Accessible bathrooms in Salisbury
A universal-design bathroom cost $38,9111 in Salisbury in the 2024 Cost vs. Value report, a little under the $40,7502 national figure. The bigger local factor is who lives here: 41%3 of the city's owner-occupied homes are headed by someone sixty-five or older, and because most homes inside the city are rented, many older residents need a landlord's agreement before a bathroom can change.

What an accessible bath costs here
Cost vs. Value's universal-design job removes the tub for a curbless shower and widens the door. Its 2024 Salisbury page sets that job beside an ordinary midrange bath and a bathroom added onto the house.
| Measure | Salisbury | U.S. average |
|---|---|---|
| Universal-design bathroom remodel, job cost | $38,9111 | $40,7502 |
| Midrange bathroom remodel, job cost | $23,8461 | $25,2512 |
| Universal-design bathroom remodel, resale value | $19,5771 | $20,1482 |
| Universal-design bathroom remodel, cost recouped at resale | 50%1 | 49%2 |
| Bathroom addition, midrange, job cost | $55,0971 | $58,5862 |
The universal-design job gets back about half its cost at resale in Salisbury, a shade more than nationally, so plan it for the person who will use the room. If the only full bath is upstairs, have a first-floor bathroom addition priced next to it.
Older owners and older renters
Census counts of occupied homes by the age of the person who heads the household, for Wicomico County and the City of Salisbury.
| Measure | Wicomico County | City of Salisbury |
|---|---|---|
| Owner-occupied homes headed by someone 65 or older | 35%3 | 41%3 |
| Owner-occupied homes headed by someone 75 or older | 14%3 | 22%3 |
| Renter households headed by someone 65 or older | 16%34 | 17%34 |
Older owners make up a larger share inside the city than across the county, and the gap is widest past seventy-five. The renter row matters too: an older tenant who needs grab bars or a walk-in shower has to start with the landlord.
Trouble with stairs, walking and bathing
Two questions on the Census survey bear directly on a bathroom: can you walk and climb stairs without serious trouble, and can you bathe and dress yourself? Shares of older Wicomico and Salisbury residents, not counting people who live in institutions such as nursing homes, who said no.
| Measure | Wicomico County | City of Salisbury |
|---|---|---|
| Residents 65 and older with serious difficulty walking or climbing stairs, share | 19%5 | 21%5 |
| Residents 75 and older with serious difficulty walking or climbing stairs, share | 26%5 | 25%5 |
| Residents 65 and older with difficulty bathing or dressing, share | 6%5 | 5%5 |
| Residents 75 and older with any disability, share | 44%5 | 50%5 |
The county counts 17,0585 residents sixty-five or older, 4,2765 of them inside the city. Trouble walking or climbing stairs is the most common limit among them and grows more common past seventy-five, which is exactly what a shower with no step and a seat is built for.
The houses and who owns them
What kind of building a bathroom sits in shapes what can change. Census shares for the county and the city:
| Measure | Wicomico County | City of Salisbury |
|---|---|---|
| Single-family detached houses | 70%6 | 38%6 |
| Mobile homes | 4%6 | 1%6 |
| Homes occupied by renters | 38%4 | 73%4 |
Across the county most homes are detached houses, where a bathroom can sometimes borrow space from a closet or bedroom. Mobile homes are a small share outside the city; if yours is one, ask whether the company works on manufactured homes before booking a visit.
What the trades on this job earn here
An accessible bath needs a plumber to lower or move the shower drain, a carpenter for blocking and a wider door, an electrician for lights and switches a seated person can reach, and a tile setter. Median hourly wages:
| Measure | Salisbury metro | United States |
|---|---|---|
| Plumbers, median hourly wage | $29.78/hr7 | $30.67/hr7 |
| Carpenters, median hourly wage | $24.23/hr7 | $29.12/hr7 |
| Electricians, median hourly wage | $28.34/hr7 | $30.38/hr7 |
| Tile and stone setters, median hourly wage | No published estimate7 | $26.77/hr7 |
The federal survey publishes no tile-setter wage for this metro. The other three trades earn less here than nationally, carpenters most of all, which fits a universal-design price a few percent under the national one.
Permits
Grab bars and new tile alone are light work, but an accessible bath usually goes further: lowering the shower floor and moving the drain is plumbing, new lights or switches are electrical, and widening a door in a bearing wall is structural. Inside the city those permits come from Salisbury and outside it from Wicomico County, with electrical handled by the county either way. A ramp or new door on the outside of a house in one of the city's historic districts also goes to the Historic District Commission.
- Salisbury requires a building permit for construction that physically changes a structure, including alterations beyond cosmetic work and repairs to structural parts such as walls, girders and floor joists; ordinary repairs that are not structural are excluded.8
- On a Salisbury plumbing permit, a master plumber licensed by the city and the State of Maryland signs the application, lists fixtures such as toilets, tubs, showers, sinks and water heaters, and stands for the required inspections.9
- Wicomico County's plumbing application counts each toilet, tub, shower, sink, dishwasher and water heater, has a category for alterations and renovations, and asks for the plumbing contractor's Maryland license number.10
- Wicomico County issues electrical permits for all electrical work in the county and its towns, to licensed electricians and to homeowners doing their own work in the house they live in.11
- Salisbury has three historic districts, Newtown, Camden and Downtown, and proposed changes to the exterior of a building in one of them must first be reviewed by the Historic District Commission; replacing an item with the exact same item does not need approval.12
- For a renovation or addition in Salisbury, the permit application needs a copy of the contractor's active Maryland Home Improvement license, or the owner can elect to do the work as owner.8

Before you hire
Ask for the company's Maryland Home Improvement Commission (MHIC) license number and look it up yourself, because Maryland's Guaranty Fund only steps in for work done by MHIC-licensed contractors.

Fitting the bath to the house
45%13 of the county's homes went up between 1980 and 2009. In a two-story house from those years the full baths are often all upstairs, so the stairs can be as much of a problem as the tub. One plan rebuilds the upstairs bath with a curbless shower and leaves the stairs to a rail or a lift; the other adds a bath on the first floor near the kitchen plumbing. Ask for both to be priced.
In a one-story rancher every room is already on one level, and the work is the doorway, the tub and the floor. A curbless shower needs the floor under it lowered or built up so water runs to the drain, which is a different job over a crawlspace than on a slab, so ask how the house is built underneath before choosing a design.
If you rent your home
73%4 of occupied homes in the City of Salisbury are rented, and 17%34 of the city's renter households are headed by someone sixty-five or older. A tenant can't remodel without the owner's approval, so the first conversation is with the landlord.
A state tax credit can make that conversation easier. Maryland's Independent Living Tax Credit returns up to 50% of the cost of renovations that make a home more accessible, up to $5,000, for work on your own home, a family member's home or a rental property.14 The renovations must be finished in the previous tax year and shown with receipts, invoices and before-and-after photos; applications open in January and close June 1, and the state can approve up to $1,000,000 in these credits a year.14
Help paying for it in Wicomico
Maryland's Accessible Homes for Seniors program serves owner-occupants with at least one resident 55 or older whose household income is no more than 80% of the statewide or Washington, DC metro median.15 The program makes zero-interest loans deferred for 30 years, or grants of up to $25,000 for applicants who don't qualify for a loan, for changes such as widening doorways, accessible showers, ramps, grab bars and lever handles; applications are available from local county housing offices and Maryland Access Point agencies.15
The Maryland Department of Aging lists MAC, Inc. in Salisbury as the Area Agency on Aging for Wicomico County, one of the local agencies that offer programs supporting community living for older adults.16 Ask there what home-safety help is available before you sign a contract.
USDA's Section 504 Home Repair program lends to low- and very-low-income homeowners to repair, improve or modernize their homes, and gives grants to elderly very-low-income homeowners to remove health and safety hazards.17 To qualify you must own and live in the house, be unable to get affordable credit elsewhere and have a household income within the county limit, the home must be in an eligible rural area, and grant applicants must be 62 or older.17 Ask USDA whether your address counts as rural before you build a plan around it.
The VA's Home Improvements and Structural Alterations (HISA) benefit pays for medically necessary changes to a veteran's or servicemember's primary residence, including use of essential bathroom facilities such as roll-in showers and lowering sinks and counters.18 Each of these has its own forms and waiting time. Line up the approval letter first, then sign with the company, so a funding gap doesn't leave the room half built.
Planning around falls
More than one in four adults 65 and older fall each year.19 The CDC says falling once doubles an older adult's chances of falling again.19 The CDC's home fall-prevention checklist recommends grab bars in and beside the tub and next to the toilet, and a non-slip surface on tub and shower floors.20
The National Institute on Aging suggests non-skid surfaces wherever a floor can get wet and a light left on in the bathroom at night.21 If you have fallen, the NIA notes, your doctor might suggest that an occupational therapist, physical therapist or nurse visit your home to assess its safety and advise you about changes.21 Share what the therapist recommends with the company when it comes to measure, along with whether a walker or wheelchair has to fit through the door. NAHB's Certified Aging-in-Place Specialist (CAPS) credential trains remodelers in home modifications for aging in place.22

Questions people ask
How much does an accessible bathroom cost in Salisbury?
Cost vs. Value's 2024 Salisbury page put a universal-design bathroom at $38,9111, against $23,8461 for a standard midrange bath. Adding a new first-floor bathroom is a bigger job; the same report priced a midrange bathroom addition at $55,0971.
Is there help paying for it?
Possibly. Maryland's Accessible Homes for Seniors program serves owner-occupants with at least one resident 55 or older whose household income is no more than 80% of the statewide or Washington, DC metro median.15 The state's Independent Living Tax Credit can also return part of the cost after the work is finished.
Do I need a permit to make my bathroom accessible?
Usually, once the work goes past grab bars and finishes. On a Salisbury plumbing permit, a master plumber licensed by the city and the State of Maryland signs the application, lists fixtures such as toilets, tubs, showers, sinks and water heaters, and stands for the required inspections.9 Wicomico County issues electrical permits for all electrical work in the county and its towns, to licensed electricians and to homeowners doing their own work in the house they live in.11
I rent in Salisbury. Can my bathroom be made accessible?
Only with the owner's agreement, because the landlord controls changes to the unit. Maryland's Independent Living Tax Credit returns up to 50% of the cost of renovations that make a home more accessible, up to $5,000, for work on your own home, a family member's home or a rental property.14 That credit can make it easier for a landlord to say yes.
