Whole-home remodeling in Dover
Cost vs. Value doesn't price a whole house or any Delaware market, but in Philadelphia, its nearest market, a major midrange kitchen cost $81,1211 and a midrange bath $27,7671 in the 2025 report, so add up the rooms you plan to change for a rough floor. The bigger local factor is paperwork: inside Dover city limits the city asks for drawings sealed by a registered design professional on alterations and additions, and in a mapped Kent County flood zone a job that reaches half the building's value has to meet flood elevation rules.

Pricing the main pieces from Philadelphia
Cost vs. Value prices one project at a time and has no Delaware page in its 2025 edition. These are the Philadelphia jobs that most whole-house plans are assembled from, next to the national figures.
| Measure | Philadelphia | U.S. average |
|---|---|---|
| Major kitchen remodel, midrange, job cost | $81,1211 | $82,7932 |
| Midrange bathroom remodel, job cost | $27,7671 | $26,1382 |
| Bathroom addition, midrange, job cost | $63,1201 | $60,6453 |
| Primary suite addition, midrange, job cost | $170,4094 | $170,5175 |
| HVAC conversion (electrification), job cost | $20,5531 | $19,4846 |
Philadelphia runs above the national figure on the bath, the added bath and the heat pump, and lands close to it on the kitchen and the suite. Kent County tradespeople earn less than Philadelphia's, so use these as a ceiling to test written estimates against, and ask for the wiring, piping and wall changes that tie the rooms together on lines of their own.
How many rooms a house here has
Census Bureau counts of homes by number of bedrooms, for the county and for the capital at its center. On a whole-house job the room count drives the price as much as the finishes do.
| Measure | Kent County | City of Dover |
|---|---|---|
| Homes with three bedrooms | 49%7 | 35%7 |
| Homes with four or more bedrooms | 26%7 | 19%7 |
| Homes with one bedroom or none | 7%7 | 16%7 |
Three-bedroom homes are the most common size across the county, and homes with four or more bedrooms make up a larger share there than in the city. Inside Dover a much bigger slice of homes has one bedroom or none, so price the work room by room rather than from a neighbor's total.
What heats the house before you start
A whole-house renovation is often when the furnace or boiler gets replaced. The Census count of occupied homes by main heating fuel shows where Kent County houses start from.
| Measure | Kent County | City of Dover |
|---|---|---|
| Occupied homes heated with utility gas | 41%8 | 53%8 |
| Occupied homes heated with electricity | 34%8 | 36%8 |
| Occupied homes heated with bottled, tank or LP gas | 12%8 | 4%8 |
| Occupied homes heated with fuel oil or kerosene | 10%8 | 7%8 |
Utility gas heats about half of the city's homes. Out in the county propane is far more common and oil somewhat more common, so if a tank-fed furnace is coming out, have a heat pump priced at the same time, with Philadelphia's electrification job above as the nearest published figure.
Renovation budget against home value
What owner-occupied homes are worth, by the Census Bureau's median. A renovation that reaches every room can add up to a large slice of that.
| Measure | Kent County | City of Dover |
|---|---|---|
| Median home value (owner-occupied) | $316,6009 | $258,9009 |
Kent County's flood code measures the cost of the work against the structure's market value, so the lower a house's value, the sooner a big renovation reaches the substantial improvement line. If the lot is in a flood zone, ask how the permit office will value the structure before you settle the scope.
What the trades on a big job earn here
Carpenters stay on a whole-house job from demolition to trim, with electricians, plumbers and heating mechanics arriving at rough-in and again at the finish. Median hourly pay in the Dover metro, which is all of Kent County, and nationwide:
| Measure | Dover metro | United States |
|---|---|---|
| Carpenters, median hourly wage | $25.07/hr10 | $29.12/hr10 |
| Electricians, median hourly wage | $29.21/hr10 | $30.38/hr10 |
| Plumbers, median hourly wage | $28.08/hr10 | $30.67/hr10 |
| Heating, air conditioning and refrigeration mechanics, median hourly wage | $28.76/hr10 | $29.33/hr10 |
All four trades earn less here than the national median. Carpenters, who are on a renovation longest, trail by the widest margin, while heating mechanics come closest.
Permits
Start with the address. Inside Dover city limits, building and plumbing permits come from the city's Department of Planning and Inspections, which builds to its own amended residential code and asks for sealed drawings on alterations and additions. In unincorporated Kent County the Inspections and Enforcement Division reviews the job, and incorporated towns with their own building code run their own permits. Work in a mapped flood hazard area also needs a floodplain permit, and a homeowner doing their own wiring gets a state electrical permit. Ask the company which office it will file with and who will prepare the drawings.
- Kent County's building permit law doesn't apply inside incorporated cities and towns that adopt and enforce their own building code and permit procedures.11
- Kent County's list of work that needs a permit includes structural renovations and interior renovations such as gutting existing walls to the studs and replacing them, or turning a garage into living space.12
- Under Delaware law, Kent County issues building permits in the name of the building's owner, and won't issue one to a nonresident contractor until the county's Chief of Building Inspections is satisfied the contractor has met the state's nonresident contractor requirement.11
- The City of Dover has adopted the 2009 edition of the International Residential Code, with local amendments, to regulate the construction, alteration, repair and addition of houses and their building, mechanical, plumbing and electrical systems.13
- Dover's residential code amendments require construction documents for new construction, alterations, repairs, additions or modifications to be submitted in two sets, prepared, signed and sealed by a registered design professional under Delaware's licensing laws.13
- Kent County's floodplain code makes it unlawful to begin construction or other development in or touching a special flood hazard area without a county permit.14
- Delaware's homeowner electrical permit is needed for renovations and any work that requires a building permit, though generally not for replacement in kind; it lasts one year, and the plan must first be reviewed and stamped by a licensed Delaware inspection agency.15

Opening up a Kent County ranch or subdivision house
Whole-house jobs around Dover tend to start from one of two kinds of house. 32%16 of homes inside the city date from the 1960s and 1970s, the decades of the one-story ranch, and 55%16 of the county's homes went up in 1990 or later, many of them two-story subdivision houses.
Unless a lead-based paint inspection shows otherwise, the EPA says to treat paint in homes built before 1978 as if it contains lead.17 Beyond flooring, the EPA lists vermiculite attic and wall insulation, roofing and siding shingles, textured paint and patching compounds on walls and ceilings, and hot water and steam pipes wrapped in asbestos blanket or tape among the places asbestos may be found in a home.18 In a ranch from those decades, ask how the company tests painted trim, old floor tile and textured ceilings before demolition begins.
A newer house brings a different list: builder-grade windows, one heating zone for two floors, and upstairs baths and laundry sitting over finished ceilings. Ask what opening those floors means for the rooms underneath.
With floors and walls open, replacing old supply pipe back to where the water line enters the house costs far less than it will later. The City of Dover has completed a preliminary inventory of the material of its water service lines, and customers can look up their own address in it online.19
When a large renovation meets the flood rules
Small projects rarely reach the floodplain code; a renovation that touches every room can. Kent County's floodplain code makes it unlawful to begin construction or other development in or touching a special flood hazard area without a county permit.14 Under Kent County's floodplain code, work is a substantial improvement when its cost equals or exceeds 50 percent of the structure's market value before construction starts, and damage counts as substantial when restoring the structure would reach the same share.14
In Kent County flood Zones A, AE and AO, the lowest floor of a residential building, including any basement, must be elevated to 18 inches above the base flood elevation.14 Inside the city the residential code sets a similar line. Dover's residential code amendments require buildings in flood hazard areas outside Coastal A Zones to have their lowest floors at or above the base flood elevation plus 18 inches, or the design flood elevation if that is higher.13
The City of Dover is a participating community in the National Flood Insurance Program.20 Pull up your address on FEMA's flood map early, and ask the permit office how it will set the building's value against the price of the job.
Near Dover Air Force Base
Kent County's Airport Environs Zoning Overlay around Dover Air Force Base requires buildings constructed or placed in its noise zones to have acoustical treatment cutting outdoor-to-indoor noise by 25 to 40 decibels depending on the zone, certified by a Delaware-accredited architect or engineer.21 Kent County must tell permit applicants when a property is in the Airport Environs overlay and subject to overflights, noise and sound-attenuation rules, and the same notice language must appear in deeds and leases for affected land.21
The overlay's text speaks of buildings constructed or placed after it took effect and says nothing specific about additions to existing homes. If your lot is inside it and the plan adds rooms, ask the county's planning staff whether the sound standard applies before the drawings are finished; inside city limits, ask the city.
Slabs, crawl spaces and radon
EPA's Map of Radon Zones places New Castle County in Zone 2, moderate potential, while Kent and Sussex counties to the south are in Zone 3.22 On EPA's radon zone map for Delaware, Zone 3 counties have a predicted average indoor radon screening level below 2 pCi/L, and the EPA says all homes should be tested regardless of zone.23 Delaware's Division of Public Health offers Delaware residents a free radon test kit through its Radon Office, and notes that radon levels can differ between neighboring homes, so each home has to be tested.24
A low-potential zone is not a clean result for your house. If the plan seals a crawl space, adds rooms on a slab or changes the heating system, test before the work and again after it. The EPA's guidance is to fix your home if radon tests at 4 picocuries per liter or higher, and to consider fixing it between 2 and 4.25
Living in the house while it changes
For very dusty work such as demolition, the EPA describes isolating the work area: sealing it off with no direct access to the occupied rooms, with workers using a separate entrance until cleanup is done.17 The EPA advises keeping occupants, especially children, away from the work area during a remodel and cleaning up the site before they return.17
Dover's weather station averages 25 days26 days a year that reach ninety degrees, so a summer job that swaps ductwork or the heat pump can leave the house without cooling for a stretch. Ask how many days, and whether one bathroom will stay working the whole time.
Building in the later years now
33%2728 of Kent County's owner households are headed by someone sixty-five or older, and a whole-house job may be the last large renovation before those owners need a bedroom and bath on the main floor. More than one in four adults 65 and older fall each year.29
While the walls are open, ask for blocking behind future grab bars and a bathroom door wide enough for a walker. In a two-story house, price a first-floor bath as well; a midrange bathroom addition cost $63,1201 in Philadelphia in the 2025 report. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.30

Questions people ask
How much does a whole-house remodel cost around Dover?
Nobody publishes a whole-house price for Kent County, so build one from the rooms. Cost vs. Value's 2025 Philadelphia figures, the closest available, are $81,1211 for a major midrange kitchen and $170,4094 for a midrange primary suite addition; add the wiring, plumbing and heating that connect them.
Do I need professional drawings for a renovation in Dover?
Inside city limits, plan on it. Dover's residential code amendments require construction documents for new construction, alterations, repairs, additions or modifications to be submitted in two sets, prepared, signed and sealed by a registered design professional under Delaware's licensing laws.13 In unincorporated Kent County, ask what the county wants for your scope when you apply. In Kent County, a building permit is the formal permission to begin construction, demolition, an addition or a renovation, and applications are filed online through the MyGovernmentOnline website, with questions going to the county's Inspections and Enforcement Division.32
Can a renovation trigger flood rules in Kent County?
Yes, if the house is in a mapped flood hazard area. Under Kent County's floodplain code, work is a substantial improvement when its cost equals or exceeds 50 percent of the structure's market value before construction starts, and damage counts as substantial when restoring the structure would reach the same share.14 In Kent County flood Zones A, AE and AO, the lowest floor of a residential building, including any basement, must be elevated to 18 inches above the base flood elevation.14
