Whole-home remodeling in Westchester

Cost vs. Value prices single rooms rather than whole houses; its 2025 New York market, the closest one to Westchester, lists a major midrange kitchen at $90,2521, a midrange bath at $30,3761 and a finished basement at $61,4171. The local factor is the age of the house and where it sits: 52%2 of the county's homes went up before 1960, and on the Sound Shore a village such as Mamaroneck adds up a decade of improvements when it decides whether flood rules apply.

What each room costs in the New York market

Cost vs. Value has no Westchester page. Its New York market sits in the same metro, so these are the jobs a gut renovation usually strings together, priced there for the 2025 report beside the national figure.

MeasureNew York marketU.S. average
Major midrange kitchen remodel, job cost$90,2521$82,7933
Midrange bathroom remodel, job cost$30,3761$26,1383
Basement remodel, job cost$61,4171$52,0123
HVAC conversion (electrification), job cost$23,7691$19,4844

Every row runs above the national survey. Ask for the kitchen, each bath, the lower level and the heating work as separate priced lines, so the project can stop at a sensible point if the walls turn up something expensive.

Prewar houses and postwar subdivisions

Year-built counts for the county beside the state as a whole. Westchester's prewar share is close to New York's, but more of its homes date from before 1980.

MeasureWestchester CountyNew York State

Homes built before 196052%252%2
Homes built before 198076%274%2

A Tudor or center-hall colonial from the twenties and a split-level from the sixties hide different things, from knob-and-tube wiring to early copper and asbestos tape on heating pipes. Put allowances for both in the contract.

Big houses mean more rooms to redo

Census bedroom counts cover every home, rented or owned. Westchester has a larger share of four-bedroom-plus homes than the state.

MeasureWestchester CountyNew York State
Homes with four or more bedrooms24%5618%56

Each extra bedroom adds wiring, heat and finish work. Decide early which upstairs rooms are part of this round and which can wait for a second phase.

Oil still heats much of the county

Census heating fuel shows what a renovation inherits. Utility gas leads in Westchester, but fuel oil heats a far bigger share of homes here than statewide.

MeasureWestchester CountyNew York State
Occupied homes heated with fuel oil or kerosene28%716%7
Occupied homes heated with utility gas52%759%7
Occupied homes heated with electricity14%715%7

An oil tank in the basement or buried by the drive is part of the decision. If the house is switching to a heat pump, Cost vs. Value's New York market put that conversion at $23,7691, and doing it during a gut job saves reopening walls for new lines.

The house the renovation is measured against

The Census Bureau's median for owner-occupied homes puts Westchester well above New York State.

MeasureWestchester CountyNew York State
Median value of owner-occupied homes$663,2008$423,8008

Against a county median of $663,2008, a kitchen, two baths and a basement are a modest share of the house. Near the Sound, though, the building's market value also sets the line for flood review, so get the appraisal right.

Trade wages behind a full renovation

BLS publishes no separate May 2025 table for the White Plains division, so these are medians for the New York–Newark–Jersey City metro.

MeasureNew York metroUnited States
Carpenters, median hourly wage$35.72/hr9$29.12/hr9
Electricians, median hourly wage$37.99/hr9$30.38/hr9
Plumbers, median hourly wage$37.79/hr9$30.67/hr9

Carpenters are on site most days of a whole-house job; plumbers and electricians, who need a county license here, come back for rough-in and finish. Bundling the rough work for every room into one visit saves those return trips.

Permits

Westchester has no county building department, so the permit comes from your city, town or village, each applying New York's Uniform Code with its own procedures. Unincorporated Greenburgh requires a permit for any alteration but exempts finish work, Irvington wants licensed drawings once a kitchen or bath remodel moves walls, windows or doors, and plumbing permits go to county-licensed plumbers. In a mapped flood zone the building inspector also acts as floodplain administrator.

  • In unincorporated Greenburgh, a building permit from the Building Inspector is required before any work that must meet the state Uniform Code or Energy Code, including alterations and improvements.10
  • Greenburgh exempts painting, wallpapering, tiling, carpeting and similar finish work from its building permit requirement, though exempt work must still meet the Uniform Code.10
  • Irvington requires drawings by a licensed professional when a bathroom or kitchen remodel removes or builds walls, windows or doors.11
  • In Greenburgh, new plumbing work and repairs of old plumbing need a permit, and the permit can be issued only to a plumber licensed by Westchester County.12
  • In Greenburgh, permitted work must stay accessible and exposed until the Building Inspector has inspected and accepted it, and inspections include rough-in of building systems and a final.10
  • Floodplain management in New York is run locally: work in a FEMA special flood hazard area needs a floodplain development permit from the municipality, whose designated floodplain administrator is usually the building inspector.13

Before you hire

New York has no statewide contractor license, so check the city or county home improvement license where one is required, and make sure any job over $50029 comes with the written contract state law calls for.

What an older Westchester house hides

28%2 of the county's homes predate 1940. Behind plaster on wood lath, a gut renovation of one of those houses usually finds a mix of original and updated wiring, steel or brass supply pipe, and heating pipes wrapped in old insulation. The EPA notes that lead can collect inside galvanized pipe and later reach drinking water, and that solder made before 1986 contained high levels of lead.14

Unless a lead-based paint inspection shows otherwise, the EPA says to treat paint in homes built before 1978 as if it contains lead.15 For homes built before 1978, the EPA advises hiring contractors who use only lead-safe certified renovators.16 When demolition moves through the whole house, every room needs dust containment, not just the kitchen.

Beyond flooring, the EPA lists vermiculite attic and wall insulation, roofing and siding shingles, textured paint and patching compounds on walls and ceilings, and hot water and steam pipes wrapped in asbestos blanket or tape among the places asbestos may be found in a home.17 The EPA advises having an accredited asbestos professional inspect before a remodel that could disturb suspect materials, and not sanding or power-stripping suspect flooring yourself.18

Along the Sound and the Mamaroneck River

In New York, a building that is substantially improved, meaning the work is valued at more than half of the structure's market value, falls under the same floodplain development rules as new construction.13 The Village of Mamaroneck counts substantial improvement cumulatively, adding up improvements over ten years against the 50 percent of market value that brings a building under its flood rules.19 A kitchen this year and a basement in a few years can add up to that line, so keep every permit and invoice.

In Mamaroneck's A flood zones, the lowest floor of a home must sit at least two feet above the base flood elevation, and enclosed areas below grade on all sides count as basements and are not permitted.19 Harrison's flood law also treats a house as substantially damaged when flooding has damaged it twice in ten years and each repair cost at least 25 percent of its market value.20 If your house has flooded before, ask the building department what the past repairs count for before you price the new work.

The codes behind the permit

These are the national model code's provisions; your municipality applies New York's edition. When alterations, repairs or additions that need a permit are made, the 2021 International Residential Code requires the home to have smoke alarms where a new house would, including in each bedroom, outside each sleeping area and on every story; exterior-only work and plumbing or mechanical work are exempt.21 When branch-circuit wiring is modified, replaced or extended in kitchens, family rooms, dining rooms, living rooms, bedrooms, hallways, laundry areas and similar rooms, the 2021 International Residential Code requires arc-fault (AFCI) protection for that circuit, unless the extension is no more than 6 feet long and adds no outlets or devices.22

Irvington requires drawings by a licensed professional when a bathroom or kitchen remodel removes or builds walls, windows or doors.11 Opening up a center hall or taking down a bearing wall to join kitchen and dining room is that kind of change.

Living in the house while it changes

For very dusty work such as demolition, the EPA describes isolating the work area: sealing it off with no direct access to the occupied rooms, with workers using a separate entrance until cleanup is done.15 In a three-story colonial it can be done by finishing one floor at a time, as long as a working bath stays on the floor you're living on.

A simple dust barrier, the EPA says, is 6-mil plastic sheeting taped over doors and other openings, with sheeting also taped over the room's heating, cooling or ventilation registers so dust doesn't spread or get into the ducts.15 Old forced-air ducts carry dust from room to room, which is why the sheeting goes over the registers too.

Planning for later years

More than one in four adults 65 and older fall each year.23 34%24 of the county's owner-occupied homes are headed by someone sixty-five or older. While the walls are open, a ground-floor full bath and blocking for grab bars cost far less than they will later. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.25

What happens when you call

The number on this page connects you, on a recorded line, with one independent company that handles whole-home remodels in the Westchester area. Which rooms come first, the schedule and the price are worked out between you and that company.

That company pays us for the call. You pay us nothing, and we won't call or text you afterward. How we make money

After you're connected

Check the company yourself before you sign. Westchester County's Department of Consumer Protection licenses home improvement contractors and requires plumbers and electricians to hold a county trade license to work in the county.26 Westchester County tells consumers to ask plumbers and electricians to show their county license card, which shows when the license expires, or to search the county's online list of licensed tradespeople.27 Check a New York license

If a New York home improvement contract has progress payments, it must list each payment in dollars and cents and the stage of work it pays for, and each payment must bear a reasonable relationship to the work done, materials bought or expenses owed at that point.28 On a job this long, tie each payment to an inspection passed or a room finished.

Questions people ask

What does a whole-house renovation cost in Westchester?

Add it up room by room. The 2025 New York figures that Westchester borrows run $90,2521 for a major midrange kitchen and $30,3761 per midrange bath, and an older house adds wiring, piping and heating work between the rooms that no survey prices.

Should I replace my oil boiler during the renovation?

It's the cheapest time to decide, because the walls and floors are already open. 28%7 of Westchester homes still heat with oil, and the New York market priced a heat pump conversion at $23,7691.

Can a renovation in Mamaroneck trigger flood rules?

Yes, and earlier work counts. The Village of Mamaroneck counts substantial improvement cumulatively, adding up improvements over ten years against the 50 percent of market value that brings a building under its flood rules.19
