Accessible bathrooms in Dover
Cost vs. Value has no Delaware market, but in Philadelphia, the nearest one, a universal-design bathroom cost $45,7491 in the 2025 report, against $42,1832 nationally. The bigger local factor is who needs one: inside the City of Dover 31%3 of residents sixty-five and older have serious trouble walking or climbing stairs, and since most city homes are rented, many of them need a landlord's agreement before the bathroom can change.

What an accessible bath costs nearby
Cost vs. Value's universal-design job trades the tub for a curbless shower and widens the door. Philadelphia is the nearest market in its 2025 edition, so here is that job beside a standard bath and an added bathroom.
| Measure | Philadelphia | U.S. average |
|---|---|---|
| Universal-design bathroom remodel, job cost | $45,7491 | $42,1832 |
| Midrange bathroom remodel, job cost | $27,7671 | $26,1382 |
| Universal-design bathroom remodel, resale value | $25,9251 | $25,8122 |
| Universal-design bathroom remodel, cost recouped at resale | 57%1 | 61%2 |
| Bathroom addition, midrange, job cost | $63,1201 | $60,6454 |
Philadelphia buyers pay back a little over half of what the universal-design job costs, a smaller share than the national figure, so build it for the person who needs it now. Where the only full bath is upstairs, ask for a price on a first-floor bathroom addition as well.
Older owners and older renters
How many Kent County and Dover households are headed by someone sixty-five or older, split by whether they own or rent, from the Census Bureau's survey.
| Measure | Kent County | City of Dover |
|---|---|---|
| Owner-occupied homes headed by someone 65 or older | 33%56 | 38%56 |
| Owner-occupied homes headed by someone 75 or older | 14%56 | 16%56 |
| Renter-occupied homes headed by someone 65 or older | 21%56 | 22%56 |
Older owners make up a bigger share of homeowners inside the city than across the county. The renter row is nearly the same in both places, and those households can't change a bathroom without the owner.
Trouble with stairs, walking and bathing
The Census survey asks whether people have serious difficulty walking or climbing stairs and whether they have trouble bathing or dressing. These are the shares of older residents who said yes, not counting people who live in institutions such as nursing homes.
| Measure | Kent County | City of Dover |
|---|---|---|
| Residents 65 and older with difficulty walking or climbing stairs | 25%3 | 31%3 |
| Residents 75 and older with difficulty walking or climbing stairs | 31%3 | 38%3 |
| Residents 65 and older with difficulty bathing or dressing | 7%3 | 9%3 |
| Residents 75 and older with any disability | 45%3 | 50%3 |
Kent County counts 33,6263 residents sixty-five or older, 6,6143 of them in the city. Every measure here runs higher inside Dover, and difficulty with walking and stairs is the most common limit, which is what a shower with no curb, a seat and a well-placed grab bar address.
The houses and who owns them
Whether a bathroom can grow depends on the building around it. Shares of homes by type and by tenure for the county and the city:
| Measure | Kent County | City of Dover |
|---|---|---|
| Single-family detached houses | 65%7 | 40%7 |
| Mobile homes | 11%7 | 5%7 |
| Occupied homes rented by their occupants | 27%6 | 53%6 |
Most county homes are detached houses, where a bath can sometimes borrow space from a closet or bedroom. Mobile homes are a much larger share outside the city, and their floors and fixtures differ from a site-built house, so mention it on the call.
What the trades on this job earn here
Four trades usually share this job: plumbing for a lowered drain and a new valve, carpentry for blocking and a wider opening, electrical for switches and lights within reach, and tile for the floor and walls. Median hourly pay:
| Measure | Dover metro | United States |
|---|---|---|
| Plumbers, median hourly wage | $28.08/hr8 | $30.67/hr8 |
| Carpenters, median hourly wage | $25.07/hr8 | $29.12/hr8 |
| Electricians, median hourly wage | $29.21/hr8 | $30.38/hr8 |
| Tile and stone setters, median hourly wage | No published estimate8 | $26.77/hr8 |
The federal survey publishes no tile-setter wage for the Dover metro. The other three trades earn under the national median here, which leaves room for local bids to come in below Philadelphia's price.
Permits
Grab bars and a new floor are light work, but an accessible bath usually moves a drain, adds lighting or widens a doorway, and those steps need permits. Inside Dover city limits the plumbing and building permits come from the city's Department of Planning and Inspections; in unincorporated Kent County they come from the county's Inspections and Enforcement Division, and some towns issue their own. A homeowner who does their own electrical work gets that permit from the State of Delaware.
- City of Dover permit applications are filled out by a contractor licensed in the City of Dover, or by the homeowner or property owner with the contractor's information.9
- Dover's posted plumbing permit fee is $35 for the first five fixtures and $3 for each fixture after that, with water heaters and garbage disposals at $35 each.9
- Kent County's building permit law doesn't apply inside incorporated cities and towns that adopt and enforce their own building code and permit procedures.10
- In Kent County, a building permit is the formal permission to begin construction, demolition, an addition or a renovation, and applications are filed online through the MyGovernmentOnline website, with questions going to the county's Inspections and Enforcement Division.11
- Delaware requires a master plumber license to provide plumbing services, but a homeowner may do plumbing other than gas piping in a home they live in that isn't for sale or rent, after applying for a permit.12
- Delaware's homeowner electrical permit is needed for renovations and any work that requires a building permit, though generally not for replacement in kind; it lasts one year, and the plan must first be reviewed and stamped by a licensed Delaware inspection agency.13

Fitting the bath to a Kent County house
Houses built between 1990 and 2009 make up 38%14 of the county's stock, and in many two-story houses from those years the full baths are all upstairs, which makes the stairs part of the problem. Two plans are worth pricing side by side: rebuild the upstairs bath and add a rail or chair lift, or turn a first-floor powder room or laundry into a full bath.
A one-story ranch keeps the bedrooms and the bath on one level, so the work narrows to the doorway, the tub and the floor beneath it. Getting water to drain from a curbless shower means recessing or raising that floor, and the method differs over a crawl space and on a concrete slab; tell the company which one you have before it draws anything.
11%7 of Kent County's homes are mobile homes, against 5%7 inside the city. A manufactured home's floor framing and tub or shower unit are built differently from a site-built house's, so ask whether the company works on manufactured homes and how it would support a tiled shower floor.
If you rent in Dover
More than half of the city's occupied homes are rented (53%6), and 22%56 of Dover's renter households have a head of household sixty-five or older. Any change to the bathroom in a rented unit needs the owner's written approval, so settle with the landlord who applies for the permit and who pays.
For many older renters the change that matters most is small: grab bars, a hand shower and a non-slip floor. Ask the landlord for those first if a full rebuild is off the table.
Help paying for it in Kent County
Delaware's Division of Services for Aging and Adults with Physical Disabilities covers the cost of certain home modifications, such as a wheelchair ramp, handrails or grab bars and widened doorways, that make it safer to get in and out, move between rooms and use the bathroom or kitchen, when no other funding is available.15 The division's home modification support is for Delaware residents 18 or older with a permanent or long-term physical disability whose permanent home needs accessibility changes; funding is limited and given by need, and you start by calling the Delaware Aging and Disability Resource Center at 1-800-223-9074.15
Kent County's Community Development office gives low-to-moderate income homeowners grants to repair owner-occupied houses and manufactured housing, and homeowners get on its waiting list by sending in a referral form.16 Kent County's CDBG and HOME repair programs serve unincorporated Kent County and its municipalities except the City of Dover.16
Inside the city, repair help has come through Dover's own federal block grant money. In 2024 the City of Dover's CDBG money funded Milford Housing's emergency repair and homeowner rehabilitation programs, which made emergency home repairs and minor rehabilitation repairs on nine owner-occupied homes.17 Ask the city's planning office who runs that program now and whether accessibility work qualifies.
The VA's Home Improvements and Structural Alterations (HISA) benefit pays for medically necessary changes to a veteran's or servicemember's primary residence, including use of essential bathroom facilities such as roll-in showers and lowering sinks and counters.18 USDA's Section 504 Home Repair program lends to low- and very-low-income homeowners to repair, improve or modernize their homes, and gives grants to elderly very-low-income homeowners to remove health and safety hazards.19 Each program has its own forms and waiting time, so get the approval letter before you sign with a company.
Planning around falls
More than one in four adults 65 and older fall each year.20 The CDC says falling once doubles an older adult's chances of falling again.20 The bathroom is where wet floors, low seats and a tub edge come together, which is why it is usually the first room to change.
The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.21 If you have fallen, the NIA notes, your doctor might suggest that an occupational therapist, physical therapist or nurse visit your home to assess its safety and advise you about changes.22 When the company comes to measure, hand over the therapist's notes and say whether a walker, rollator or wheelchair has to make the turn through the door. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.23

I rent in Dover. Can my bathroom be made accessible?
Only with the owner's agreement. 53%6 of the city's homes are rented, so this is a common situation; ask the landlord in writing, and start with grab bars and a hand shower if a full rebuild isn't possible.
