Bathroom remodeling in Arlington County
Cost vs. Value doesn't price Arlington on its own; its Washington, DC market, the nearest one, listed $25,9361 for a midrange bathroom remodel in the 2025 report. The bigger local factor is the building the bath sits in: 46%2 of Arlington's homes are in buildings with fifty or more units, where a bath shares its pipes and walls with neighbors, and the county can treat apartment buildings of three or more units as commercial for permits.

Washington-market prices for a bathroom
These are the wider market's numbers, not Arlington's own. Cost vs. Value folds Arlington into its Washington, DC market; the 2025 edition's figures sit beside that year's national averages.
| Measure | Washington, DC market | U.S. average |
|---|---|---|
| Midrange bathroom remodel, job cost | $25,9361 | $26,1383 |
| Upscale bathroom remodel, job cost | $80,9941 | $81,6123 |
| Universal-design bathroom remodel, job cost | $41,8321 | $42,1833 |
In a condo tower, what pushes a bath past the midrange row is often the building itself: booked elevator time, limited work hours and an association that wants to see insurance papers. In a brick colonial the same money tends to go into reframing and new piping instead.
When Arlington's homes went up
Census counts show Arlington building early and building again. A third of its homes predate 1960, with the 1940s the busiest single decade before the towers of the last quarter century. Alexandria, across the county line, is shown alongside.
| Measure | Arlington County | Alexandria |
|---|---|---|
| Homes built before 1960 | 33%4 | 29%4 |
| Homes built 1940–1949 | 13%4 | 10%4 |
| Homes built before 1980 | 53%4 | 60%4 |
| Homes built in 2000 or later | 27%4 | 22%4 |
A bath from the 1940s or 1950s may still have a cast-iron tub, wall tile set in a thick mortar bed and galvanized supply pipe. Ask for a look from the basement or through an access panel before the price is fixed, because a mortar-bed wall changes both demolition and rough-in.
Houses, garden apartments and towers
More of Arlington's homes are in large buildings than in single-family houses, and most occupied homes are rented. That mix decides whose permission a bathroom project needs and which permit path it follows.
| Measure | Arlington County | Alexandria |
|---|---|---|
| Single-family detached homes | 25%2 | 14%2 |
| Townhouses, rowhouses and other attached single-family homes | 9%2 | 21%2 |
| Homes in buildings with 2 to 19 units | 16%2 | 23%2 |
| Homes in buildings with 50 or more units | 46%2 | 36%2 |
| Occupied homes that are rented | 59%5 | 58%5 |
Arlington County treats some residential properties, such as apartment buildings with three or more dwelling units, as commercial under the building code, so their work goes through commercial building permits.6 If your bathroom is in a condo building, ask the company whether it has pulled Arlington permits for units in buildings like yours, and get the association's alteration rules in writing before you sign.
What Arlington homes are worth
Census values Arlington's typical owner-occupied home far above the Washington metro's, even though the county figure blends detached houses with condos.
Arlington's water at the tap
Arlington's drinking water comes from the Potomac River and is treated at the Dalecarlia Water Treatment Plant, run by the Washington Aqueduct, a division of the U.S. Army Corps of Engineers.9 The county posts a yearly average hardness for that system. Arlington County buys the water for its Willston pressure zone from Fairfax Water, which samples and reports on that water separately.10
| Measure | Arlington County water |
|---|---|
| Water hardness, 2025 average | 142 mg/L11 |
The USGS classes water at 121 to 180 mg/L of hardness as hard.12 At that level, glass doors and chrome cloud over between cleanings, so a squeegee by the shower, a coated glass panel and a brushed or matte valve trim make a new bath easier to keep looking new.
Permits
Arlington County runs its own permit office, separate from Fairfax County's, and takes residential applications only through its online Permit Arlington system. Swapping a vanity, toilet or other fixture in the same spot needs no permit; moving a drain, a supply line or a light, or touching a gas appliance, does. For apartment buildings of three or more units, the county can require its commercial permit process instead.
- Arlington County says that if you are only replacing kitchen or bathroom cabinets, appliances that are not fueled by gas or oil, or fixtures, in the exact same location and without relocating any pipes or drywall, no permit is required and work may begin immediately.6
- Arlington County requires a plumbing/gas permit for adding, removing or relocating plumbing fixtures, appliances or piping.13
- Arlington County requires an electrical permit for adding, removing or relocating electrical fixtures, appliances or wiring, while replacing them with the same type and size in the same location does not need one.14
- Arlington County residential building permit applications must be submitted online through Permit Arlington.6
- For an interior alteration, Arlington County asks for existing and proposed floor plans of the work area, drawn to scale and dimensioned, and every project must show its plumbing fixture layout on the architectural plans.6
- Arlington County requires an Asbestos Inspection and Awareness Form with any permit application for alterations or additions to an existing building.6
- Arlington County treats some residential properties, such as apartment buildings with three or more dwelling units, as commercial under the building code, so their work goes through commercial building permits.6

Bathrooms in Arlington's garden apartments and prewar houses
16%2 of Arlington's homes are in buildings of two to nineteen units, the size range of its garden apartments: low brick buildings set around lawns, many of them now condos. Buckingham, an Arlington local historic district, is a garden-apartment community designed and built in six phases between 1937 and 1953, with 126 apartment buildings among its 136 buildings.15 The single-family side of the same era is small brick colonials and Cape Cods, often with one full bath upstairs.
In a garden-apartment bath, the drain stack and supply risers serve the units above and below yours, so moving the tub or toilet usually means the association's sign-off and a plumber working from a neighbor's ceiling. Keeping fixtures where they are is the job most of these baths get.
The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.16 Arlington County's service line inventory found no lead service lines in the county.9 That covers the line from the street to the house, not the piping inside the walls, which deserves a look once the old tile comes off.
The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.17 Arlington puts the same caution on paper: Arlington County requires an Asbestos Inspection and Awareness Form with any permit application for alterations or additions to an existing building.6
Arlington's Maywood local historic district, one of the county's oldest residential neighborhoods, has nearly 300 buildings in Queen Anne, Colonial Revival, Craftsman and Tudor Revival styles.18 In an Arlington County local historic district, a Certificate of Appropriateness from the Historical Affairs and Landmark Review Board is required for exterior alterations, new construction and demolition; interior alterations are among the exceptions.19 A bathroom gutted inside the house is interior work; a new window or a fan vent cut through an outside wall is an exterior alteration.
Making an Arlington bath work for later years
In a colonial or Cape Cod with the only full bath upstairs, the stairs come before the tub as a barrier, so ask early whether a first-floor powder room could grow into a bath with a shower. In a one-level condo, a curbless shower may be limited by how much the floor can be lowered over the unit below. More than one in four adults 65 and older fall each year.20 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.21
For the wider Washington market, Cost vs. Value priced a universal-design bathroom at $41,8321 in 2025. The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.22 NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.23
For fiscal year 2027, Arlington County's Community Development Fund gave Rebuilding Together Arlington/Fairfax/Falls Church federal CDBG money for its Volunteer Home Repair Program, which provides free home repairs and accessibility modifications to low-income Arlington households.24 Arlington's fiscal year 2027 Community Development Fund also funds Habitat for Humanity's Critical Home Repair Program, which provides critical home repairs and accessibility modifications for low-income Arlington homeowners so they can age in place.24 Both are run by nonprofits for lower-income households, so ask them about eligibility before planning around either one.

Questions people ask
How much does a bathroom remodel cost in Arlington County?
Cost vs. Value doesn't list Arlington separately. Its Washington, DC market came to $25,9361 for a midrange bath and $80,9941 for an upscale one in 2025. Building rules in a condo tower and reframing in an older brick house are the two things most likely to push an Arlington job above those figures.
Can I replace a vanity or toilet in Arlington without a permit?
Yes, if it goes back in the same spot. Arlington County says that if you are only replacing kitchen or bathroom cabinets, appliances that are not fueled by gas or oil, or fixtures, in the exact same location and without relocating any pipes or drywall, no permit is required and work may begin immediately.6 Moving it is another matter: Arlington County requires a plumbing/gas permit for adding, removing or relocating plumbing fixtures, appliances or piping.13
I own a condo in a large Arlington building. What changes?
Arlington County treats some residential properties, such as apartment buildings with three or more dwelling units, as commercial under the building code, so their work goes through commercial building permits.6 With 46%2 of the county's homes in buildings of fifty or more units, that covers a lot of bathrooms. Your building may also set its own work hours and insurance requirements, so talk to the management office before booking a start date.
Does living in an Arlington historic district limit a bathroom remodel?
Mostly not. In an Arlington County local historic district, a Certificate of Appropriateness from the Historical Affairs and Landmark Review Board is required for exterior alterations, new construction and demolition; interior alterations are among the exceptions.19 A bath remodel only reaches that review when the plan changes the outside of the building, such as a new window or a vent through the wall.
