Whole-home remodeling in Salisbury
Cost vs. Value doesn't price a whole house, but its 2024 Salisbury page puts a major midrange kitchen at $75,6021, a midrange bath at $23,8461 and a heat pump conversion at $19,1341; add them up for a rough floor before the work that ties the rooms together. The bigger local factor is water: in a mapped flood zone, a renovation that reaches half the building's value has to meet flood rules, and inside the city that means raising the lowest floor above the base flood elevation.

Pricing the big pieces in Salisbury
Cost vs. Value prices one project at a time, never a whole house. These are the Salisbury jobs that usually make up most of a whole-house plan, from the 2024 report, the last edition with a Salisbury page.
| Measure | Salisbury | U.S. average |
|---|---|---|
| Major kitchen remodel, midrange, job cost | $75,6021 | $79,9822 |
| Midrange bathroom remodel, job cost | $23,8461 | $25,2512 |
| Bathroom addition, midrange, job cost | $55,0971 | $58,5862 |
| Primary suite addition, midrange, job cost | $153,6521 | $164,6491 |
| HVAC conversion to electric heat pump, job cost | $19,1341 | $18,8002 |
Every Salisbury figure here lands under the national one except the heat pump conversion, which runs slightly higher. None of them cover the work that links rooms, such as a larger electrical service, new supply lines or moving a wall, so ask for those on their own lines.
Which decades built the area
Census Bureau counts of homes by year built, for the whole county and for the City of Salisbury inside it.
| Measure | Wicomico County | City of Salisbury |
|---|---|---|
| Homes built before 1980 | 44%3 | 46%3 |
| Homes built 1950–1969 | 17%3 | 17%3 |
| Homes built 2000 or later | 28%3 | 33%3 |
On this measure the city and the county look alike, so the age of your own house tells you more than the address. Harvard's Joint Center for Housing Studies found that in 2023, average per-owner improvement spending on homes built before 1980 was 24 percent higher than on homes built since 2010.4
How homes here are heated today
A whole-house job is often when the heating system gets replaced. The Census Bureau's count of occupied homes by main heating fuel shows what most houses start from.
| Measure | Wicomico County | City of Salisbury |
|---|---|---|
| Homes heated with electricity | 62%5 | 68%5 |
| Homes heated with utility gas | 17%5 | 24%5 |
| Homes heated with propane or other tank gas | 11%5 | 4%5 |
| Homes heated with fuel oil or kerosene | 7%5 | 3%5 |
Propane and oil are far more common out in the county than inside the city. If an oil or propane furnace is coming out during the renovation, have a heat pump priced at the same time, with the Salisbury conversion figure above as a reference.
Renovation budget against home value
Typical owner-occupied home values in Wicomico and in the two-county metro around it, as Census respondents estimated them. A renovation that reaches every room can climb toward a large slice of that.
What the whole-house trades earn here
A whole-house job keeps carpenters on site for weeks and brings in electricians, plumbers and heating mechanics at each stage. Median hourly wages in the Salisbury metro and nationally:
| Measure | Salisbury metro | United States |
|---|---|---|
| Carpenters, median hourly wage | $24.23/hr7 | $29.12/hr7 |
| Electricians, median hourly wage | $28.34/hr7 | $30.38/hr7 |
| Plumbers, median hourly wage | $29.78/hr7 | $30.67/hr7 |
| Heating, air conditioning and refrigeration mechanics, median hourly wage | $29.43/hr7 | $29.33/hr7 |
Carpenters, the trade on site longest, earn well under the national median here, while heating mechanics earn about the same as elsewhere. For its wage estimates, the Bureau of Labor Statistics defines the Salisbury, Maryland metro area as Somerset and Wicomico counties.8
Permits
A whole-house renovation goes to whichever office covers the address. Inside Salisbury, the city issues building, plumbing, gas and mechanical permits, wants the contractor's state home improvement license on the application, and requires a floodplain permit when the house sits in a flood hazard area. Outside the city, Wicomico County reviews the drawings and routes the job through zoning, floodplain, Critical Area and health sign-offs where they apply. Electrical permits come from the county either way, and neither office lists remodeling fees or review times on these pages.
- Salisbury requires a building permit for construction that physically changes a structure, including alterations beyond cosmetic work and repairs to structural parts such as walls, girders and floor joists; ordinary repairs that are not structural are excluded.9
- For a renovation or addition in Salisbury, the permit application needs a copy of the contractor's active Maryland Home Improvement license, or the owner can elect to do the work as owner.9
- Salisbury requires a city permit before any substantial improvement or other development in or touching a flood hazard area begins.10
- Salisbury enforces the 2021 International Residential, Plumbing, Mechanical and Fuel Gas codes under the Maryland Building Performance Standards, and its electrical code runs through Wicomico County.11
- Wicomico County's residential permit application lists alteration and renovation among its project types and asks for two complete sets of drawings, including floor plans that show fixture locations.12
- The county's residential application routes a job through sign-offs such as zoning, floodplain, Critical Area, historic review, plumbing and the health department where they apply.12
- Wicomico County issues electrical permits for all electrical work in the county and its towns, to licensed electricians and to homeowners doing their own work in the house they live in.13

Opening up an older Salisbury house
12%3 of homes inside the city were built before 1940. Salisbury has three historic districts, Newtown, Camden and Downtown, and proposed changes to the exterior of a building in one of them must first be reviewed by the Historic District Commission; replacing an item with the exact same item does not need approval.14 On a whole-house job in one of those districts, new windows, siding, a porch or an exterior door need that review before work starts, while the floor plan inside is yours to change.
Unless a lead-based paint inspection shows otherwise, the EPA says to treat paint in homes built before 1978 as if it contains lead.15 Beyond flooring, the EPA lists vermiculite attic and wall insulation, roofing and siding shingles, textured paint and patching compounds on walls and ceilings, and hot water and steam pipes wrapped in asbestos blanket or tape among the places asbestos may be found in a home.16 In a house that has been reroofed, re-sided and patched over many decades, ask the company how it tests before demolition and how it keeps dust out of the rooms you still use.
The city's latest water report counted 7,52817 service lines of unknown material. The City of Salisbury plans to identify and replace any lead or galvanized service lines over the next ten years, and it notified residents with lead, galvanized or unknown lines by mail in November 2024.17 With floors and walls already open, have the plumber look at the pipe where it enters the house and replace old supply lines all the way back to the meter.
Flood rules on a large renovation
A single room rarely touches flood rules, but a whole-house renovation can. Inside Salisbury, the city's floodplain code treats any reconstruction, rehabilitation, addition or other improvement costing 50 percent or more of a building's market value before the work as a substantial improvement.10 When a home in a Salisbury flood hazard area is substantially improved, its lowest floor must be raised to or above the flood protection elevation, which the city sets at the base flood elevation plus two feet of freeboard.10
Out in the county the threshold is the same. Wicomico County's floodplain code treats any reconstruction, rehabilitation or other improvement costing 50 percent or more of a building's market value before the work as a substantial improvement.18 A substantially improved home in a special flood hazard area must have its electrical, heating, air conditioning and plumbing equipment and fixtures at or above the required lowest-floor elevation, including equipment replaced as part of the work.18
Both codes compare the cost of the work with the value of the building itself, so a modest older house can cross the line sooner than its owner expects. If the house is in a mapped flood zone, ask the permit office how it will measure value and cost before you settle the scope.
Near the river and tidal creeks
The Chesapeake Bay Critical Area is all land within 1,000 feet of tidal waters, and in Wicomico County all development or disturbance there is regulated by Chapter 125 of the county code.19 Wicomico County replaced its Critical Area Resource Protection chapter with a new version under Bill 2026-02, adopted March 18, 2026 and effective May 17, 2026.20
Work inside the walls of an existing house may never touch those rules, but an addition, a bigger driveway or a new porch on a waterfront lot can. The county's residential application routes a job through sign-offs such as zoning, floodplain, Critical Area, historic review, plumbing and the health department where they apply.12 Ask early whether a Critical Area review applies to your lot.
Staying in the house during the work
If the house has one full bath, a whole-house plan has to decide what stays usable. Ask for a schedule that keeps a toilet, a shower and a sink working until the new ones pass inspection.
For very dusty work such as demolition, the EPA describes isolating the work area: sealing it off with no direct access to the occupied rooms, with workers using a separate entrance until cleanup is done.15 The EPA advises keeping occupants, especially children, away from the work area during a remodel and cleaning up the site before they return.15 On a summer job, remember the house may go without cooling while ducts and the heat pump are replaced; Salisbury's airport averages 30 days21 days a year that reach ninety degrees.
Planning for later years while the walls are open
In Wicomico, 35%22 of owner households have a head past sixty-five, and a whole-house job may be the last big renovation before those owners need it. More than one in four adults 65 and older fall each year.23 Planning for that now costs far less than retrofitting later.
Ask for blocking behind future grab bars, a bathroom door wide enough for a walker and, in a two-story house, space for a first-floor bedroom and bath. A midrange bathroom addition cost $55,0971 in Salisbury in the 2024 report. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.24

Questions people ask
How much does a whole-house remodel cost in Salisbury?
No source prices a whole house here, so add up the rooms you plan to change. The 2024 Cost vs. Value report put a major midrange kitchen in Salisbury at $75,6021 and a midrange primary suite addition at $153,6521. Then add the wiring, plumbing and heating work that connects them.
Can a big renovation trigger flood rules?
Yes, if the house is in a mapped flood hazard area and the work reaches half of the building's value. Inside Salisbury, the city's floodplain code treats any reconstruction, rehabilitation, addition or other improvement costing 50 percent or more of a building's market value before the work as a substantial improvement.10 The county applies the same threshold to homes outside city limits.
Do I need permits for a whole-house renovation?
Yes. Salisbury requires a building permit for construction that physically changes a structure, including alterations beyond cosmetic work and repairs to structural parts such as walls, girders and floor joists; ordinary repairs that are not structural are excluded.9 Outside city limits the county reviews the plans instead. Wicomico County issues electrical permits for all electrical work in the county and its towns, to licensed electricians and to homeowners doing their own work in the house they live in.13
