Kitchen remodeling in Richmond
Richmond's page in the 2024 Cost vs. Value report put a minor midrange kitchen remodel at $25,9441, below the $27,4922 national figure. Inside the city, the age of the house shapes the job more than anything else: 28%3 of Richmond city homes went up before 1940, so the gas pipe, water lines and wiring behind an old kitchen may be original or patched many times over.

What a kitchen costs in Richmond
Cost vs. Value last priced Richmond in its 2024 edition; the 2025 report left the city out. To keep the comparison fair, the national column comes from the same 2024 report.
| Measure | Richmond | U.S. average |
|---|---|---|
| Minor kitchen remodel, midrange, job cost | $25,9441 | $27,4922 |
| Major kitchen remodel, midrange, job cost | $76,6181 | $79,9822 |
| Major kitchen remodel, upscale, job cost | $151,8901 | $158,5302 |
Every Richmond job lands under the national average, and under Baltimore's $26,9904 for the same minor refresh. In a prewar house that head start can disappear once the old cabinets come off and the plaster behind them is opened.
How far back the housing goes
Decade-built counts from the Census show the city of Richmond and its surrounding counties came of age in different centuries.
| Measure | Richmond city | Metro |
|---|---|---|
| Homes built before 1940 | 28%3 | 9%3 |
| Homes built before 1980 | 71%3 | 44%3 |
| Homes built 1950–1969 | 25%3 | 17%3 |
A city kitchen this old has probably been updated more than once, with outlets, appliances and pipe runs added piece by piece. Expect the company to want a look inside the walls and under the sink before it commits to a firm number.
Kitchen budgets next to home values
Weighing a kitchen against what the house is worth keeps the plan in scale. In Richmond the city median and the metro median are almost level.
| Measure | Richmond city | Metro |
|---|---|---|
| Median home value (owner-occupied) | $353,0005 | $353,5005 |
Richmond's upscale major kitchen, at $151,8901, would be a big outlay against a median city home worth $353,0005. For most owners a midrange plan, with money held back for surprises behind the walls, is the more comfortable fit.
Pay for Richmond's kitchen trades
A kitchen job here leans on carpenters to hang and level cabinets, cabinetmakers who build them, electricians for new circuits and plumbers for the sink and gas line. BLS median hourly wages for the Richmond metro:
| Measure | Richmond metro | United States |
|---|---|---|
| Carpenters, median hourly wage | $24.94/hr6 | $29.12/hr6 |
| Cabinetmakers and bench carpenters, median hourly wage | $22.71/hr6 | $22.44/hr6 |
| Electricians, median hourly wage | $29.50/hr6 | $30.38/hr6 |
| Plumbers, median hourly wage | $29.56/hr6 | $30.67/hr6 |
Cabinet shops here pay right around the national median, while the trades that install and connect a kitchen earn less than their counterparts elsewhere, carpenters by the widest margin. That pattern fits Richmond's Cost vs. Value prices running below the national ones.
Weather at Richmond's airport
NOAA's numbers for Richmond International Airport describe a real winter and a humid summer. Both reach a kitchen that sits in a rear wing over a crawl space or against an uninsulated brick wall.
| Measure | Richmond International Airport |
|---|---|
| Days a year with a low at or below freezing | 74 days7 |
| July afternoon relative humidity | 55%8 |
Ask how water lines to the sink, dishwasher and icemaker will be kept from freezing if they run through an outside wall or under the floor, and plan a hood that carries cooking moisture out of the house instead of into the room.
Richmond water at the kitchen tap
The city's Department of Public Utilities lists hardness in its drinking water report for 2025. The same department runs a lead-free water program aimed at old service lines.
| Measure | City of Richmond water |
|---|---|
| Water hardness, 2025 | 81 mg/L9 |
The USGS classes water at 61 to 120 mg/L of hardness as moderately hard.10 Richmond's figure lands low in that range. To reduce lead exposure, Richmond's utility advises starting with cold water for drinking and cooking, cleaning out faucet aerators because they can collect lead particles, and making sure new plumbing fixtures are certified lead free.11
Permits
These rules apply inside the Richmond city line; Henrico and Chesterfield counties issue their own permits. New cabinets and flooring, and a sink or faucet swapped without changing the pipes, fall under the state exemptions the city lists. Rerouting a drain, adding circuits or running new gas pipe each takes its own trade permit, and the exemption for replacing mechanical appliances leaves out gas-fired ones. In an Old and Historic District, a new hood vent or window that can be seen from the public right of way goes to the Commission of Architectural Review before the building permit. The city posts its current review times but not a typical total for a kitchen, so ask the company to put permit steps in the schedule.
- Under the Virginia Residential Code exemptions Richmond lists, replacing plumbing fixtures without altering the supply, drain or vent piping, replacing switches, outlets and light fixtures, and putting in new floor or wall finishes, cabinetry, trim, paint or wallpaper don't need a permit.12
- In Richmond, electrical, mechanical, plumbing and gas piping work can't be included on a residential building permit; each trade needs its own permit application.12
- Richmond's list of permit exemptions covers replacing mechanical appliances only when they are not fueled by gas or oil.13
- In Richmond, the electrical, plumbing and mechanical rough-in inspections must be approved before a framing inspection can be requested.13
- In one of Richmond's Old and Historic Districts, exterior alterations visible from the public right of way need a certificate of appropriateness from the Commission of Architectural Review before a building permit is issued, and work that is normally exempt from a building permit may still need one.13
- Richmond needs confirmation of a valid Virginia contractor license from DPOR before it routes a residential permit application for review, unless the owner files a sworn statement that they aren't subject to contractor licensing.12
- Henrico County requires a permit for alterations that add or remove walls or change the water supply, drain or vent piping or the electric wiring, and for the first-time installation of bathtubs, showers, sinks, toilets, exhaust fans and light fixtures.14

Kitchens in Richmond's prewar houses
Inside the city, 28%3 of homes date from before 1940, against 9%3 across the metro. Richmond's Fan Area Historic District, nearly a hundred city blocks of turn-of-the-20th-century town houses with more than two thousand buildings, is listed on the Virginia Landmarks Register and the National Register.15 Even so, only 8%16 of city homes are counted as single-family attached houses, far fewer than Baltimore's 50%16, so a Richmond kitchen is less often boxed in by a neighbor's wall on each side.
Old floor framing deserves a question before you fall for stone. Richmond asks that framing plans for alterations show the dead load used for the design, noting that floor tile, wall tile and granite counters can have a substantial impact on it.13 If the plan adds an island or heavy counters, ask whether someone will look at the joists under the kitchen first.
Paint is the other prewar question. EPA's lead renovation rule requires anyone paid to disturb painted surfaces in a home built before 1978 to be lead-safe certified, and the EPA says about three-quarters of U.S. homes built before 1978 still contain some lead-based paint.17 If an original sash window sits over the sink, it will be opened and closed often. The EPA notes that painted window sashes and frames in homes built before 1978 may contain lead-based paint, which opening and closing the window can release as dust, and that a kitchen remodel may be a good time to replace old windows.18
Richmond's Department of Public Utilities says its water contains no lead when it leaves the treatment plant, and that lead can reach tap water from lead service lines, lead solder and some brass fixtures; lead solder was banned in 1986 but may remain in older homes.11 Richmond's Department of Public Utilities has released an interactive map inventorying the material of water service lines; part of each line is owned by the city and part by the property owner.11 Look up your address before demolition, and if the private part of your line shows as lead or unknown, ask the plumber to price replacing it while the kitchen is apart.
If the house counts toward a listed historic district, a state credit may offset part of the cost. Virginia's state historic rehabilitation tax credit, open to owner-occupied homes, equals 25% of eligible rehabilitation expenses for a certified historic structure, such as a contributing building in a listed historic district, if the whole project meets the Secretary of the Interior's Standards.19 Virginia's Department of Historic Resources lists new plumbing systems and updating kitchens and bathrooms among eligible expenses, while appliances and additions are not.19 Ask whether the company has worked to the Secretary of the Interior's Standards before you build a budget around it.
Gas, wiring and the code in Richmond
Richmond enforces the 2021 Virginia Residential Code, the International Residential Code as amended by Virginia, which took effect on January 18, 2024.13 The national kitchen rules on our kitchen remodeling page therefore apply here as Virginia has amended them. The 2021 International Residential Code says a kitchen range exhaust must discharge outdoors through its own airtight duct with a backdraft damper, never into an attic, crawl space or other indoor area; listed ductless hoods are the exception.20
Richmond Gas Works, run by the city's Department of Public Utilities, provides natural gas to the city of Richmond and portions of Henrico and Chesterfield counties.21 Richmond's Department of Public Utilities says the owner or occupant of a building supplied with natural gas is responsible for maintaining any piping between the gas meter and the appliances.21 If the range is moving or a gas cooktop is going in, ask who will pull the gas piping permit and when the new pipe will be inspected.
Trading gas for induction, or adding a wall oven, can call for more electrical capacity. Richmond requires the installing electrician or a qualified representative to be on site to de-energize, open and close the equipment for inspections of a service change and of service equipment after the utility connection is made.22 Find out whether the panel has room before you order appliances.
A kitchen that works as you age
Cabinets that climb toward a prewar ceiling put the top shelves out of reach without a step stool, which is the very climb to avoid later on. More than one in four adults 65 and older fall each year.23 The National Institute on Aging suggests keeping frequently used pots, pans and utensils where they are easy to reach, and preparing food while seated to prevent fatigue or loss of balance.24
If you mean to stay for decades, mention it when you call, so drawer heights, lighting and a seated work spot can be planned in from the start. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.25

After you're connected
Before you sign or pay a deposit, look the company up yourself. Virginia's Department of Professional and Occupational Regulation advises hiring only licensed contractors, and its License Lookup shows a license's status and any past disciplinary actions.26 Richmond's homeowner permit guide suggests getting written estimates from more than two contractors, hiring only licensed contractors, putting the specific work and agreed start and finish dates in a written contract, and limiting the down payment.27 Check a Virginia license
Questions people ask
How much does a kitchen remodel cost in Richmond?
Richmond's 2024 Cost vs. Value page lists $25,9441 for a minor midrange kitchen, $76,6181 for a major midrange remodel and $151,8901 for an upscale major one. In a prewar city house, keep a cushion for wiring, water lines and floor framing that may need attention once the room is open.
Do I need a permit for a kitchen remodel in Richmond?
Not for every part of it. Under the Virginia Residential Code exemptions Richmond lists, replacing plumbing fixtures without altering the supply, drain or vent piping, replacing switches, outlets and light fixtures, and putting in new floor or wall finishes, cabinetry, trim, paint or wallpaper don't need a permit.12 In Richmond, electrical, mechanical, plumbing and gas piping work can't be included on a residential building permit; each trade needs its own permit application.12 Richmond's list of permit exemptions covers replacing mechanical appliances only when they are not fueled by gas or oil.13
Can a range hood vent through the wall of a house in a Richmond historic district?
It depends on where the duct comes out. In one of Richmond's Old and Historic Districts, exterior alterations visible from the public right of way need a certificate of appropriateness from the Commission of Architectural Review before a building permit is issued, and work that is normally exempt from a building permit may still need one.13 Ask the company to check the city's district map for your address and plan the duct route with that review in mind.
Should I worry about lead in an old Richmond kitchen?
Check both the paint and the pipes. EPA's lead renovation rule requires anyone paid to disturb painted surfaces in a home built before 1978 to be lead-safe certified, and the EPA says about three-quarters of U.S. homes built before 1978 still contain some lead-based paint.17 Richmond's Department of Public Utilities says its water contains no lead when it leaves the treatment plant, and that lead can reach tap water from lead service lines, lead solder and some brass fixtures; lead solder was banned in 1986 but may remain in older homes.11 Richmond's Department of Public Utilities has released an interactive map inventorying the material of water service lines; part of each line is owned by the city and part by the property owner.11
