Whole-home remodeling in Hagerstown

Cost vs. Value doesn't price a whole house, but in York, Pennsylvania, the nearest market it covers, a major midrange kitchen cost $80,4631, a midrange bath $23,5991 and a midrange bathroom addition $55,1491 in 2025. The bigger local factor is the house itself: 32%2 of homes in Hagerstown city were built before 1940, so a job that opens every room meets wiring, pipes and paint of that age all at once.

Room prices in the nearest surveyed market

A whole-house plan is a bundle of single projects. Here are three that usually anchor one, as priced for York, Pennsylvania, in the 2025 Cost vs. Value report, next to the national figures from the same edition.

MeasureYork, PAU.S. average
Major kitchen remodel, midrange, job cost$80,4631$82,7933
Midrange bathroom remodel, job cost$23,5991$26,1383
Bathroom addition, midrange, job cost$55,1491$60,6454

Each York figure sits a little under the national one. None of them includes a new electrical service, a replaced drain stack or a heating change, and in a house that predates the war those shared systems often decide the final bill.

Which decades built the houses

Census year-built counts for the city and the county around it. The city is mostly prewar; the county kept building through the nineties and the two-thousands.

MeasureCity of HagerstownWashington County
Homes built before 194032%219%2
Homes built before 198067%257%2
Homes built 1990 to 200919%226%2

Harvard's Joint Center for Housing Studies found that in 2023, average per-owner improvement spending on homes built before 1980 was 24 percent higher than on homes built since 2010.5 A gut renovation of a city house belongs at the far end of that range, so write a contingency line into the contract before the plaster comes down.

Attached and freestanding houses

How many homes are built against a neighbor's wall, and how many stand on their own lot, by the Census count:

MeasureCity of HagerstownWashington County
One-unit attached homes, such as rowhouses30%615%6
One-unit detached houses33%663%6

In an attached city house, new ducts, vent stacks and service wiring have to run front to back or straight up, because a shared side wall is off limits. A detached county house usually leaves room for an exterior chase or a new utility closet.

How the budget compares with home values

When several rooms are redone at once, the bill can approach a real share of what the house is worth. Census medians for owner-occupied homes:

MeasureCity of HagerstownWashington County
Median home value (owner-occupied)$224,5007$296,1007

A major kitchen plus a bath at the York prices above already reaches a large share of the median city home's value. If a sale is a few years off, ask a local appraiser what the finished house could fetch before you commit to every room.

Wages for the trades that stay longest

Carpenters are on a whole-house job from demolition to trim; electricians and plumbers come back at rough-in and again at finish. Median hourly wages in the Hagerstown-Martinsburg metro and the nation:

MeasureHagerstown metroUnited States
Carpenters, median hourly wage$27.21/hr8$29.12/hr8
Electricians, median hourly wage$29.96/hr8$30.38/hr8
Plumbers, median hourly wage$26.50/hr8$30.67/hr8

Carpenters and plumbers here earn below the national median. On a job measured in months, though, how steadily the crew shows up moves the cost more than the hourly rate, so ask how many projects the company runs at once.

Heating and cooling loads in the valley

A whole-house job is often when the heating and cooling get replaced. NOAA's normals at Hagerstown's airport, beside BWI's:

MeasureHagerstown airportBWI Airport
Days a year when the high stays at or below freezing19 days911 days9
Days a year with a high of 90°F or more24 days934 days9

Hagerstown sees more all-day-freezing stretches than BWI, so size a heat pump or furnace for the cold end and insulate the walls while they're open rather than after the drywall is up.

Permits

Which office reviews the job depends on the address: inside Hagerstown city limits it is the city's permit office at City Hall, and everywhere else in Washington County it is the county's Division of Permits and Inspections. A whole-house renovation that moves walls or changes the floor plan needs drawings on either side of the line, each trade pulls its own permit, and in one of the city's historic districts the outside of the house goes to the Historic District Commission first.

  • Washington County's Division of Permits and Inspections does not process permits for properties inside Hagerstown city limits.10
  • Hagerstown's building permit list includes renovations involving structural changes, fire-rated construction or changes in floor plans.11
  • A Hagerstown building permit application should include a plot plan and two paper and two electronic copies of construction drawings, drawn to at least quarter-inch-to-the-foot scale on sheets at least 24 by 36 inches.11
  • In a Hagerstown historic district, all exterior improvements to a building, including fences, must be approved by the Historic District Commission before a permit can be released; applications for its review are free.12
  • The City of Hagerstown says trade permits are issued in one to two business days once the information on file is up to date, and building permits usually about two to three weeks after a complete application, longer if the application is incomplete or the project is complex.13
  • Washington County requires building permits for the construction, alteration, repair, addition and removal of structures.14
  • In Washington County, master electricians and master plumbers file the trade permits, which are not issued until the building permit is; a homeowner may apply for mechanical work in a primary residence, but not for gas piping or electrical connections.14

Opening up a prewar Hagerstown house

The City of Hagerstown describes the neighborhoods around its downtown as rowhouse and mansion districts built for boom-era workers and managers, with two-story pre-Civil War houses of early German settlers scattered throughout.15 Houses from those decades have usually been rewired and replumbed in pieces, so a full renovation is often the first time anyone sees all of the old work at once.

Unless a lead-based paint inspection shows otherwise, the EPA says to treat paint in homes built before 1978 as if it contains lead.16 For homes built before 1978, the EPA advises hiring contractors who use only lead-safe certified renovators.17 When trim, plaster and windows are coming out on every floor, ask how dust is kept out of the rooms you're still using and how the site is cleaned at the end of each day.

The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.18 The City of Hagerstown's online service line inventory map lets customers search their address to see the material of the water service line on their property; a status of Unknown means the material is still being verified.19 With the walls open, replacing old supply pipe all the way to the meter costs far less than it will after the new plaster is painted.

Beyond flooring, the EPA lists vermiculite attic and wall insulation, roofing and siding shingles, textured paint and patching compounds on walls and ceilings, and hot water and steam pipes wrapped in asbestos blanket or tape among the places asbestos may be found in a home.20 Get suspect materials tested before demolition is scheduled, not after a crew has started pulling them out.

Historic districts and tax credits

Hagerstown has four local historic districts: City Center, Oak Hill, Potomac-Broadway and South Prospect Street.15 The City of Hagerstown says local historic district or landmark designation requires the Historic District Commission to review all exterior improvements and makes owners eligible for county real property tax credits for restoring historic structures, for projects that meet the Secretary of the Interior's Standards for Rehabilitation.21

Review covers the outside only, so a new kitchen or rewired bedrooms won't go before the commission, but replacement windows, a new rear door or a rebuilt porch will. In a Hagerstown historic district, all exterior improvements to a building, including fences, must be approved by the Historic District Commission before a permit can be released; applications for its review are free.12

Maryland has its own credit for owner-occupied historic houses. Maryland's Homeowner Tax Credit can return 20% of eligible rehabilitation costs, capped at $50,000 in a 24-month period, on an owner-occupied house that is a certified historic structure; plumbing work and restoring interior finishes can qualify, but work that is primarily remodeling usually does not.22 The Maryland Historical Trust must approve the work before it begins; work started before review won't qualify and can put the credit for the whole project at risk.22

Outside the city, the county runs a separate program. Washington County's historic tax credit is 25 percent of qualifying rehabilitation costs, such as roof, chimney, window, masonry repointing and structural repairs, for properties in the county's qualifying historic areas; the application must be submitted before work starts, and unused credit carries forward up to 5 years.23 Whichever applies, the paperwork has to come before the demolition, so put the application on the schedule ahead of the first crew.

What a permitted renovation adds

Pulling permits for a big job brings some upgrades along with it. When alterations, repairs or additions that need a permit are made, the 2021 International Residential Code requires the home to have smoke alarms where a new house would, including in each bedroom, outside each sleeping area and on every story; exterior-only work and plumbing or mechanical work are exempt.24 When branch-circuit wiring is modified, replaced or extended in kitchens, family rooms, dining rooms, living rooms, bedrooms, hallways, laundry areas and similar rooms, the 2021 International Residential Code requires arc-fault (AFCI) protection for that circuit, unless the extension is no more than 6 feet long and adds no outlets or devices.25

The code's required inspections include the foundation, the rough-in of plumbing, mechanical, gas and electrical systems, framing and masonry, and a final inspection.26 Once a Hagerstown permit is issued and the work needing inspection is done, contractors request the inspection through the city's online inspection portal.11 The City of Hagerstown has adopted the 2021 International Building and Residential Codes and the 2021 International Plumbing Code, each with local amendments.27 Washington County adopted the 2021 International Building, Residential, Energy and Existing Building codes with local amendments on February 27, 2024, effective July 1, 2024.28 Find out early whose local amendments govern your address, since the two offices adopted the same code editions with their own changes.

Living there while it happens

In a narrow city house with one stair and one bath, staying through the work takes a plan. Ask for a schedule that keeps one bathroom and a sink in service until their replacements work.

For very dusty work such as demolition, the EPA describes isolating the work area: sealing it off with no direct access to the occupied rooms, with workers using a separate entrance until cleanup is done.16 In a house with no second way through, demolition weeks are usually the time to stay elsewhere. After paint, finishes or new flooring go in, the EPA's typical recommendation is maximum ventilation during installation and for at least 72 hours afterward.16

Financing a large renovation

Some owners roll the work into a mortgage. The Standard 203(k) mortgage covers major rehabilitation, including structural additions; the work must cost at least $5,000, the property must stay within the FHA mortgage limit for the area, and a HUD-approved 203(k) consultant prepares the work write-up and cost estimate.29 Under a 203(k) loan the contractor gets the permits before work starts, and money is released in stages after the 203(k) consultant inspects and certifies each phase, by two-party check to the borrower and the contractor.29

Smaller jobs have their own version. HUD's Limited 203(k) mortgage lets homebuyers and homeowners finance up to $75,000 into their mortgage for repairs, improvements, minor remodeling and non-structural work.29 Either way, the lender's inspections set the pace of payments, so ask whether the company has worked under a draw schedule before.

Planning for the years ahead

More than one in four adults 65 and older fall each year.30 With the walls already open, it costs little to set blocking where grab bars may go, widen a bathroom door and light both ends of the stairs.

If a first-floor bedroom and bath could be needed someday, ask for that layout to be priced now. The Maryland Department of Aging lists the Washington County Commission on Aging, at 535 E. Franklin Street in Hagerstown, as the county's Area Agency on Aging.31 NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.32

Questions people ask

How much does a whole-house renovation cost in Hagerstown?

No source publishes one figure. Build it from rooms: in York, Pennsylvania, the closest Cost vs. Value market, a major midrange kitchen cost $80,4631 and a midrange bath $23,5991 in 2025. Then add the wiring, plumbing and heating that tie them together, which older city houses often need replaced.

Do I need permits to renovate my whole house?

Yes, on either side of the city line. The City of Hagerstown requires permits for new buildings, additions, decks, porch enclosures, retaining walls, signs and renovations, and for all electrical, plumbing and mechanical work.13 Washington County requires building permits for the construction, alteration, repair, addition and removal of structures.14

My house is in a Hagerstown historic district. What changes?

Work on the outside needs the commission's approval before the city releases the permit, and the designation can open doors to tax credits. The City of Hagerstown says local historic district or landmark designation requires the Historic District Commission to review all exterior improvements and makes owners eligible for county real property tax credits for restoring historic structures, for projects that meet the Secretary of the Interior's Standards for Rehabilitation.21
