Kitchen remodeling in Henrico County
For the Richmond market, the 2024 Cost vs. Value report prices a minor midrange kitchen remodel at $25,9441 and a major midrange one at $76,6181; Henrico isn't priced separately. The county detail that matters most is fuel: 34%2 of occupied Henrico homes heat with utility gas, and the county requires a permit even to replace a gas oven, so a gas kitchen adds a step an electric one doesn't.

Regional kitchen prices
Cost vs. Value publishes Richmond-market prices but nothing for Henrico by itself. The figures below come from the 2024 edition, the newest that includes Richmond, with national averages from the same report.
| Measure | Richmond market | U.S. average |
|---|---|---|
| Minor kitchen remodel, midrange, job cost | $25,9441 | $27,4923 |
| Major kitchen remodel, midrange, job cost | $76,6181 | $79,9823 |
| Major kitchen remodel, upscale, job cost | $151,8901 | $158,5303 |
All three regional jobs come in under the national average. In a postwar Henrico house, old wiring behind the cabinets is a common place for that head start to disappear.
How old Henrico's kitchens are
Henrico's housing splits into homes built before 1980, a large layer from the 1980s and 1990s, and a smaller share built since 2000.
| Measure | Henrico County | Richmond metro |
|---|---|---|
| Homes built before 1980 | 41%4 | 44%4 |
| Homes built 1980–1999 | 33%4 | – |
| Homes built 2000 or later | 25%4 | – |
A kitchen from before 1980 was laid out for fewer appliances, so outlets and circuits are usually the first thing to change. A kitchen from the 1980s or 1990s may have enough power but a closed-in layout or worn cabinets that owners want to replace.
Kitchen budgets against home values
Setting the kitchen budget against what the house is worth keeps the project in proportion. Henrico's median value runs slightly above the metro's.
Gas or electric homes
Census counts of heating fuel are a rough guide to which houses already have gas service. Henrico leans more toward utility gas than Chesterfield does.
| Measure | Henrico County | Chesterfield County |
|---|---|---|
| Occupied homes heated with utility gas | 34%2 | 28%2 |
| Occupied homes heated with electricity | 60%2 | 66%2 |
If the furnace burns gas, there's already a gas service at the house, and a branch line to the range is a smaller job than bringing gas in from the street. Richmond Gas Works, run by the city's Department of Public Utilities, provides natural gas to the city of Richmond and portions of Henrico and Chesterfield counties.6
What Henrico charges for permits
Henrico sets the fee for each permit on an existing house from the estimated cost of the work.
| Measure | Henrico County |
|---|---|
| Permit fee for the first $5,000 of estimated cost (existing one- or two-family home) | $1007 |
| Added permit fee per additional $1,000 of estimated cost, or fraction | $67 |
| State levy added to the permit fee | 2%7 |
A kitchen with new circuits, a moved sink and a gas line can need several permits, each priced on its own. Ask for them to be listed separately in the quote.
Permits
Henrico County's Department of Building Construction and Inspections issues these permits, not the City of Richmond. New cabinets, trim, flooring and paint need no permit, and a sink or faucet can be swapped on the existing pipes. Gas equipment is treated differently: replacing a gas oven needs a permit, and the exemption for swapping mechanical appliances leaves out anything fueled by gas or oil. New circuits, moved drains and added fixtures need permits too, and interior alterations can often be reviewed the same day.
- Henrico needs no permit for installing or replacing floor finishes, replacement cabinetry or trim, or paint and wallpaper, and lists ceramic tile and new or existing kitchen cabinets among projects that don't require one.8
- Henrico counts replacing plumbing fixtures without altering the water supply, drainage or vent systems, and replacing switches, receptacles, light fixtures and ceiling fans in a house, townhouse or condominium, as ordinary repairs that need no permit.8
- Henrico requires a permit for new and replacement installations of gas ovens, gas or wood stoves or heaters, and gas or oil water heaters.9
- Henrico exempts the replacement of mechanical appliances in houses, townhouses and condominiums only when the equipment is not fueled by gas or oil.8
- Henrico County requires a permit for alterations that add or remove walls or change the water supply, drain or vent piping or the electric wiring, and for the first-time installation of bathtubs, showers, sinks, toilets, exhaust fans and light fixtures.9
- Henrico can review and issue interior alteration and sub-trade (electrical, mechanical and plumbing) permits the same day on a walk-through basis if all required plans and documents are in by 3:00 PM; properties without public utilities can't use walk-through review because the Virginia Department of Health must review them.10
- Henrico takes permit applications online at any time through Build Henrico, and its Permit Center offers walk-in help Monday through Friday from 8:00 am to 4:30 pm.10

Kitchens in Henrico's older and middle-aged houses
41%4 of Henrico's homes were built before 1980, a little under the metro's 44%4, and another 33%4 went up in the 1980s and 1990s. The older kitchens are often closed rooms off a dining room; the newer ones more often open toward a family room, so the work tends to be about opening walls in one and replacing worn surfaces in the other.
When cabinets, window trim or a plaster wall come out of a pre-1978 house, the paint rules matter. EPA's lead renovation rule requires anyone paid to disturb painted surfaces in a home built before 1978 to be lead-safe certified, and the EPA says about three-quarters of U.S. homes built before 1978 still contain some lead-based paint.11 Ask how the crew will contain dust and clean up at the end of each day.
Circuits are the most common upgrade in an older kitchen. The 2021 International Residential Code calls for at least two 20-ampere branch circuits for kitchen and dining-area receptacle outlets, and allows an outlet for a specific appliance to have its own circuit.12 The same code requires ground-fault (GFCI) protection on receptacles that serve kitchen countertop surfaces.13 A panel from the 1950s or 1960s may not have room for that, so have it looked at before you settle on appliances.
Gas cooking in Henrico
Henrico requires a permit for new and replacement installations of gas ovens, gas or wood stoves or heaters, and gas or oil water heaters.9 Henrico exempts the replacement of mechanical appliances in houses, townhouses and condominiums only when the equipment is not fueled by gas or oil.8 That means both a swap from one gas range to another and a switch from electric to gas go through the county, so build the permit and inspection into the schedule.
If Richmond Gas Works serves your street, the piping inside the house is yours to look after. Richmond's Department of Public Utilities says the owner or occupant of a building supplied with natural gas is responsible for maintaining any piping between the gas meter and the appliances.6 The 2021 International Residential Code says a kitchen range exhaust must discharge outdoors through its own airtight duct with a backdraft damper, never into an attic, crawl space or other indoor area; listed ductless hoods are the exception.14 The EPA says a stove hood with a fan vented to the outdoors greatly reduces exposure to pollutants during cooking, and advises installing and using exhaust fans over gas stoves and ranges.15
Water at the kitchen sink
Henrico's 2025 water quality report says its water comes from the county's own treatment facility and from the City of Richmond's plant, which supplies Henrico about 13 million gallons a day, and that both draw surface water from the James River.16 Henrico's 2025 water quality report points residents to the Henrico Water Service Inventory Map to look up the material of their water service line.16 The county's report doesn't list hardness, so ask the utility for a reading before you buy a softener or a filter for the icemaker line. Homes on private wells can use the county's testing clinic: Henrico Extension's 2026 clinic for private wells, springs and cisterns tests water for hardness, iron, manganese, lead, copper, pH, coliform bacteria and other items, at $70 per sample.17
A kitchen that works as you age
More than one in four adults 65 and older fall each year.18 The National Institute on Aging suggests keeping frequently used pots, pans and utensils where they are easy to reach, and preparing food while seated to prevent fatigue or loss of balance.19 In a one-story ranch the kitchen already sits on the only floor, which makes it a good place to add drawers in place of low cabinets and a counter section you can work at sitting down.
Henrico's Moderate Housing Rehabilitation Program, administered for the county by project:HOMES, offers improvements of up to $45,000, including adaptability improvements, to low- or moderate-income homeowners who are elderly (62 or over) or disabled.20 If you plan to stay for decades, mention it when you call so the layout can be planned around it. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.21
