22 a year with highs of ninety or more, so a house with the air handler disconnected is hard to stay in. Ask the company to sequence the work so one bathroom and the cooling keep running until the replacements pass inspection, or plan to move out for the demolition weeks.
Room to age in place
More than one in four adults 65 and older fall each year.23 In San Antonio, 32%24 of owner-occupied homes are headed by someone sixty-five or older. While the walls are open, ask for solid blocking behind the bathroom walls, a wider door into one bath and a shower floor without a curb, all far cheaper now than after the finishes go in. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.25

After you're connected
Texas licenses the trades on a remodel, not the remodeler, so look up the trades and read the contract closely. In Texas, anyone can be a general contractor, including a homeowner, and no state license is required for that role.26 San Antonio's Find a Contractor page offers a search by type of work, and contractors whose city registration is canceled or suspended go on its Contractor Sanctions Report.27 A Texas contract for improvements to a homestead must carry a bold-type notice warning the owner that failing to meet the contract's terms could cost them legal ownership rights in the home.28 Check a Texas license
