Kitchen remodeling in Virginia Beach

In the 2025 Cost vs. Value report, a minor midrange kitchen remodel in Virginia Beach cost $27,1061, a bit under the $28,4582 national average. What matters most locally is when the houses went up: 59%3 of the city's homes were built from 1970 through 1999, so most jobs here update a kitchen from the city's late-century growth rather than a prewar one.

What kitchen jobs cost in Virginia Beach

Virginia Beach is one of the markets priced in the 2025 Cost vs. Value report, the newest edition, so the local figures and the national averages beside them come from the same year.

MeasureVirginia BeachU.S. average
Minor kitchen remodel, midrange, job cost$27,1061$28,4582
Major kitchen remodel, midrange, job cost$79,1451$82,7932
Major kitchen remodel, upscale, job cost$157,1621$164,1042

All three come in slightly under the national averages, by a similar margin. The spread between a minor refresh and a major remodel is far wider, so deciding whether the cabinet boxes stay is the bigger budget call.

When Virginia Beach was built

Census counts by decade show how much of Virginia Beach arrived in the 1970s and 1980s. The metro figures take in all of Hampton Roads for comparison.

MeasureVirginia Beach cityMetro
Homes built 1980–198927%318%3
Homes built 1970–199959%346%3
Homes built before 198040%344%3

A kitchen from these decades may still have boxed soffits over the wall cabinets, a resilient floor laid over the first one and its original supply lines. None of that is unusual, but each is worth a question before the price is set.

Kitchen spending next to home values

The Census puts the median Virginia Beach city home above the metro median.

MeasureVirginia Beach cityMetro
Median home value (owner-occupied)$382,5004$340,9004

A major midrange kitchen here, at $79,1451, is a sizable share of a $382,5004 home. The upscale version, at $157,1621, pays for custom cabinets, stone and commercial-grade cooking gear, so decide early whether the house and your plans for it justify that.

Pay for Hampton Roads kitchen trades

Cabinetmakers build the boxes, carpenters set them, and electricians and plumbers finish the hookups. Median hourly pay for each trade in the Virginia Beach metro, next to the national figure:

MeasureVirginia Beach metroUnited States
Cabinetmakers and bench carpenters, median hourly wage$22.86/hr5$22.44/hr5
Carpenters, median hourly wage$24.76/hr5$29.12/hr5
Electricians, median hourly wage$29.98/hr5$30.38/hr5
Plumbers, median hourly wage$29.75/hr5$30.67/hr5

Cabinetmakers are the one kitchen trade paid a little above the national median here. Carpenters, who do most of the installing, sit well below it, and electricians and plumbers a little below.

Coastal air and a kitchen

Norfolk International Airport, the nearest NOAA station, records muggy summer mornings and comparatively few freezing nights.

MeasureNorfolk International Airport
July morning relative humidity80%6
July afternoon relative humidity59%6
Days a year with a low at or below freezing41 days7

The EPA advises keeping indoor humidity below 60 percent, ideally between 30 and 50 percent, and running the bathroom fan or opening a window when showering.8 Cooking piles more moisture onto air that is already damp, so ask for a range hood that exhausts outside and plan to run it. The EPA suggests turning the range hood on whenever you cook, leaving it on for 10 to 20 minutes afterward, and cooking on the back burners when you can.9

Soft water at the new sink

Virginia Beach's tap water is surface water carried by pipeline from Lake Gaston to a Norfolk-owned reservoir and treated at Norfolk's Moores Bridges Water Treatment Plant.10 The city's water quality report gives this average hardness for 2025:

MeasureVirginia Beach public water
Water hardness, 2025 average56 mg/L10

The USGS classes water at 0 to 60 mg/L of hardness as soft.11 Scale is not much of a kitchen worry at that level, so if you put a filter under the new sink, choose it for taste or lead rather than hardness. Virginia Beach Public Utilities says its water has no lead when it leaves the treatment plant but can pick it up from a home's internal plumbing, and suggests using cold water for cooking and a filter carrying an NSF certification mark for lead removal.12

Permits

These are the City of Virginia Beach's rules; homes in Norfolk or Chesapeake go through those cities' own offices. Here the building permit and the trade permits are separate. New circuits, a service upgrade, a new or replaced gas line and new duct work for a range hood each carry their own permit, while setting a new range or oven calls for no mechanical permit. Gas work ends with an inspection and a release to Virginia Natural Gas before service is connected. The city's pages don't give a total fee or timeline for a typical kitchen, so ask the company to plan for both.

  • Virginia Beach requires a building permit to build or alter a home, including work that cuts away any wall, partition or part of the building or removes or cuts a structural beam.13
  • Virginia Beach requires an electrical permit to add circuits or to install, replace, extend or relocate electrical wiring.14
  • Virginia Beach requires a gas permit to install or replace any gas line, and new or replacement gas piping gets a pressure test and a final inspection.15
  • Virginia Beach does not require a mechanical permit for a residential range, oven, grill or dryer, or for like-for-like replacements.16
  • A new ventilation system or duct work in a Virginia Beach home needs a mechanical permit, but like-for-like replacements do not.17
  • Once a Virginia Beach inspector approves a gas line, at the pressure test or the final inspection, the city sends a release, and Virginia Natural Gas can then be contacted to schedule connection of gas service.15
  • A contractor applying for a Virginia Beach trade permit gives its Class A, B or C state registration number, and electrical, gas and mechanical applications need a registered master tradesman's signature; owners can also apply for their own work.18

Updating a 1970s or 1980s Virginia Beach kitchen

27%3 of Virginia Beach city homes date from the 1980s alone, and just 2%3 predate 1950. Those decades overlapped a revival of colonial taste in new houses. Colonial Revival taste climbed again in the 1950s, and during the 1970s colonial styles ruled the furniture and homebuilding industries.19

Before the old kitchen floor comes up, find out what is under it. The EPA lists vinyl floor tile, vinyl sheet backing and flooring adhesives among products that may contain asbestos, which is released mainly when the material is disturbed.20 The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.21 The city's alteration permit carries its own check. For a residential alteration permit, Virginia Beach asks for an asbestos exemption form with the owner's name and address, signed by the contractor's representative or by the owner doing the work.13

Solder is the plumbing question for a house finished before the mid-1980s. The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.22 Ask whether the lines feeding the new sink, dishwasher and refrigerator will be renewed or simply reconnected.

The EPA says a kitchen remodel may be a chance to seal electrical, plumbing and vent openings in walls that are opened, and that replacing cabinets can expose soffits that are otherwise hard to reach.23 Taking the soffits down also frees room for taller wall cabinets, but some soffits hide a duct or a pipe, so ask what is inside before you count on the space.

Gas lines, wiring and the drain

Virginia's Board of Housing and Community Development adopts the Uniform Statewide Building Code, basing it on nationally accepted model codes with as few amendments as possible, and each local government's building inspections department enforces it.24 The model rules for range hoods and countertop outlets on our kitchen remodeling page are the base Virginia starts from. The same code requires ground-fault (GFCI) protection on receptacles that serve kitchen countertop surfaces.25

Switching from electric to gas cooking changes the permit list. Virginia Beach requires a gas permit to install or replace any gas line, and new or replacement gas piping gets a pressure test and a final inspection.15 Once a Virginia Beach inspector approves a gas line, at the pressure test or the final inspection, the city sends a release, and Virginia Natural Gas can then be contacted to schedule connection of gas service.15 Going the other way, to induction, may call for more capacity at the panel instead. Virginia Beach also requires an electrical permit to change or upgrade electrical service, or to relocate or replace a panel box, including changing from a fuse panel to a breaker panel.26

Plan the new sink around how grease will be handled. Virginia Beach Public Utilities says fats, oils and grease poured down the drain cling to pipe walls and solidify, causing sewer blockages, backups and costly repairs.27 The city's utility calls it a myth that grease is fine down the drain if you use the garbage disposal, and suggests a sink strainer to catch food scraps for the trash instead of running the disposal.27 If you are deciding whether to keep a disposal at all, weigh that advice alongside the layout.

Planning the kitchen for later years

In a two-story house the kitchen sits on the main floor, which makes it one of the first rooms worth adapting for the long run. More than one in four adults 65 and older fall each year.28 The National Institute on Aging suggests keeping frequently used pots, pans and utensils where they are easy to reach, and preparing food while seated to prevent fatigue or loss of balance.29 Pull-out shelves in the base cabinets and a stretch of counter at seated height put that advice into practice.

Ask whether the company has remodeled kitchens for owners planning to stay through retirement, and what it changed for them. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.30

Virginia Beach trade permits list the contractor's state registration number, so you can match it against the state's records. Virginia's Board for Contractors licenses contracting businesses as Class A, B or C; the class sets the dollar value of jobs a firm may take on, and its classification or specialty sets the type of work it may do.31 Virginia's Department of Professional and Occupational Regulation advises hiring only licensed contractors, and its License Lookup shows a license's status and any past disciplinary actions.32 Check a Virginia license

Questions people ask

What does a kitchen remodel cost in Virginia Beach?

The 2025 Cost vs. Value report priced a minor midrange kitchen in Virginia Beach at $27,1061, a major midrange remodel at $79,1451 and an upscale major one at $157,1621. Whether you keep the cabinet boxes, move the range or switch fuels will move your own number most.

Do I need a permit to put in a gas range in Virginia Beach?

The range itself needs no mechanical permit, but the gas line is another matter. Virginia Beach does not require a mechanical permit for a residential range, oven, grill or dryer, or for like-for-like replacements.16 Virginia Beach requires a gas permit to install or replace any gas line, and new or replacement gas piping gets a pressure test and a final inspection.15

Should I keep the garbage disposal?

That is your call, but the city's utility is blunt about grease. The city's utility calls it a myth that grease is fine down the drain if you use the garbage disposal, and suggests a sink strainer to catch food scraps for the trash instead of running the disposal.27 Virginia Beach Public Utilities says fats, oils and grease poured down the drain cling to pipe walls and solidify, causing sewer blockages, backups and costly repairs.27

Does the coastal humidity change how a kitchen should be vented?

Morning humidity at Norfolk International Airport averages 80%6 in July, and cooking steam adds to it. The 2021 International Residential Code says a kitchen range exhaust must discharge outdoors through its own airtight duct with a backdraft damper, never into an attic, crawl space or other indoor area; listed ductless hoods are the exception.33 A new ventilation system or duct work in a Virginia Beach home needs a mechanical permit, but like-for-like replacements do not.17
