Rental conversions in Virginia Beach

The 2025 Cost vs. Value report priced a new detached accessory unit at $153,5571 in Virginia Beach; we found no local price for converting a garage or spare rooms, which usually costs less because the shell already exists. The bigger local question is what the city lets you rent: its flex suite is reserved for older or disabled relatives, and whole-house short-term rentals are limited to a few defined areas.

How much of Virginia Beach rents

Census counts of occupied homes by owner or renter. The metro column includes Norfolk, Chesapeake, Portsmouth and the Peninsula.

MeasureVirginia Beach cityMetro
Homes occupied by renters35%237%2
Renter-occupied housing units62,6862258,7132

Virginia Beach rents a little less than the metro as a whole, but renters still occupy 35%2 of its homes, so a well-finished unit has a deep pool of tenants.

What a unit rents for

Census median gross rent, which counts rent plus the utilities a tenant pays.

MeasureVirginia Beach cityMetro
Median gross rent, per month$1,7143$1,4783

City rents run well above the metro median. A new unit will usually rent for more than the median, which mixes in older and smaller apartments.

The one accessory-unit price for this market

Cost vs. Value prices only a new, detached one-bedroom cottage, not a conversion. Its 2025 Virginia Beach figures:

MeasureVirginia BeachU.S. average
Accessory dwelling unit (new detached build), job cost$153,5571$166,4064
Accessory dwelling unit (new detached build), resale value$72,4341$68,6564
Accessory dwelling unit (new detached build), cost recouped at resale47%141%1

Building from scratch here costs less than nationally and recovers more at sale, though still under half the cost. A garage or room conversion skips the foundation and roof, so this figure works as an upper bound.

The house behind the investment

Census median value of owner-occupied homes:

MeasureVirginia Beach cityMetro
Median home value (owner-occupied)$382,5005$340,9005

Set the rent you expect against what the unit costs to build and what the house is already worth, and remember that resale value and rental income are separate returns.

Permits

These rules come from Virginia Beach's own Permits & Inspections, Zoning and short-term rental pages. Turning a garage into living space needs a building permit, and the city's flex suite is a zoning permit for relatives, not a rental. Renting a whole house by the night is a separate track with its own annual zoning permit, and a lease in an Oceana noise zone carries a disclosure duty.

  • Virginia Beach lists converting garage space or a screened-in porch to living space among the change-of-use alterations that need a building permit.6
  • Virginia Beach requires a building permit to build or alter a home, including work that cuts away any wall, partition or part of the building or removes or cuts a structural beam.7
  • Virginia Beach allows a flex suite only inside a single-family dwelling where single-family homes are a permitted use, and the owner certifies it will be occupied only by the people named on the application, who must be at least 62 or disabled.8
  • Virginia Beach defines a short-term rental as an entire dwelling rented for less than 30 consecutive days; renting rooms in the home you live in is a home share, which needs registration with the Commissioner of the Revenue but no zoning permit.9
  • Every Virginia Beach short-term rental address needs a zoning permit that is renewed each year, at a $500 fee.9
  • Anyone selling or leasing residential property in a Virginia Beach AICUZ noise zone or accident potential zone must disclose it in writing to prospective buyers or tenants, and the disclosure must appear in every sales contract and lease.10
  • A contractor applying for a Virginia Beach trade permit gives its Class A, B or C state registration number, and electrical, gas and mechanical applications need a registered master tradesman's signature; owners can also apply for their own work.11

What Virginia Beach lets you rent

The add-on unit the city's zoning already names isn't a rental at all. Virginia Beach allows a flex suite only inside a single-family dwelling where single-family homes are a permitted use, and the owner certifies it will be occupied only by the people named on the application, who must be at least 62 or disabled.8 The owner of record must live in the house that contains the flex suite, and the permit is valid for two years at a time, renewable under Section 507 of the zoning ordinance.8 If you want a tenant rather than a relative, a flex suite is the wrong permit.

Virginia's new ADU law could change the picture, but not right away. A Virginia law enacted in 2026 and taking effect July 1, 2027 makes ADUs a permitted accessory use in single-family zoning districts, though it does not apply to localities that adopted an ADU ordinance before January 1, 2026.12 Whether the city's existing flex suite rules count as an earlier ADU ordinance is a question for Virginia Beach Zoning Administration, so ask before you plan around the state law.

Even where the state law applies, local conditions survive it. Under Virginia's ADU law, an owner first gets an ADU permit from the locality, which may charge up to $500 and may still require the unit to meet building codes, flood zone and stormwater rules, and Air Installations Compatible Use Zone restrictions.12 In this city that means flood zones and the Oceana noise and accident zones still shape where a unit can go.

Converting a garage or porch

With few basements in Virginia Beach, the attached garage is the usual space to convert. Virginia Beach lists converting garage space or a screened-in porch to living space among the change-of-use alterations that need a building permit.6 Expect framing, insulation and final inspections, plus trade permits for the new wiring, plumbing and heating.

Check the floor height before anything else. A garage slab often sits lower than the house, and in a mapped flood zone a room built at that level may not meet the city's elevation rules. Virginia Beach requires new or improved homes in a Special Flood Hazard Area to be elevated so the lowest floor sits above the base flood elevation on the FEMA flood map, plus freeboard that varies by flood zone and location in the city.13

Short-term rentals are their own track

Virginia Beach defines a short-term rental as an entire dwelling rented for less than 30 consecutive days; renting rooms in the home you live in is a home share, which needs registration with the Commissioner of the Revenue but no zoning permit.9 The city's short-term rental page lists three routes for a whole-house rental: grandfathered rentals registered before July 1, 2018, properties in the Sandbridge Special Service District, and properties in the Oceanfront Resort STR Overlay District, where a new rental first needs a conditional use permit.9

Where a rental is allowed, the paperwork repeats every year. Every Virginia Beach short-term rental address needs a zoning permit that is renewed each year, at a $500 fee.9 A Virginia Beach short-term rental needs at least one off-street parking space per bedroom, each 9 by 18 feet; new parking surfaces must be permeable and on-street parking can't count.9 A Virginia Beach short-term rental must carry at least $1 million in liability coverage, file a life safety inspection report with the first application (valid five years) and submit a structural safety report every three years.9

Becoming a landlord here

Living near Naval Air Station Oceana adds a step to every lease. Anyone selling or leasing residential property in a Virginia Beach AICUZ noise zone or accident potential zone must disclose it in writing to prospective buyers or tenants, and the disclosure must appear in every sales contract and lease.10

If the house predates 1978, lead rules follow the rental. Before a renter signs a lease for most pre-1978 housing, federal law requires the landlord to disclose known lead-based paint and hazards, share available records, hand over EPA's Protect Your Family From Lead pamphlet and include a Lead Warning Statement.14 EPA's lead renovation rule generally doesn't cover homeowners working on their own pre-1978 homes, but it does apply if you rent out all or part of your home.15 Only 40%16 of the city's homes were built before 1980, so many owners here won't face this, but check the year on your deed.

A unit inside the house needs its own smoke alarms. The 2021 IRC requires smoke alarms in each sleeping room, outside each separate sleeping area and on every story including basements, interconnected within each dwelling unit so that one sounding sets off all of them.17

Building the space for a parent instead

If the new room is for a parent rather than a tenant, the flex suite rules fit. A Virginia Beach flex suite may take up to 30% of the house's total floor area or 500 square feet, whichever is greater.8 Put in a level entry, a wide door and a curbless shower now; adding them later costs more than building them in.

What happens when you call

The number on this page reaches one independent company that handles rental conversions in the Virginia Beach area; the call is recorded when it connects. That company pays us for the call, you pay us nothing, and we never call or text you. How we make money

Explain which space you want to convert, who will live there and whether the house is in a flood zone, and ask what permits and price they'd expect.

After you're connected

Check the company's license before you sign. Virginia's Department of Professional and Occupational Regulation advises hiring only licensed contractors, and its License Lookup shows a license's status and any past disciplinary actions.18 Check a Virginia license

Ask who will apply for the building and trade permits and keep copies; you'll want them when the unit is inspected or the house is sold.

Questions people ask

Can I add a rental apartment to my Virginia Beach house?

Not through a flex suite, which the city reserves for relatives. Virginia Beach allows a flex suite only inside a single-family dwelling where single-family homes are a permitted use, and the owner certifies it will be occupied only by the people named on the application, who must be at least 62 or disabled.8 Ask Zoning Administration what your lot allows, and whether Virginia's ADU law will apply here once it takes effect.

Can I rent my place short term?

Only in certain areas. The city's short-term rental page lists three routes for a whole-house rental: grandfathered rentals registered before July 1, 2018, properties in the Sandbridge Special Service District, and properties in the Oceanfront Resort STR Overlay District, where a new rental first needs a conditional use permit.9 Every Virginia Beach short-term rental address needs a zoning permit that is renewed each year, at a $500 fee.9

What do rentals go for in Virginia Beach?

The Census median gross rent in the city is $1,7143, against $1,4783 across the metro. A newly finished unit will likely land above the city median.

Does being near Oceana affect renting?

Yes, through disclosure. Anyone selling or leasing residential property in a Virginia Beach AICUZ noise zone or accident potential zone must disclose it in writing to prospective buyers or tenants, and the disclosure must appear in every sales contract and lease.10 New additions in the louder zones also need noise attenuation. Under the Virginia Uniform Statewide Building Code, Virginia Beach requires noise attenuation for new residential construction, including additions, in Naval Air Station Oceana noise zones of 65 Ldn or greater; zones below 65 Ldn are exempt.10
